| This week we took a big step toward redeveloping a vital community on the Westside of our great City. The Board of Estimates approved the transfer of $6 million to meet our funding commitment for the new Uplands Development. Baltimore now embarks on a bold transformation of the Uplands community into a neighborhood of choice and opportunity.
Located on the south side of Edmondson Avenue, the Uplands Redevelopment Site is the premier urban mixed-income neighborhood redevelopment opportunity on the Eastern seaboard today. The project will create a mixed-income development to attract new residents and enhance the quality of life for existing residents.
The former Uplands site was a failed low-income housing development, which was nearly empty at the time of the City's acquisition in 2004. This site presents an opportunity to live in a modern mixed-income housing product with the convenience of urban living, while also offering the amenities of new suburban homes, including ample green space. Preliminary market studies indicated that the total project site could support 215 rental units and 931 for-sale units, available to people of all income levels.
This new, transit-oriented development is ideal for attracting new residents to this great City. The site is a mere two miles from I-70 and the Beltway, and it is less than 10 miles away from I-95 and the Baltimore Washington Parkway. Additionally, the planned Red Line stop across from the development site will further enhance the attractiveness of the new community. When completed, the Red Line will connect these new residents with employment opportunities from the Social Security Administration to Johns Hopkins-Bayview, and all the shopping and entertainment in between.
I would like to personally acknowledge Housing Commissioner Paul Graziano and his team for their passion and commitment to removing blight and creating quality affordable housing for Baltimore residents. The Uplands project was no minor undertaking, and the City will benefit greatly from their hard work. |

Sincerely,
Stephanie Rawlings-Blake Mayor, City of Baltimore
