Dear Citizen:

On Sunday, at a cookout, a two year old girl and a pregnant woman were among twelve people shot.  There are multiple people who witnessed the shooting; however, they are afraid to cooperate with police.  A "stop snitching" code of silence once reserved for gang members has now extended to everyday citizens-grandmothers, girlfriends, children. 
 
As Mayor, I do believe we can solve these issues but right now I am also fed up. I am fed up because there is no longer a standard in many of our communities.  In these communities, the rules of life are dictated by those with no regard for it.
 
When I was growing up, community came first.  We didn't have a choice.  We stood in solidarity because divided we knew we would fall under any injustice that threatened us-and there were many.  Now, with the leadership of the first black president of the United States illuminating issues of race and class, we have a renewed opportunity to band together and fight these injustices.  Instead, we are literally annihilating each other.  How can we demand respect when we don't have respect for ourselves?   
 
I hear excuses all the time: "I don't trust the police", "I don't want to be a snitch" or "I mind my own business".  But frankly, I am sick of these excuses. Even if you are not directly involved with a crime, your silence speaks volumes.  "He who passively accepts evil is as much involved in it as he who helps to perpetrate it," Martin Luther King, Jr.  We need people to step up!  
 
Obviously, it takes extreme courage to step forward and speak.  Communities now operate under an "ethics code" which discourages participation with the police and, as the controversy over the Obama "beer summit" made clear, there is still inherent distrust between the police and many of our communities.  However, it is through working together that last year we had the lowest homicide rate in two decades.  Our progress does not have to end there.  Our police officers are back on their feet, walking through your neighborhoods and are actively working to build relationships with your communities.  But without your help, they can't protect you.  Enough is enough.  Let's push the "restart" button and remember that putting community first is how we first began our progress and it is the only way we will continue.  Our communities have to respect themselves first to demand respect.  
 
It's a process, but I am asking you to have faith.  Have faith in your communities, have faith in your police officers, and have faith in yourselves.  Have faith because the only other option is to continue to live in fear.  No one is created to live that way.

Baltimore City celebrates the 26th Annual National Night Out
Take a stand against crime with Mayor Dixon and the Baltimore Police on the evening of Tuesday, August 4, to celebrate the National Night Out Against Crime!  Turn on your porch light and then join in one of 10 community block parties throughout BaltimoreCity.  There will be food, fellowship and fun.  Let those who are committing crimes in Baltimore know that we are organized and that we are going to reclaim our City!!!

Cleaner Greener Healthier Safer Ambassadors

Thursdays at "the Lewis"
The Reginald F. Lewis Museum extends hours every Thursday from 5 p.m. to 8 p.m., beginning Now through August 27th, with reduced $5.00 admission.  The extended hours invite you to unwind from the workday with refreshments in the Upper Lobby Bar, continue the evening by visiting the permanent galleries and special exhibition.

BARCS Night at the Aberdeen IronBirds 
BARCS and The Aberdeen IronBirds would like to invite all animal lovers out to Ripken Stadium to take part in BARCS night, August 13th, 2009 at 7:05 p.m.  Gates open at 6:00 p.m.  This night is open to all animal lovers; two dollars will be donated with each ticket purchase to the BARCS organization on behalf of The Aberdeen IronBirds. We will also be collecting items to donate to the BARCS wish list. CHMCC Free Movies Under The Stars at CHM Park  
Coldstream Homestead Montebello Community Corporation is hosting free movies under the stars.  Area families looking for free entertainment this summer can enjoy an entertaining, enlightening and inspiring movie series at the Clifton Park Band Shell, St. Lo Drive, East Baltimore, and Lake Montebello, Hillen Drive and 33rd Street. Conservative Leadership Corps Program  
The Conservation Leadership Corps (CLC) has begun its third consecutive summer program for 30 Baltimore high school students. The five week program, established by the Student Conservation Association, Johnson Controls Inc. and Civic Works, helps students prepare for their futures, giving them job readiness training, community involvement experience and environmental education. Kitten Season Crisis-Foster Homes Urgently Needed  
Cats tend to have kittens during the Spring and Summer months and the Baltimore Animal Rescue and Care Shelter (BARCS) has been inundated with kittens arriving by the box load.  BARCS urgently needs help from the community in saving the lives of these animals.  To adopt an animal from BARCS, stop by our facilities (behind M&T Bank Stadium), call us at 410-396-4695 or visit us online: www.baltimoreanimalshelter.org.  No experience is necessary.  We will provide training.  All that is required is some love! 

Newly Constructed Tax Credit Amnesty
The City Council has adopted legislation that allows for a one-time amnesty period for owners who have not previously been granted the Newly Constructed Tax Credit to apply. Homeowners can apply under the amnesty period from now through August 28, 2009.  Only those property owners that settled on the purchase of their property after October 1, 2004 are eligible to apply under the amnesty period.  To find out if you are eligible, you may contact the Finance Department at 410-396-4940 or CLICK HERE.

Weatherization Assistance Program
The City of Baltimore received $15.7 million through President Obama's stimulus package to greatly expand weatherization services over the next three years. Over 2,000 households with incomes up to 200% of poverty levels will be weatherized.  For more information CLICK HERE. Interested citizens should call 443-984-1066 or 311 for applications.

Looking for a better way to get around downtown?
A brand-new transportation system is coming to the downtown area late this summer 2009. To better connect Baltimore residents, workers, businesses, and visitors, twenty-one hybrid EcoSaver IV buses will circulate on three downtown routes, seven days a week-with no fare or boarding fee. The circulator routes will run south to north from the Inner Harbor Visitor Center to Penn Station, and east to west from Harbor East to the B&O Railroad Museum. With buses arriving approximately every ten minutes, the circulator system is planned to connect with Amtrak, MARC, Light Rail, Metro Subway, MTA bus lines, two water connectors (Maritime Park to Tide Point and Canton Waterfront Park to Tide Point), and parking garages located on the fringes of downtown.  For more information, visit www.yournameyourride.com.

Canton Wine and Jazz Festival
The first annual 2009 Canton Wine and Jazz Festival will be held on Saturday, September 26 from 1:00 pm - 7:00 pm in O'Donnell Square in Canton.  The event is being sponsored by the Canton Community Association, the O'Donnell Square Business District Association and Republic National Distributing Company.  Proceeds will go to the Canton Community Association for use on projects to improve the neighborhood!  Tickets will go on sale shortly and cost $25 in advance and $30 at the door.  Attendees will get wine samples, discounts at local restaurants the day of the event and can purchase bottles of their favorite wines at the event and consume them at restaurants on O'Donnell Square for a corkage fee!  There will also be family fun such as children's face painting and balloon characters!  It will be a fun event and hope that everyone can come enjoy some good wine, food and company! My new program shines light on some of these hidden jewels. All of you will have the chance to meet some of the truly gifted residents that I have a chance to meet everyday. They include artists, educators, business owners, community activists and much more.
