Dear Citizen:
On Tuesday, I joined Interim Health Commissioner Olivia Farrow, Police Commissioner Frederick Bealefeld, Fire Chief Jim Clack, and Baltimore Substance Abuse Systems' President and C.E.O. Greg Warren to celebrate the City's progress made in reducing the number of deaths associated with drugs of abuse or alcohol.
 
In 2008, overdose deaths in Baltimore dropped by an incredible 36%, according to the Health Department's quarterly report on intoxication deaths associated with drugs of abuse and alcohol. Even more importantly, deaths associated with all substances decreased in 2008 compared to 2007.   These are the lowest levels since 1995, when health officials first started tracking this data.
 
We can say for certain that a lot of credit for these declines has to go to our hard-working outreach workers and the addiction counselors who educate people on the street.  They work tirelessly with those in recovery to help them identify the symptoms of overdose and prevent overdose deaths.
 
Baltimore's Buprenorphine initiative is another important effort to prevent these deaths. This initiative has significantly increased access to and capacity in publicly funded treatment centers for addicts across our City.
 
I also want to thank our EMT firefighters who respond to these emergency calls and our police officers who fight to keep drugs off our streets.  Improving the health and wellness of one of Baltimore's most vulnerable and at-risk populations is a daunting challenge. But this report demonstrates how lives can be saved when City agencies partner and work together toward a common goal.  A healthier Baltimore is a safer Baltimore.  To view the Health Department's report CLICK HERE.

African American Heritage Festival

Crickett Wireless 4th of July Celebration
The Baltimore Inner Harbor is known to attract millions of visitors each year, and with its historical, exciting, and culturally diverse background it is a premiere spot for Baltimore's Fourth of July Celebration. Zambelli Fireworks Internationale produces the spectacular fireworks display, which begins at 9:30pm.  Visitors can enjoy music by Reverb, an a cappella group at 4:30-6:30pm.  Electric Brigade performs before and during the fireworks display at 8-9:30pm. The band acts as the United States Naval Academy's musical ambassadors to the nation.  To learn more CLICK HERE.

Newly Constructed Tax Credit Amnesty
The City Council has adopted legislation that allows for a one-time amnesty period for owners who have not previously been granted the Newly Constructed Tax Credit to apply. Homeowners can apply under the amnesty period from June 30, 2009 through August 28, 2009.  Only those property owners that settled on the purchase of their property after October 1, 2004 are eligible to apply under the amnesty period.  To find out if you are eligible, you may contact the Finance Department at 410-396-4940 or click on

Candidates sought for Baltimore City Board of School Commissioners
The Maryland State Board of Education is seeking candidates to serve on the Baltimore City Board of School Commissioners.  The Baltimore City Board of School Commissioners is responsible for raising the level of academic achievement of the students in the Baltimore City Public School System, improving the management and administration of the city's public school system, and is held accountable for the academic achievement of the public school students in Baltimore City.  Regular public meetings of the Board are held on the second and fourth Tuesday of each month.  Commissioners are appointed for three year terms of office and receive no financial compensation for their service on the Board. The deadline for applying is July 13, 2009 by 5:00 pm. Weatherization Assistance Program
The City of Baltimore received $15.7 million through President Obama's stimulus package to greatly expand weatherization services over the next three years. Over 2,000 households with incomes up to 200% of poverty levels will be weatherized; interested citizens should call 311 for applications.

Looking for a better way to get around downtown?
A brand-new transportation system is coming to the downtown area late this summer 2009. To better connect Baltimore residents, workers, businesses, and visitors, twenty-one hybrid EcoSaver IV buses will circulate on three downtown routes, seven days a week-with no fare or boarding fee. The circulator routes will run south to north from the Inner Harbor Visitor Center to Penn Station, and east to west from Harbor East to the B&O Railroad Museum. With buses arriving approximately every ten minutes, the circulator system is planned to connect with Amtrak, MARC, Light Rail, Metro Subway, MTA bus lines, two water connectors (Maritime Park to Tide Point and Canton Waterfront Park to Tide Point), and parking garages located on the fringes of downtown.  For more information, visit www.yournameyourride.com.
