CCHHS Amendment
As a follow-up to my amendment making the independent Cook County Health & Hospitals System (CCHHS) permanent, I introduced an amendment yesterday to improve rules for the continuation and periodic replacement of the CCHHS Board  of Directors.

My amendment changes the 5-year terms to 3-year staggered terms with a 3-term limit for Directors. Also, the nominating committee for Directors is increased to 15 members, adding a representative from the Midwest Latino Health Research Center. 

This amendment was sent to the Health & Hospitals Committee.
Creating an Urban Forester Program
The Forest Preserve District's current youth programming emphasizes the importance of the environment and encourages interaction with nature, providing a place for children to participate in constructive activities. 

Mighty Acorns teaches 4th through 6th grade students the importance of preservation and restoration through stewardship activities such as planting native seeds and pulling invasive weeds and brush.  A similar program also exists for high school students, leaving only 7th and 8th grade students without a comparable environments for fostering respect for nature and encouraging outdoor exploration.

To fill this gap, I sponsored a resolution creating an summer Urban Forester program for 7th and 8th grade students.  The establishment of this program will create an important continuity between FPD youth programs, ensuring that interested children will have the opportunity and the support to continue their exploration and understanding of nature.
More Funding for Willow-Sanders Management Site
The United States Fish and Wildlife Service has awarded an additional $37,000.00 in funding to the Forest Preserve District from the Northeast Illinois Wetlands Restoration Fund for Phase III of the Willow-Sanders Management Site. These funds will be used to restore approximately 4 acres of sedge meadow through tile survey and abandonment and treatment of herbaceous invasive species of Phalaris and Phragmites.

The proposed project objectives would enhance habitat for small populations of declining populations of several grassland birds i.e. eastern meadowlark and bobolink, wetland birds i.e. virgin rail as well as a population of the Illinois endangered eastern massasauga rattlesnake.

This project is fully funded by the United States Fish and Wildlife Service and is of no cost to the District.
CCHHS Strategic Plan
At today's Health & Hospitals committee meeting, the Cook County Health & Hospitals System (CCHHS) presented their Five-Year Strategic Plan, the culmination of a year-long study and call for input from community stakeholders.

The plan's ultimate goal is to provide more access and more care within available resources.  In essence, CCHHS plans to centralize the high-priced inpatient and emergency services now provided at three locations with falling patient loads to Stroger Hospital and shifts the major focus of the CCHHS to providing primary care and preventative services through primary care clinics located in neighborhoods where patients live.

I voted to approve the strategic plan, which will allow the independent CCHHS Board  to continue their work at increasing efficiencies while maintaining and strengthening a viable network of health services for county residents.

This item was approved at the Health & Hospitals Committee Meeting, and will go before the County Board for final approval on July 27th.

  • Approved Improvement Resolution for milling, resurfacing and patching the existing pavement, traffic signal modernization, signing, traffic protection, pavement marking, landscaping, engineering, etc. on Techny Road, Pfingsten Road to Shermer Road in the Village of Northbrook.  Centerline Mileage:  1.00 miles, Fiscal Impact:  $4,800,000.00 from the Motor Fuel Tax Fund
  • Approved Local Agency Agreement for Jurisdictional Transfer between the County of Cook and the Village of Northbrook Techny Road, Pfingsten Road to Shermer Road in the Village of Northbrook. Fiscal Impact:  $3,435,000.00 from the Motor Fuel Tax Fund
  • Approved Appropriating Resolution for Biennial Bridge Inspections in the Cities of Blue Island and Palos Heights, the Villages of Alsip, Crestwood, Forestview, Glenview, Oak Lawn, Riverside, Robbins and Wheeling and in unincorporated Palos and Worth Townships.  Fiscal Impact:  $300,000.00 from the Motor Fuel Tax Fund.  Includes:
    • Lake Avenue (CH A59) over the West Fork North Branch of the Chicago River in the Village of Glenview
Wheeling Township
  • Approved Improvement Resolution for milling and resurfacing the existing pavement with asphalt-rubber, etc. on Wheeling Road, Camp McDonald Road to Palatine Road in the City of Prospect Heights and Village of Wheeling.  Centerline Mileage:  1.00 miles, Fiscal Impact:  $975,000.00 from the Motor Fuel Tax Fund
  • Approved Appropriating Resolution for Biennial Bridge Inspections in the Cities of Blue Island and Palos Heights, the Villages of Alsip, Crestwood, Forestview, Glenview, Oak Lawn, Riverside, Robbins and Wheeling and in unincorporated Palos and Worth Townships.  Fiscal Impact:  $300,000.00 from the Motor Fuel Tax Fund.  Includes:
    • Hintz Road (CH A54) over Echo Lake in the Village of Wheeling
