Protecting Taxpayers' Money: Update
Recent personnel decisions made by the Stroger administration have been irresponsible in doling out raises and hiring above budgeted salaries, especially considering the current economic situation and the inevitable administrative changes once President Stroger's term ends in November.  That is why at today's Board Meeting, I sponsored a motion to override President Stroger's Veto and impose a Hiring Freeze at Cook County.

The Hiring Freeze failed, as concerns of overstepping the constitutional boundaries of the Board following a legal opinion by the Cook County State's Attorney weakened support for the measure.  Despite the sustained veto, I sponsored a resolution urging the President and all separately elected and appointed officials to self-impose a county-wide hiring freeze; and I will continue to look for ways to protect taxpayers' money and improve oversight and accountability at the county.
Increasing Transparency: Lobbying Ordinance Amendment
As part of my continued efforts to increase transparency in county government, today I sponsored an amendment to the ordinance governing lobbying activities at the county.  In addition to procedural changes, such as switching to online submission of  lobbying activity and expenditure reports, this amendment requires all lobbying contacts related to any item for consideration by the County Board to be reported and appear with the item on the Board Agenda.

This item was referred to the Finance Committee.
Stormwater Management Policy Public Hearings
As you may know, public hearings for the Forest Preserve District's  proposed Stormwater Management Policy are going on today and tomorrow.  My office has received numerous e-mails regarding this policy, and though consideration before the Forest Preserve District Board is not scheduled at this time, I wanted to take this opportunity to provide some background information relating to stormwater management in the county and related activity by the Metropolitan Water Reclamation District (MWRD):

The MWRD of Greater Chicago assumed authority for general supervision of stormwater management in Cook County pursuant to the passage of Public Act 93-1049 by the Illinois State legislature on November 17, 2004. Additionally, MWRD adopted the Cook County Stormwater Management Plan by ordinance on February 15, 2007.
 
Recently, the MWRD has proposed a Watershed Management Ordinance (WMO). This ordinance is intended to protect Cook County citizens from increases in flooding, protect the County's natural resources and preserve and enhance water quality by fostering responsible development addressing stormwater management.
 
On January 26, 2010 the Board of  Commissioners passed a Resolution calling on the  MWRD to conduct an economic impact study of the proposed Watershed Management Ordinance and re-examine technical provisions of the draft WMO.
 
The MWRD is currently undertaking a fiscal impact study of the proposed WMO which is due within the next 6 to 9 months. It is my intention to wait for the completion of this study so that we have additional information before considering the Forest Preserve District's Stormwater Management Policy.

Summer Internship Opportunity
Interested in local government, public policy, public relations or community outreach?  Intern this summer for Cook County Commissioner Gregg Goslin.   

Job Description
Interns will assist in a variety of duties, including but not limited to compiling legislative summaries, assisting in mailings, promoting community events and researching best practices for county government.  Interns will also choose an area of interest to focus on for the duration of the summer, for example: working to advance green government efforts or expanding the office's constituent outreach.   

Work Schedule
Flexible schedule, minimum commitment of 15hrs/week

Wage/Salary
Unpaid; Will help fulfill any requirements for school credit 

Qualifications
  • Undergraduate students, all majors considered   
  • Mature and responsible attitude  
  • Ability to work independently, multi-task and prioritize  
  • Strong writing skills 
  • Familiarity with basic computer programs and social networking technology

  • Approved Intergovernmental Agreement between with Kane County for improvements to Penny Road, Dundee (IL-68) to New Sutton (IL-59) in the Villages of Barrington Hills and East Dundee.  Centerline Mileage:  2.61 miles.  Fiscal Impact:  $160,000.00 (100% reimbursable from Kane County)
