Until interrupted by a harsh winter storm blowing through Indiana last week, the 2011 General Assembly was making progress in considering a number of important issues on IACED's legislative agenda. There are 125 bills on IACED's watch list this session, ranging from homelessness to small business development. Specifically, IACED is focusing on the six legislative priorities, as adopted by the board of directors at the September 2010 meeting.

 

  1. Microenterprise - IACED will champion legislation to relocate the Microenterprise Partnership Program and Fund from the Indiana Economic Development Corporation to a state agency focused on microenterprise as an asset-building strategy for Hoosier families, the Indiana Housing and Community Development Authority.

I recently testified in favor of House Bill (HB) 1192 before the Committee on Commerce, Small Business and Economic Development. Introduced and led by Rep. Bob Heaton and authored by Representatives Wood Burton, Clyde Kersey, and Peggy Welch, the legislation moves the statutory authorization for the Microenterprise Partnership Program and corresponding fund from the Indiana Economic Development Corporation (IEDC) to the Indiana Housing and Community Development Authority (IHCDA). The legislation passed the House of Representatives 89-0 on January 24, 2011. It now moves to the Senate for consideration.

 

  1. Affordable Housing Property Tax Status - IACED will champion legislation to clarify the charitable status of affordable housing development and cement property tax exemption for non-profit owned affordable housing.  

Representative Milo Smith has introduced HB 1285 which clarifies existing state law providing that property is eligible for the property tax exemption if it is owned by an organization that is exempt from federal income taxation under Section 501(c)(3) of the Internal Revenue Code and occupied and used for its Section 501(c)(3) purpose. The legislation is assigned to the Ways and Means Committee. IACED is working with Rep. Smith to get the bill scheduled for hearing.

 

  1. State Budget and Fiscal Matters - IACED will defend a state appropriation for Individual Development Accounts (IDA) and preserve the existence of the Neighborhood Assistance Program (NAP) and IDA tax credits.

 The House Ways and Means Committee has been hearing from state agencies on their proposed budgets. You can link to information about the 2011-2013 proposed budget here. IDA funding is included in the proposed budget at $1 million for each year of the biennium; however, the source of funds recommended are dedicated funds as opposed to the historic $1 million general fund appropriation.

 

Representative Scott Reske and Senator Brandt Hershman have introduced legislation which sunsets the NAP tax credit. Rep. Reske introduced HB 1466 and Sen. Hershman authored Senate bill (SB) 589. Rep. Reske and Sen. Hershman co-chaired an interim study committee on economic development, which reviewed the NAP program, and recommended its continuation (Read the interim study committee report here). SB 589 is scheduled for a hearing on Tuesday, February 8, 2011. IACED staff and members will be on hand to testify in support of the NAP program and encourage amendment of this legislation.

Make Tactical Changes to Improve Fundraising

A recent IACED survey revealed that 94.4 percent of respondents consider Fund Development to be a critical organizational capacity development need. Significant drops in donations due to the current current economy coupled with likely public funding cuts mean nonprofits throughout the state and the nation must seek out new ways to raise the capital needed to carry out their programs.  A recent article in Philanthropy Journal noted Fund Development, Financial Management and Community Connections are three critical areas that must work in harmony to bolster operating budgets.

Center for the Homeless


The Center for the Homeless, based in South Bend, Indiana, has served more than 44,000 men, women and children for over 20 years by linking them with the programs, agencies and people who can help them break the cycle of homelessness.

 

While The Center is not a homeless shelter, they have provided more than 700,000 safe nights and over 1.5 million meals to more than 44,000 men, women and children.  Their focus is on providing not just life-saving, but life-changing services to each of their guests.  They offer homeless families and individuals an on-site structured, step-by-step process to achieve and maintain self-sufficiency.   To read more, visit their website, here.

Federal Home Loan Bank of Indianapolis Announces Workshop Regarding Grants and Community Investment

 

The Federal Home Loan Bank of Indianapolis (FHLBI) invites those involved in community lending, CRA, affordable housing projects, and local housing and community development agencies to attend a half-day workshop in or near your region covering an overview of the FHLBI and grant funding for 2011.   


Workshops in Indiana will be held at the following locations:

  • Thursday, February 10, The Montage, Indianapolis
  • Wednesday, February 16, French Lick Resort, French Lick
  • Friday, February 18, Marriott Hotel, South Bend

Indiana Housing and Community Development Authority Announces Withdrawal of First Emergency Solutions Grant Request for Proposal.   

 

As many IACED members know, the Homeless Emergency and Rapid Transition to Housing Act (HEARTH), enacted in 2009, made broad changes to the McKinney-Vento Homeless Assistance Programs.  These changes are now being implemented on the state level and IHCDA has reached out to providers to discuss the changes required by law and the changes they have made to the application process for the first Emergency Solutions Grant RFP in the past several months.  This RFP was originally due on Feb 23, but on Jan 26, IHCDA announced that this RFP would be withdrawn.  Their statement indicated that the RFP would be re-released in early May along with a second RFP for Homeless Prevention and Rapid Rehousing Services.  To read more about the ESG transition and program specifics, read our related blog posting.

HUD Awards $1.4 Billion in Homeless Aid to Local Providers

 

The U.S. Housing and Urban Development (HUD) Secretary Shaun Donovan announced $1.41 billion in funding for 7,000 homeless programs across the country.  The grants represent a main piece of the Obama Administration's Opening Doors strategy, a comprehensive plan to prevent and end homelessness.  These projects represent renewals since HUD announced last September that it would renew funding through HUD's Continuum of Care programs to existing local programs as quickly as possible to prevent any interruption in federal assistance.  HUD will award funds to new projects later this year.  

 

Continuum of Care grants provide permanent and transitional housing to homeless persons as well as services including job training, health care, mental health counseling, substance abuse treatment and child care.  HUD's homeless assistance grants that were announced as well, are aimed at reducing long-term or chronic homelessness in America. In addition to these annual grant awards, HUD allocated $1.5 billion through its new Homeless Prevention and Rapid Re-housing Program (HPRP).  In Indiana, $13,851,121 was awarded to 110 agencies.  For more information and a complete list of Indiana recipients, please see our blog post. 


Proposed Expansion of the New Markets Tax Credit

 

On Jan. 31, the White House announced the launch of the Startup America Partnership, which is described as a coordinated public/private initiative to accelerate high-growth entrepreneurship. 

 

Startup America is a national campaign to help America achieve the goals of out-innovating, out-educating, and out-building the rest of the world by promoting high-growth entrepreneurship across the country.  This plan includes new initiatives to help encourage private sector investment in job-creating startups and small firms, accelerate research, and address barriers to success for entrepreneurs and small businesses. 

 

As part of the announcement, the Obama Administration confirmed that their fiscal 2012 budget will propose an expansion of the New Markets Tax Credit (NMTC) program to $5 billion from $3.5 billion to encourage investments in startup companies and small businesses based in low-income areas. U.S. Conference of Mayors Issues Bleak Report on Hunger and Homelessness

 

The United States Conference of Mayors revealed some alarming statistics in their annual "Hunger and Homelessness Survey."  According to the Survey, more than 170,000 families were sheltered homeless in 2009, representing a 30 percent increase since 2007. Further, there was a 58 percent increase in homelessness among families, surpassing the 52 percent increase in homeless unaccompanied individuals.  Worse yet, 72 percent of the cities surveyed expected those figures to rise considerably.  To read more, click here. 

RealtyTrac Reports Record Bank Repossessions

RealtyTrac, an online marketplace of foreclosure listings and properties detailed property, loan and home sales data, reported on Jan. 13 that in 2010, banks repossessed over a million homes.  That is an increase of 15 percent more than in 2009.   Market analysts suggest that this represents a clearing that had been delayed while banks investigated legal problems with paperwork. The website's "Year-End  2010 U.S. Foreclosure Market Report" noted that there 3,825,637  foreclosure filings reported on U.S. properties. To read more, click to read our blog post.
