Greetings!

I am excited to report that the year has already gotten off to a busy start here at IACED.  As the Indiana General Assembly and the U.S. Congress begin their sessions, we are focusing on emerging bills and reaching out to government officials on issues relevant to you.  This edition of Rebuilding Indiana Monthly includes more detailed accounts of issues that are on the agenda for federal and state lawmakers.  Access a copy of IACED's full 2011 State Policy Agenda here.

We have also been organizing technical trainings that will be offered in the first quarter of the year.  Early offerings include Due Diligence and Market Analysis in Real Estate Development course (January 25-26) and a Certified Aging in Place Specialist Training tentatively scheduled for early February. 
 

 
Lastly, we welcomed Kathleen Taylor as our new Member Services Manager this month.  Kathleen's background includes includes extensive work with businesses, associations, non-profit housing developers and service providers on issues pertaining to financial regulatory reform, municipal finance, down payment and nutrition assistance programs, HOPE VI, the GSEs, FHA, Public Housing and Section 8.  We are excited to have her on board and working behalf of the diverse membership within IACED. 

I look forward to working with you to make 2011 our most productive year thus far.

Nine IACED Members Received HUD Counseling Grants
 

The Obama Administration has announced the recipients of $73 million in housing counseling grants.  Grantees include nine IACED members.  The counseling grants will allow these organizations combat predatory lending, help families gain or maintain stable homeownership and assist homeless persons in finding transitional housing among other critical activities.

2011 Membership Invoices Due for Homeward Bound Participation 
 
IACED sent out a second round of membership renewal invoices on December 15, 2010.  If your organization plans to participate in Homeward Bound, please remember they are due by January 15, 2011.  Please contact Kathleen Taylor if your organization did not receive a renewal invoice or you have questions regarding your current membership status.  The deadline for the Membership Directory Listing is still March 15, 2011.

Due Diligence and Market Analysis in Real Estate Development

Developing solid and reliable market analysis in real estate development projects is one of the most challenging stages of project management. The more we understand early the markets within which we work, the more we reduce risk later on.

 

At Due Diligence and Market Analysis in Real Estate Development, participants will learn to analyze the broader trends and realities of current markets. Non-profit developers will learn the steps to adequate due diligence, mitigating risk, and assessing a project's feasibility. The course will be offered on January 25th and 26th.  To find out more please contact Chris Collins.

Certified Aging in Place Training
Tentatively scheduled for February, this three-day course will equip participants with the technical, customer services and marketing skills required to effectively service the burgeoning market for aging-in-place home modifications. 

Demographic trends indicate that homeowners who plan to stay in their homes as they get older instead of making other accommodations are one of the fastest growing segments of the residential remodeling market.  To take advantage of this training opportunity, please contact John Marron.

La Casa, Inc.

La Casa, Inc. located in Elkhart County works in partnership with individuals and community partners to create opportunity for personal growth, family stability and neighborhood improvement.  They offer homeownership and financial fitness classes to help consumers understand the home buying process, make wise choices and avoid predatory lenders. 

They also have counselors who help members of their community by reviewing and repairing credit in addition to offering immigration and language services to answer questions and complete paperwork for immigrants from any country who qualify for an immigration benefit under the U.S. law.  La Casa helps develop leaders, set priorities, organize for action and accomplish goals related to neighborhood improvement and quality of life for residents. Economic Improvement District: Indianapolis Neighborhood on the Verge of the First Local District

In the last session of Indiana General Assembly session, IACED's priority issue on economic improvement districts (EID) was successfully enacted with the help of Rep. Mary Ann Sullivan, D-97. Economic improvement districts are an important tool in accomplishing the work of revitalizing commercial corridors in downtowns and neighborhoods. The newly modified statute is being used by the merchants and residents in the Fountain Square Neighborhood of Indianapolis to support revitalization work.  Please read more here.


IACED Hires New Member Services Manager

On December 28, 2010, Kathleen Taylor joined IACED as the new Member Services Manager.  She will be in charge of coordinating statewide Homeward Bound events, producing the Statewide Conference on Housing and Community Economic Development, and ensuring that members have the resources and connections necessary to achieve their community economic development goals.  To read our press release, click here.

Indiana General Assembly Begins the 2011 Session

The Indiana General Assembly began the 2011 session on Wednesday.  Lawmakers have laid out a broad agenda and face numerous challenges as they begin the budgeting process. The agenda is widely expected to include redistricting, education reforms, prison sentencing changes and potentially eliminating 1,008 township governments and transferring their duties to county offices. Momentive Consumer Credit Counseling Service Merging with Apprisen Financial Advocates

Momentive Consumer Credit Counseling Service, Inc., headquartered in Indianapolis has merged with Apprisen Financial Advocates, the nation's oldest non-profit credit counseling and financial education organization, effective January 1, 2011.

The 112th Congress Begins This Week

Rep. John Boehner, R-Ohio, was sworn in this week as Speaker of the U.S. House of Representatives and with that change in leadership there will be a dramatic shift in legislative focus.  To read an IACED summary of issues likely to impact our membership in this Congress, please click here to read our blog post.
 


Sections 202 and 811 Legislation passed in the Lame Duck Session of the 111th Congress

In the final days of the 111th Congress, both the House and Senate passed S. 1481, the Frank Melville Supportive Housing Investment Act of 2009, and S. 118, the Supportive Housing for the Elderly Act of 2009.  The Frank Melville Supportive Housing Investment Act of 2009 would improve the Section 811 program designed help persons with disabilities to live as independently as possible through rental housing with supportive services.  The Supportive Housing for the Elderly Act is the first update to the program in 50 years and is aimed at preserving housing for very low income seniors.  Find out information more on our blog.  
 

President Obama signs the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act

The lame duck session of the 111th Congress saw the passage of the $857 billion tax package negotiated by President Obama and congressional Republicans. The legislation will have broad implications for

U.S. Conference of Mayors Issues Bleak Report on Hunger and Homelessness

On December 21, the United States Conference of Mayors revealed some alarming statistics in their annual "Hunger and Homelessness Survey."  The report backed up what many IACED members already know about the impact recent increases in unemployment and foreclosures have had in communities nationwide.
 

According to the Survey, more than 170,000 families were sheltered homeless in 2009, representing a 30 percent increase since 2007. Further, there was a 58 percent increase in homelessness among families.  To read more, check out our blog post about the report.
