Greetings!
On Tuesday, October 5, 2010, Jessica Love joined the IACED staff as Senior Program Manager. Jessica has extensive community development experience that will enhance IACED's ability to provide members with high-quality technical assistance. Jessica is a welcome addition to the IACED staff. Her community-minded perspective and work ethic are making a mark. Jessica was hired from a field of highly qualified candidates because of her diverse background and success in delivering multi-million dollar projects. Jessica is traveling around the state meeting IACED members during regional roundtables to discuss the Indiana Housing and Community Development Authority's strategic funding process. You can read her summary of the first two roundtable meetings on the IACED blog. Jessica is recently married and relocated to Indianapolis with her husband. She and her husband have located in the Fountain Square neighborhood in Indianapolis. Prior to joining IACED, Jessica was Program Manager for Community & Economic Development with the South Central Alabama Development Commission (SCADC) in Montgomery, Alabama. She consulted local governments regarding their infrastructure and programmatic needs, secured funding to meet these needs and managed these communities' grant programs. She has worked on numerous state and federally funded projects as a successful grant writer and administrator. Her projects have ranged from overseeing planning and GIS initiatives to managing multi-million dollar construction projects. Prior to her employment with SCADC, Jessica was the managing editor of The Selma Times-Journal, a daily newspaper published in Selma, Alabama. Jessica's writing and editorial background is proving to be an asset to IACED members. Jessica is an Alabama native and a graduate of Taylor University in Upland, Indiana, where she studied print media and earned a Bachelor's in Mass Communication/Journalism. 2010 Homeward Bound Campaign Ends
Despite tough economic times, 2010 Homeward Bound events managed to raise nearly $265,000 for more than 90 IACED members this year. Since 2003, Homeward Bound has raised more than $3 million in unrestricted funds for nonprofit organizations which provide affordable housing and deliver human services to low-income Hoosiers.
IACED thanks all the local Homeward Bound organizers and supporters across the state for making this year a success. IACED staff and local Homeward Bound steering committees are already gearing up for 2011. Action Alert Community Reinvestment Reform Act
IACED's partners at the National Alliance of Community Economic Development Associations (NACEDA), the National Community Reinvestment Coalition (NCRC), and its coalition members have been working hard to expand the Community Reinvestment Act. The American Community Investment Reform Act of 2010, H.R.6334, has been introduced in the US House of Representatives. Read the action alert here.

Regional Roundtables on IHCDA's Strategic Funding Process and Priorities
During the last two months, the Indiana Housing and Community Development Authority (IHCDA) has partnered with IACED to conduct regional "brown-bag" lunch meetings to solicit feedback on IHCDA's application process and strategic priorities. Since its inception, the Harrison Center for the Arts, an IACED member, has sought to be a catalyst for renewal in Indianapolis. The Harrison Center for the Arts is fostering the creation of new art, building a community among artists and emerging art patrons, creating new partnerships, and providing a forum for public conversations between artists and the community. In short, The Harrison Center for the Arts is using cultural development to develop community. Indiana Makes Little Progress in Improving Financial Stability for Families
In September 2009, the Corporation for Enterprise Development (CFED) gave Indiana a "D" on their 2009-2010 Assets & Opportunity Scorecard. Across the Nation
National Opportunity and Community Renewal ActSens. Robert Casey (D-Penn.) and Maria Cantwell (D-Wash.) introduced the National Opportunity and Community Renewal Act (S. 3845) in late September. The legislation establishes the National Competition for Community Renewal to encourage communities to adopt innovative strategies and design principles for programs related to poverty prevention, recovery and response.
