Greetings!
On June 30, I had the good fortune to address the annual
meeting of the Near North Development Corporation as the keynote speaker. Near North generates
economic and social vitality in its community. The Near North annual meeting is always a well attended
gathering of neighborhood and community leaders in Indianapolis. During my time
on the dais, I discussed the work of community development in these exciting
and turbulent times. My remarks championed the work of Near North as it
undergoes an organizational "sea change" in the form of a strategic
plan rooted in a more comprehensive approach to community revitalization during
the worst economy in a generation. The Near North strategic plan charts
strategies such as a much-increased emphasis on outreach and engagement,
collaboration, and quality of life planning. I imagine the deliberation which produced their
strategic plan mirrors discussions taking place across the community
development field with organizations of all types--housing, human services,
economic development and countless others which build assets for families or
revitalize communities. In short, these conversations recognize
successes for families and highlight great community projects, but ultimately
come to a realization--there is more to be done. Near North, or any one enterprise,
cannot achieve their mission alone--whether this mission focuses on families, communities, or both. You can read more about this event and its implications for IACED members on the blog, click here.
Also, IACED
is convening a series of regional membership meetings. Staff have already been to Muncie, Fort Wayne, Kokomo, South Bend, Terre Haute, and Evansville. Yet to visit this year are the communities of Bloomington, Lafayette, Valparaiso, Jeffersonville, and Indianapolis. Don't miss your chance to visit with IACED. These meetings will allow IACED staff to gain insight from
you about issues you are facing in the communities you serve.
Lunch or dinner will be provided at all meetings.

Since its inception, the Harrison Center for the Arts, an IACED member, has sought to
be a catalyst for renewal in Indianapolis. The Harrison Center for the Arts is fostering the creation of
new art, building a community among artists and emerging art patrons,
creating new partnerships, and providing a forum for public
conversations between artists and the community. In short, The Harrison Center for the Arts is using cultural
development to develop community.
From now until December 31, 2010 when you buy art from The Harrison Center for the Arts through the Harrison Gallery, twenty percent (20%) of your purchase will benefit IACED.

Welcome Chris Collins, Program Manager
On Wednesday, May 26, 2010, Christopher Collins joined IACED as a Program
Manager. Chris comes to IACED after working for five years with the Marion
County Commission on Youth (MCCOY), where he helped lead efforts to
strengthen positive youth development and improve the quality of youth
programs in central Indiana, and support the youth worker profession
through advocacy efforts.

IACED Executive Director Selected for NeighborWorks Achieving Excellence Program
Andy Fraizer, IACED Executive Director, has been selected to
participate in the NeighborWorks® Achieving Excellence in
Community Development program in collaboration with Harvard University's
Kennedy School of Government.
"I am honored by my selection. I
look forward to joining the ranks of this program's graduates including
members of IACED's Board of Directors, John Niederman with Pathfinder
Services and Mark
Lindenlaub with Housing Partnerships, Inc.," Fraizer said.
Achieving Excellence is an 18-month educational program for senior
leaders in community organizations that have a focus on affordable
housing, community revitalization or community economic development. At
the beginning of the program, participants select a specific and
significant challenge facing their organizations for which solutions
will not only dramatically change how their organizations do business,
but also enable them to make lasting change in their communities.

Conference Awards Nominations Being Sought
IACED would like to encourage our members, supporters, and other stakeholders in the housing and community economic development field to honor yourselves and your colleagues by submitting online nominations by Friday, July 16, for awards in the following categories:
- Michael Carroll Community Economic Development Leadership
- Robert O. Zdenek Staff Member of the Year
- Governor's Awards for Excellence in Housing and Community Development - Urban and Rural
- Key Award for Supportive Services Program of the Year
Each award recipient will receive a $1,000 contribution to the non-profit organization of their choice. The Michael Carroll Community Economic Development Leadership Award comes with a $2,500 contribution to the non-profit organization of the winner's choice. All recipients will also be presented with a personalized award plaque or trophy.
Winners will be announced on Wednesday, September 22, 2010, at a special Awards Luncheon during the 2010 Statewide Conference on Housing & Community Economic Development. The luncheon will take place from 12:00pm - 1:30pm at the Scottish Rite Cathedral Event Center.

Trainings, Events, and Technical Assistance |
This year's conference will take place September 21-22 at the Scottish Rite Cathedral Event Center, located in downtown Indianapolis. Day one of the conference will offer off-site learning labs and an interactive experience designed for the peer-to-peer exchange of technical and innovative solutions. The day will conclude with an evening reception back at the conference hotel. Day two will feature a series of plenary discussions with an array of national, regional, and local experts who will challenge our conceptions of the status quo. Another day two highlight is the annual awards luncheon.

Indiana Implementation of SAFE Act
During the last two months, IACED and members have been busy advocating
on issues surrounding the interpretation of the Secure and Fair
Enforcement Mortgage Licensing Act of 2008 (SAFE Act) on behalf of all
members who provide pre-purchase and post-purchase housing counseling.
Due to these collective efforts, IACED members providing housing
counseling services, which are certified by the Department of Housing and
Urban Development (HUD) or Indiana Housing and Community Development Authority are exempt from the the education, testing, background, and licensing standards of
the SAFE Act in the short term. IACED members should continue to be
vigilant around issues surrounding the SAFE Act as HUD adopts a final
regulatory rule in the coming months.

National Community
Stabilization Trust Interest
Survey
The National Community Stabilization Trust (NCST) was created by
six national affordable housing nonprofits (Enterprise, Housing
Partnership Network, LISC, National Council of La Raza, National Urban
League, and NeighborWorks America). NCST provides "First Look" access to
Bank REO properties for eligible nonprofit developers. The nature of
the program allows the nonprofit developers to inspect Bank REO
properties prior to them being listed on the open market and purchase
these properties at a discount. Currently, the following
Banks/Services provide "First Look" access to NCST buyers: Fannie Mae,
Freddie Mac, Bank of America, Chase, Citi, Wells Fargo, Saxon, Litton,
and Quadrant.
The local administering agent for NCST in Indianapolis
(also a non-profit IACED voting member) is interested in the demand level
for this program statewide and would like to know your response to a

Around Indiana
Central Indiana Non-Profit Salary Survey Central Indiana IACED members, Charitable Advisors and Pendula
Consulting are conducting a salary survey for Central Indiana
non-profits. They will be coordinating results with the United Way of
Central Indiana's recent salary survey of its 103 agencies.
Please participate in the survey as it will assist the local
non-profit sector as a whole; when the data is tallied, each service
sector will be able to review their particular data set and see the
aggregate numbers as well.
IACED Members Partner on Housing Project
Housing issues are a part of the plight of many low-income people. CANI (Community Action of Northeast Indiana) addresses this problem already, through its various programs and services, but a new initiative will directly target it. CANI and Keller Development have teamed up to develop a 35 home lease-to-purchase community called Hopewell Pointe, to be located in the 1900 block of Reservation Drive in Waynedale. The total cost is $5.7 million and will generate approximately 200 jobs through the construction period and will employ individuals as property managers and maintenance personnel.
INCAA's Institute for Working Families Receives Grants to Promote Economic Self-Sufficiency IACED member and partner the Indiana Community Action Association (INCAA) recently announced that its Indiana Institute for Working Families has received grants from the Duke Energy Foundation and the Indianapolis Foundation to promote economic self-sufficiency among low-income Hoosiers.
Building Brighter Futures Launches Homeless in Indiana Newsletter
Building Brighter Futures, a small coalition made up of representatives from the Indiana Housing and Community Development Authority (IHCDA), Indiana Department of Education (IDOE), Indiana Head Start Collaboration Office, and the Indiana Head Start Association, has launched a quarterly publication titled Homeless in Indiana. The first edition is packed full of useful information for organizations that provide housing and/or supportive services to low-income and homeless Hoosiers. "Whole Student Perspective" Mirrors Comprehensive
Community Economic Development As Congress considers the reauthorization of the Elementary and
Secondary Education Act (ESEA) - formerly known as No Child Left Behind
(NCLB) - it's clear that not just community economic development
benefits from a "comprehensive" approach. Where NCLB put a focus on measuring student achievement, momentum is
building for lawmakers to consider factors contributing to student
success that are more holistic in nature.

NLCHP Publishes Report on Renter's Rights
The National Law Center on Homelessness and Poverty (NLCHP) released its report "Staying Home: The Rights of Renters Living in Foreclosed Properties" earlier this month. The paper examines the Protecting Tenants at Foreclosure Act (PTFA) and how it is being implemented across the country.
National Report Highlights Accomplishments of Community Economic Development Practitioners
The National Alliance of Community Economic Development Associations (NACEDA) has released a new and intriguing report, Rising Above: Community Economic Development in a Changing Landscape. The report features a survey of the community development field between the years 2005-2007 and seeks to not only answer the question, "What are they doing?" but also, "What are they producing?"
USICH Releases Federal Plan to Prevent and End Homelessness
The U.S. Interagency Council on Homelessness (USICH) recently released a new federal strategic plan geared toward preventing and ending homelessness. The Secretaries of the Departments of Housing and Urban Development, Health and Human Services, Labor, and Veterans Affairs unveiled Opening Doors: The Federal Strategic Plan to Prevent and End Homelessness together at a White House ceremony.
