This year's conference will be at the Scottish Rite Cathedral, located in downtown Indianapolis. Day one of the conference will offer off-site learning labs, an interactive experience designed for the peer-to-peer exchange of technical and innovative solutions. The day will conclude with an evening reception back at the conference hotel. Day two will feature a series of plenary discussions with a variety of national, regional, and local experts who will challenge our conceptions of the status quo and the annual awards luncheon.

Greetings!
At opening plenary session of the 2008 Statewide Conference on Housing and Community Economic Development, Jeff Lawrence from Cambridge Leadership Associates talked with attendees about the ideas of Adaptive Leadership™. I was reminded of this leadership framework when I read the State of Indiana's 2010-2014 Consolidated Plan and the proposed changes for making funding decisions by state government. If you attended the 2008 conference, you will remember Adaptive Leadership™ is a practical leadership framework that helps individuals and organizations adapt and thrive in challenging environments. This model of leadership is about the gradual but meaningful process of adaptation. It is about diagnosing the essential from the expendable and bringing about a real challenge to the status quo. It appears through the Consolidated Planning process and strategic planning, there is an effort to determine what community development practices are essential and which are expendable. As with any change to the status quo, the stakes are high. For those who are unfamiliar, the Consolidated Plan is a report to support the State of Indiana's investments in housing and community development needs statewide. The Consolidated Plan contains a strategic plan to guide how funds from the U.S. Department of Housing and Urban Development are spent. IACED posted an action alert on the blog April 23, 2010. This action alert describes how the Indiana Housing and Community Development Authority (IHCDA) is implementing a new strategic funding process on July 1, 2010. The action alert describes how IACED members can participate and provide feedback. See a summary and link below. From IACED's review of the Consolidated Plan, IHCDA is establishing four strategic priorities to guide investment decisions. IHCDA's strategic priorities are:
- Facilitate comprehensive community development;
- Allow aging populations in Indiana to remain in their community of choice;
- Ending long-term homelessness; and
- Promote and support high performance building to maximize quality and durability by minimizing environmental impacts and operating costs.
These priorities will be put into practice as IHCDA develops a new method for distribution of funds. As IACED members are aware, IHCDA programs are currently organized around funding sources. IHCDA is moving to funding solutions. This model of investment places the focus on the strategic fit of a proposed activity, the strength of the sponsor and its development team, and the financial feasibility and readiness of the development. IHCDA's new process includes the following phases:
- Strategic Assessment
- Project Assessment
- Investment Negotiation and Structuring
- Investment Execution and Disbursement
Applicants will submit information materials to an IHCDA Community Development Representative. The Community Development Representative is responsible for seeing a proposed development through the Investment Process. An internal review team comprised of representatives from various IHCDA departments will evaluate the proposal and provide a go/no-go/modify decision. This approach to funding applications is a significant change from the status quo. It is critical that members share their thoughts about this new approach to funding with IHCDA and IACED. As described in the action alert, IHCDA has outlined a process for feedback. Members should also provide their feedback to IACED Member Services Manager, Tommy Tabor. Regards,

Homeward Bound Tops $200,000!
With five walks complete as of April 25 and six more still scheduled to take place, the 2010 Homeward Bound campaign has raised more than $200,000 statewide. Please support the more than 90 IACED members that benefit from Homeward Bound by donating to a Homeward Bound event near you. Spring and Summer walks are accepting donations online at www.homewardboundindiana.org. Fall walks will begin accepting donations over the next few months. |
Housing Counseling Survey
IACED represents the needs of Indiana's community-based agencies providing homebuyer education, housing counseling, foreclosure counseling, and other counseling services to benefit Hoosier families.
IACED is conducting a survey of members and partners to fully understand housing counseling agency capacity and organizational needs. Your responses will help IACED advocate for your work to help Hoosier families secure housing or maintain safe, decent, affordable housing.

IACED Offers Quality Technical Assistance
Whether you are running an organization or trying to design a new program or project, it can feel like a considerable weight. Our job is to help share the load!
Toward this end, we provide members with a wide range of direct technical assistance. This includes organizational and administrative development, board training, strategic thinking, capacity building, project and program design, and resource development.
We have a history of securing resources to support members' efforts. If additional funding can't be found, IACED's technical assistance services are provided to members on a low-cost, fee-for-service basis.
There are numerous examples of ways we have helped members achieve tangible results. Here are a few examples of ways we can help meet your community and program needs:

Indiana's Housing Wage Increases to $13.58 an Hour
According to a national report released April 21, 2010 that provides data on the cost of rental housing for every county, metropolitan area and state in the nation, the Housing Wage for Indiana is $13.58. The Housing Wage is the hourly wage a family must earn - working 40 hours a week, 52 weeks a year - to be able to afford rent and utilities in the private housing market. CAGI Funds Graduation Coaches
Community Action of Greater Indianapolis Inc. (CAGI), an IACED member, recently awarded a $200,000 grant to Common Goal. Common Goal is an initaitive of another IACED member, the Greater Indianapolis Chamber of Commerce. Its purpose is to help increase graduation rates in Marion County schools. Action Alert: IHCDA to Implement New Funding Strategy

HUD Proposes New Rule for the Definition of Homelessness
HUD recently published the proposed rule for the definition of homelessness. The publication of the proposed rule commences HUD's regulatory process of the implementation of the Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), enacted into law on May 20, 2009. Changes to the Neighborhood Stabilization Program
On Friday, April 2, the U.S. Department of Housing and Urban Development (HUD) announced changes the Neighborhood Stabilization Program (NSP), which helps communities acquire, rehabilitate and re-sell foreclosed and abandoned properties more quickly and help prevent further decline in hard-hit neighborhoods. EPA Announces New Regional Administrator
Today, U.S. Environmental Protection Agency Administrator Lisa P. Jackson announced President Barack Obama's selection of Susan Hedman to be the Agency's Regional Administrator for EPA's Region 5. This region encompasses Illinois, Indiana, Michigan, Minnesota, Ohio, Wisconsin and 35 Tribal Nations. Click here to read the full article.
Legislation Proposed to Reauthorize the Economic Development Administration
On April 30, the U.S. Department of Commerce released the Obama Administration's legislation to reauthorize the U.S. Economic Development Administration (EDA). EDA is the only federal agency with economic development as its exclusive mission. EDA is an agency within the U.S. Department of Commerce that partners with distressed communities throughout the United States to foster job creation, collaboration, and innovation. "EDA is poised to provide leadership with our forward-looking approach to job creation and regional collaboration and innovation," said Assistant Secretary of Commerce for Economic Development John Fernandez. Action Alert: National Sign-on Letter in Support of $1 Billion for National Housing Trust Fund
Please add your organization to an important letter to support a $1 billion investment in the National Housing Trust Fund.
The National Housing Trust Fund campaign has two goals for this letter: (1) to get as many signatories as possible; and (2) to list organizational signatures from each Congressional district in the country, in order to urge every Member of Congress to support funding for the National Housing Trust Fund. To date, organizations have signed the letter in 361 of 435 Congressional districts, which includes 5 of Indiana's 9 Congressional districts. All signatures are appreciated.
However, in Indiana the letter especially needs signatories in the following districts: 02, 03, 04, 08. If your Member of Congress is Rep. Joe Donnelly[D-IN 02], Rep. Mark Souder[R-IN 03], Rep. Stephen Buyer [R-IN 04], or Rep. Brad Ellsworth [D-IN 08], please consider signing the letter.

Important Information Regarding the New EPA Renovation, Repair and Painting Rule
Those of you in the building community have likely heard that a new EPA regulation regarding Renovation, Repair and Painting (RRP) went into effect on April 22, 2010.
IACED recently offered a set of trainings to help workers and firms get certified to meet the new regulations. Through discussions raised at that training and subsequent discussions that IACED staff has held with the US Department of Housing and Urban Development (HUD); it is our understanding that any rehab activity involving renovation, repair and/or painting in residential structures or child care facilities built prior to 1978 will require that at least one EPA Certified Renovator be present on-site to train workers in safely addressing lead concerns.
