It doesn't seem possible that another school year is quickly coming to an end. We at MSB trust that it was a rewarding year for each of you. Once again we want to take the opportunity to thank you for the privilege it is to serve your school district. In these tough economic times we are constantly reminded of how important it is for districts to continue to maximize federal Medicaid reimbursements, and our staff continues to do all that they can to assist you in maximizing this vital funding stream. We are thankful to be a small part of helping you serve children. We know that there are many instances where these Medicaid reimbursements have enabled schools to, in the words of one Special Education Director, "bring them [the children] home" from an out of district placement. That thought alone gives us cause to "keep on keeping on" and weather the storms of change at the federal and state levels. It is with unwavering determination that we will continue to hold inviolate the trust that you have placed in MSB.

Summary of Superintendent Mtgs
MSB appreciates the opportunity to work together with districts across the state of Maine. Over the course of 2011-12 school year, MSB participated in regional Superintendents meetings in all the regions of the state. With the many changes in school-based Medicaid, we wanted to be sure to provide the most timely information as possible. MSB would like to continue these visits again during the 2012-13 school year. Updated Maine FAQs
MSB recently updated the Maine Administrative FAQs, available on our website. We encourage all Maine district Lumea administrators to review this document for valuable clarification on a variety of issues. Find guidance to hot topics such as, "Can the IEP be used to determine medical necessity?" LD 1003 Update
Congratulations! You did it! As a result of your letters, emails, and telephone calls to legislators, LD 1003, "A Resolve to Assist Maine Schools To Obtain Federal Funds for Medically Necessary Services" was overwhelmingly passed by the 125th Maine legislature. The stakeholders group established by the passage of LD 1003 will identify ways to increase federal Medicaid reimbursements within the limits of federal law while reducing the administrative burden on school districts.

Non-Adori Users
For those districts who are not using MSB's Adori special education management system, but would like to have access to additional web-based forms that may not be part of your IEP system, MSB is offering to provide these electronic forms for you, customized for your district.

OIG Audit Update
The OIG has expanded its audit to three Maine School Districts in addition to the Portland School District. We are still awaiting the OIG's preliminary findings in regard to Portland and the additional districts.
