SAFE represents nearly 700 of the industry's top aviation educators in 49 states and nine foreign countries, including the majority of Master Instructors and numerous General Aviation Awards winners in all four awards categories. SAFE is also leading the Pilot Training Reform Initiative.

SAFE at AOPA Summit

 

It will be hard to miss SAFE at this year's AOPA Summit in Palm Springs, CA, October 11-13!

 

First, SAFE is partnering with the AOPA Air Safety Institute to offer the simulator training portion of our Pilot Proficiency Project™. As we did at AirVenture, SAFE instructors will provide training in the Redbird FMX simulator, using the same 11 scenarios created specifically for improving pilot proficiency during AirVenture.

 

If you are available to provide some instruction in the FMX during Summit and would like a complimentary admission for volunteering, please contact us ASAP.

 

Second, seminars are a key part of major aviation events, and wherever top-notch presenters are scheduled, you'll find SAFE members. AOPA Summit in Palm Springs will be no different. For example, SAFE members will lead 20 of the 26 scheduled CFI Roundtables, and at least fourteen members will present other Summit seminars. See http://www.aopa.org/summit/

 

Lastly, if enough SAFE members show interest, we will make arrangements to have a social gathering on Friday evening with food, beverages, and some good times. If you are interested please let us know ASAP!

Resource Center is Expanding
 

If you have visited the SAFE website recently, you might have noticed that the "main menu" has changed a bit. The library has been renamed the Resource Center (RC) to reflect an ever-expanding collection of resources that are much more than just plain documents. Rolling over the "Resource Center" with your cursor will give you access to a Member's Only section as well as a Public section. 

 

Soon to be added to the Public portion of the RC will be all eleven of the Redbird Simulator Scenarios that are a cornerstone of the SAFE Pilot Proficiency Project™ (PPP). Once the technical process has been completed, all one will need to do to obtain these scenarios is to have a Redbird compatible "jump drive" on which to download the zip file that will contain the scenarios. Then plug that drive into a Redbird simulator and you are ready to provide the same proficiency training of the PPP to your clients, or yourself for that matter!

 

Also scheduled for the Members Only section of the RC will be all the PowerPoint Presentations that have been created by SAFE members for the FAASTeam's new CFI/DPE forum series. In an agreement negotiated with the FAASTeam, all SAFE members will soon be able to access these presentations from the SAFE website for use not only to conduct CFI/DPE forums, but for presentations to general pilot audiences as well. 

Free Online Magazine Subscription
 The publishers of the AVED Journal (AVEDjournal.com) offer a free subscription of their online magazine aimed at aviation educators. According to Kim Stevens, publisher of the AVED Journal, "Aviation and aerospace education plays an important and sometimes unheralded role in the success of the industry over the years.  The AVED Journal magazine, website and weekly brief are an electronic means of communication committed to telling that story - its history, its contributions today and in the future. We seek to provide in-depth, substantive information and resources that will serve as a valuable tool for all those interested and involved in the various aspects of aviation/aerospace education." Visit the AVED Journal website and if you're interested you can subscribe to the free magazine at the site. 
New Designee Management System Under Development
 
The Office of Aviation Safety (AVS) is currently developing a new designee management system scheduled to deploy in FY 2013.  This new system will include an order providing guidance to designee applicants, designees, and the FAA.  Designees included in this order are:  Designated Engineering Representatives, Designated Airworthiness Representatives, Designated Manufacturing Inspection Representatives, Designated Pilot Examiners, Administrative Pilot Examiners, Aircrew Program Designees, Training Center Evaluators, Designated Flight Engineer Examiners, Designated Aircraft Dispatch Examiners, Designated Mechanic Examiners, Designated Parachute Rigger Examiners, and Aviation Medical Examiners.  This draft order covers the application, selection, appointment, training, oversight, and termination of designees; however, guidance regarding how the designees perform their certification functions is not part of this new order.

The draft order, Designee Management Policy, 8000.XX will consolidate portions of policy found in the Designee Management Handbook, Order 8100.8; Flight Standards Information System, Order 8900.1; General Aviation Airman Designee Handbook, Order 8900.2; and  the Aviation Medical Examiner System, Order 8520.2G

There you will find the draft order listed in the table titled "Aircraft Certification Service (AIR) Draft Documents".  Please read the instructions provided with the document and provide your comments in accordance with those instructions.

Growing Concern Over FAA Oversight of DPEs
 

You may be aware that as a result of questionable actions by a handful of DPEs around the country, the FAA has mandated increased oversight of the way practical tests are being conducted. This is spelled out in FAA order 8900.2. 

 

Recently, a letter was sent out to all the DPEs within the Scottsdale FSDO that is draconian in spirit and intent, and goes well beyond the mandates of 8900.2. This letter has been circulating throughout the flight instruction community and has given birth to a great deal of speculation that this could also be coming to a FSDO near you.

 

This has been brought to the attention of the SAFE government affairs committee, which met recently to discuss the issues. SAFE has also been communicating with AFS 800 about the concerns we have relative the draconian nature of the Scottsdale letter. 

 

At this point, it is SAFE's understanding that there is no plan to make the actions of the SDL FSDO a national policy. Rest assured that SAFE is monitoring the situation, but you can also help. If you are aware of any actions within your own FSDO that might have a significant negative impact, or place undue restrictions upon the number of practical tests a DPE may conduct per quarter, or the ways in which DPEs have to schedule these tests, please let us know!

SAFE YouTube Channel Now Live!

Now Part of Our Public Resource Center

 

SAFE recently established a YouTube Channel as part of the organization's Public Resource Center. The first video on the SAFE Channel is under three minutes entitled, "AOA during Stalls in Europa XS N228FT." Master Instructor Rich Stowell shot the segment using his iPhone during a training flight with the airplane's owner.

FAA Safety Briefing Magazine Highlights Aviation Educators

The Sep/Oct 2012 issue of FAA Safety Briefing explores the critical role of the aviation educator. Articles focus on flight instructor requirements and best practices as well as the many tools and educational resources that can help sharpen teaching skills. 

 
FAA Safety Briefing is the safety policy voice for the non-commercial general aviation community.  The magazine's objective is to improve safety by: 
�        making the community aware of FAA resources 
�        helping readers understand safety and regulatory issues, and 
�        encouraging continued training
SAFE to be Represented at AFS 600 and LOCWG

AFS600, The Regulatory Support Division of the FAA will be holding an Open House in Oklahoma City on September 18 - 19. SAFE executive director Doug Stewart will be representing SAFE at this important meeting. 

 

Doug has also been invited to sit as the SAFE representative on the newly chartered Loss of Control Working Group to conduct accident analysis for loss of control in takeoff, enroute and maneuvering flight. The first meeting of this group will be Sept. 11 - 13.

Dothan  AL William G Castlen, a 4-time Master and SAFE member, recently renewed his Master CFI accreditation.  Bill teaches with the Mooney Aircraft Pilots Association.  He also serves as a FAASTeam representative in the FAA's Birmingham FSDO area and is a certified Cirrus instructor at Dothan Regional Airport (DHN) specializing in technically advanced aircraft training.  

 

 

 

David Alan "Dave" SIMPSON, Master CFI

David A Simpson, a 3-time Master and SAFE member, recently renewed his Master CFI accreditation.  Dave owns and operates Take Flight San Diego at Gillespie Field (SEE) where he specializes in primary, commercial, and instrument flight training.  He also serves as a FAASTeam representative in the FAA's San Diego FSDO area.
