AirVenture to Host Pilot Proficiency Project
SAFE Partners with EAA, Redbird and NAFI to address Aviation Safety Issues

 

The Experimental Aircraft Association will be hosting the Pilot Proficiency Project during AirVenture 2012. Located in the EAA's Learn to Fly Center, the project offers pilots targeted forums and simulator training sessions that address key safety of flight topics.  Topics include:  angle of attack awareness, type-specific aircraft issues, glass panels, aeronautical decision making, CFIT and much more.  Panels of experts will discuss transitioning to experimental aircraft, flying in instrument meteorological conditions, and questions on flight training as well.  Presenters include amongst others, this year's National Flight Instructor of the Year, Hobie Tomlinson as well as past National Flight Instructors of the Year Jeff Edwards, Rich Stowell, and Doug Stewart.

 

Proposed by the Society of Aviation and Flight Educators, the project has evolved into a cooperative effort between SAFE, EAA , REDBIRD Flight Simulations and the National Association of Flight Instructors (NAFI). A series of four forums will be presented each day between 8:00 am and 2:00 pm, followed by 20-minute simulator training sessions in Redbird FMX and Crosswind Trainer simulators.
 
Although the number of simulator slots is limited to 21 per day, participating pilots will work with trained SAFE instructors in a number of pre-programmed scenarios that include engine failures during takeoff, overshoots on base to final, and approaches to minimums with a tailwind. Those attending Pilot Proficiency Project forums and simulator training sessions will receive WINGS credit.
FAASTeam Approves CFI/DPE Forum Number Eight
SAFE Members Create "Teaching and Testing CFIT Avoidance"

 

SAFE recently delivered the eighth in its series of "Seminar-in-a-Box" (SIB) products for use by the FAA Safety Team (FAASTeam). The SIBs are designed to facilitate interactive discussion among instructors, examiners, and FAASTeam members on topics related to flight training and accident prevention. They further encourage the sharing of best practices in an effort to reduce the fatal accident rate.

 

Entitled Teaching and Testing CFIT Avoidance,the latest seminar was prepared by SAFE members and Master Instructors Bill Castlen, Hobie Tomlinson, and Doug Stewart. The General Aviation Joint Steering Committee identified Controlled Flight Into Terrain as the number two fatal accident category over the last decade.

 

Prior to nationwide deployment, each SIB is reviewed and accepted by AFS-850. Teaching and Testing CFIT Avoidance follows the current quarterly topic, Takeoff and Initial Climb, which was also developed by SAFE volunteers. The next forum in the series will address Loss of Control.

Coalition Establishes Aviation Educator Hall of Fame
Diverse Group of Supporters Provides Credibility, Neutrality in the Selection Process
 
A group of more than 20 aviation organizations and individuals led by a three-member Board of Directors recently established the Aviation Educator Hall of Fame (AEHOF). According to the new organization's Charter, AEHOF's purpose is twofold:
 
1. The selection and recognition of qualified nominees who, through extraordinary achievement and service of either a sustained or a one-time nature, have made outstanding contributions to aviation education generally, in a specific field of endeavor, or in a niche; and,
2. The public honoring of those individuals for their contributions to the development, advancement, and promotion of aviation education.
 
The Charter continues, "A viable, world-class Hall of Fame program transcends control by any single organization and benefits by effective and sustainable leadership and administration. Moreover, the long-term stability of such a Hall of Fame program needs the diversification afforded by a coalition of individuals and organizations sharing the collective desire to advance the program."
 
Any person or group may nominate an individual for induction into AEHOF. Eligible nominees include ground, flight, and simulator instructors, pilot examiners, teachers and academicians, authors, researchers and innovators, maintenance and avionics instructors, and other aviation-education-related professionals who warrant consideration either through a body of work that demonstrates sustained superior performance, or through truly extraordinary accomplishment. Nominations for the Hall's inaugural class of inductees are due by October 1, 2012.
 
Begun in 2010 as an initiative of the Society of Aviation and Flight Educators (SAFE), the SAFE Board granted authorization to proceed with AEHOF as an independent organization in late 2011. In addition to donations from numerous Coalition Members, AEHOF received a 2011 Wolf Aviation Fund grant to help offset start-up expenses. Though currently a virtual Hall of Fame, a suitable physical home for the Hall will be considered periodically. AEHOF has applied for 501(c)(3) tax-exempt status.

Deadline for Input to SAFE of June 11, 2012 is Rapidly Approaching
 

On May 11, 2012, SAFE received the below request from Jim Viola, Manager, FAA Airman Certification and Training Branch (AFS-810), requesting input from SAFE members regarding a new Executive Order entitled, "Identifying and Reducing Regulatory Burdens":

 

This is a fantastic opportunity for SAFE to have meaningful input into AFS800, yet to date, only a handful of members have submitted responses.  Jim's request is copied below. If you would like to respond -- and we hope you will -- you need to do so no later than June 11th.  Please be as specific as possible and to the extent you are able, include supporting documentation and/or data that supports the ability of your recommendations to maintain or increase safety.

 

 

Is there any CFI or CFII legal interpretation or CFR specific rule that your organization feels has grown and gone down the wrong road over the last 20 years that you would like [to];

 

1. Go back to an old rule (earlier time)

2. Make adjustments to the current rule

 

I would need some good supporting documentation [in accordance with] the Executive Order and some data that supports the ability to maintain or increase the level of safety.

 

I cannot guarantee that I will be able to get rule making moving, but with a good presentation and data we may be able to help CFIs while also helping the FAA/DOT meet the Executive Order.

 

Additionally I would like to get you involved in a CFI and CFII project my team is running to create a matrix of what an "authorized instructor" is for each endorsement in the CFRs.

Executive Order Extract from Jim Viola:

 

Section 1. Policy. conduct retrospective analyses of existing rules to examine whether they remain justified and whether they should be modified or streamlined in light of changed circumstances, including the rise of new technologies.

 

Section 2. Public Participation in Retrospective Review. Members of the public, including those directly and indirectly affected by regulations, as well as State, local, and tribal governments, have important information about the actual effects of existing regulations. For this reason, and consistent with Executive Order 13563, agencies shall invite, on a regular basis (to be determined by the agency head in consultation with the Office of Information and Regulatory Affairs (OIRA)), public suggestions about regulations in need of retrospective review and about appropriate modifications to such regulations. To promote an open exchange of information, retrospective analyses of regulations, including supporting data, shall be released to the public online wherever practicable.

 

Section 3. Setting Priorities. In implementing and improving their retrospective review plans, and in considering retrospective review suggestions from the public, agencies shall give priority, consistent with law, to those initiatives that will produce significant quantifiable monetary savings or significant quantifiable reductions in paperwork burdens while protecting public health, welfare, safety, and our environment. To the extent practicable and permitted by law, agencies shall also give special consideration to initiatives that would reduce unjustified regulatory burdens or simplify or harmonize regulatory requirements imposed on small businesses.

 

Section 4. Accountability.  Agencies shall submit draft reports to OIRA on September 10, 2012, and on the second Monday of January and July for each year thereafter, unless directed otherwise through subsequent guidance from OIRA. Agencies shall make final reports available to the public within a reasonable period (not to exceed three weeks from the date of submission of draft reports to OIRA).

Safe Members to Participate in NTSB Forum
 

SAFE Executive Director Doug Stewart, and SAFE member and Pilot Training Symposium chairman Bob Wright will be presenting at a 2-day forum focused on safety issues related to general aviation hosted by The National Transportation Safety Board (NTSB) on June 19-20, 2012 in Washington, DC. 

 

The event, "General Aviation Safety: Climbing to the Next Level," will be chaired by NTSB Chairman Deborah A. P. Hersman and all five Board Members will participate.

 

Over the years, the NTSB has issued numerous safety recommendations addressing general aviation operations and last year, added General Aviation Safety to its revamped Most Wanted List of Transportation Safety Improvements.

 

Among the key safety issues the forum will address are pilot training and performance, pilot access to and use of weather-related information, and aircraft design and certification. Panelists participating in the forum will represent industry, government, academia, and professional associations.

 

The forum will be held in the NTSB Board Room and Conference Center, located at 429 L'Enfant Plaza, S.W. Washington D.C. The forum is open to the public and free of charge. In addition, the forum can be viewed via webcast at www.ntsb.gov.

 

On the day before the NTSB hearings, both Doug and Bob will be present for a meeting of the Knowledge Test Aviation Rule Making Committee (ARC) to hear the FAA's response to the report issued by the ARC.

SAFE Membership Elects Three Directors

 

Your Society recently announced the results of its annual election to fill three seats on its nine-member Board of Directors. Incumbent Arlynn McMahon, along with new Directors Susan Archer and Jack Vandeventer have been elected to three-year terms. McMahon is the 2009 National Flight Instructor of the Year and currently serves as Chief Mentor in support of SAFE's Aviation Educator Mentoring Program. New Director Susan Archer has served as an aircraft maintenance manager and an aviation facilities engineer. She currently serves as lead teacher for the Aerospace Technology Academy at First Coast High School as well as Chair of the Florida Consortium for Aerospace Career Education. Jack Vandeventer is a Charter member of SAFE, four-time Master Instructor, and business consultant with worldwide experience. He serves on SAFE's Mentoring Program committee as well.

 

According to Governance Committee Chair Sherry Rossiter, "We had a field of seven exceptional candidates running for three Board positions, which undoubtedly made for some tough decisions by our members. We thank all of the candidates for their desire to further improve SAFE's standing as a World Class organization, and we congratulate the three Board members on their election."

Incoming Directors will commence their new terms at the annual SAFE dinner-meeting held during AirVenture. SAFE is the only organization representing aviation educators where the entire Board of Directors is openly elected by the membership. Terms are staggered, with three seats expiring annually.

SAFE CFI Liability Policy 
 

We often hear this statement, "My FBO Insurance covers me while instructing, I don't need my own insurance". This may very well be true for instructing in the FBO fleet of aircraft, but may not be true for instructing in any other aircraft. Or, when instructing in other aircraft "off the FBO clock" on you're your own time, no coverage is provided. The FBO policy may exclude multi engine and LSA aircraft.

 

The fact is, most FBO insurance polices do not include the extra coverage for instructing in other than FBO operated aircraft. Also, this coverage is often eliminated to save on premium.

 

Even if the FBO policy actually provides some protection , the insurance most likely will not include the Professional Liability for the CFI. Professional Liability is actually the most important element of the SAFE CFI Policy. This coverage protects you for liability for alleged negligent instruction that results in a later accident. The SAFE CFI Policy even includes the legal expenses for defending you.
