FAA Releases NPRM on Pilot Certification and Qualification Requirements for Air Carriers | | Enhanced training requirements for ATP certificate.
As a follow-on to the Airline Safety and Federal Aviation Administration Extension Act of 2010 (which included fall out from the Colgan Air accident), the FAA issued a new NPRM on Monday 27 Feb. This NPRM addresses changes for both 121 and 135 operations:
- FOs (co-pilots) must hold an ATP certificate.
- ATP certificates will now require 1,500 hours of pilot flight time.
- Captains will require 1,000 hours as a pilot in air carrier operations that require an ATP before serving as a U.S. Airline Captain.
- Enhanced training requirements for an ATP certificate, including 50 hours of ME flight experience and completion of a new FAA-approved training program.
- New, "restricted privileges" ATP certificate. Good for FOs, not for Captains. Applies to former military pilots with 750 hours of flight time and Graduates of a four-year baccalaureate aviation degree with 1,000 hours of flight time (but only if they also obtained a commercial pilot certificate and instrument rating form a pilot school affiliated with the university or college.

There is less than a month to go until the start of Sun 'N Fun, and for those of you who will be there it's promising to be an exciting time for SAFE.
On Friday, March 30th, from 8 - 9AM we will be holding the annual SAFE breakfast. Provided another tornado doesn't clobber us, this will be an excellent opportunity to get to meet and greet fellow SAFE members, SAFE benefit providers, as well as numerous folks from both industry and government. Plans are also shaping up to make an announcement at the breakfast about a new partnership that SAFE will be making with an organization that is on the cutting edge of a new area of aviation education. Saturday, April 1st, definitely won't be April Fool's day for the winner of the LITTLE Witch raffle. Lee Lauderback, Stallion 51's president and chief pilot, will perform his signature solo Mustang routine at the beginning of the night air show that will culminate Sun-N-Fun's "Stallion 51 Day.

"Hobie" Tomlinson, 2012 National CFI of the YEAR | | SAFE Member Named CFI of the Year! 2012 NATIONAL CFI OF THE YEAR: Master CFI Hobart Caleb "Hobie" Tomlinson of Huntington, Vermont, has been named the 2012 National Certificated Flight Instructor of the Year. He is employed by Heritage Aviation at Burlington (BTV) and is an independent flight instructor as well as a designated pilot examiner (DPE). Not only is he a current 5-time Master CFI but in 2010, he earned the FAA's Wright Brothers Master Pilot Award. Hobie inherited his love of aviation from his father who was a WWII US Army instructor pilot in Burlington. After his dad taught him to fly, Hobie went on to earn commercial, instrument, multiengine, airline transport pilot certifications as well as flight instructor ratings and several type ratings. He has amassed more than 35,000 total flight hours. In 1964, Hobie graduated from Wentworth Institute of Technology in Boston with a major in Aircraft Maintenance Technology and an Aircraft and Powerplant (A&P) certificate. After graduating from Vermont Military Academy, he served a six-year tour in the Vermont National Guard. Meanwhile, he worked as a flight instructor, aircraft mechanic, and charter pilot for Northern Airways. Hobie earned his initial flight instructor certification in 1965 and has been an active CFI ever since. He always finds a way to be a teacher in virtually every job setting. Today, his primary areas of specialty are in instrument and multiengine training at the CFI and ATP levels as well as tailwheel aircraft and seaplanes. He is also a Cirrus (CSIP) certified instructor, has served as an FAA DPE since 1977, and has accumulated over 11,000 instructional hours since becoming a CFI. A FAASTeam lead representative for his local FSDO, he presents safety seminars and writes a monthly safety newsletter for over 300 subscribers. He was also responsible for presenting and advising on the eight-part CFI workshops and routinely participates in the Northeast Safety Expo. Additionally, he has earned and maintains the FAA Master-level WINGS. Starting in 1967, Hobie spent the next 33 years as a flight engineer, pilot, and simulator instructor with Trans World Airlines (TWA). Since 2005, he has been Heritage Aviation's director of safety and a Citation CE560XL check airman. He is also responsible for creating and teaching safety management systems (SMS) curricula to all employees. Married with two grown daughters, Hobie is an EAA Flight Advisor as well as a member of AOPA, SAFE, NAFI, WBA, VAA, IAC, and SPA. |

Plus Cessna Renews its Sponsorship of the SAFE Website
The Society of Aviation and Flight Educators (SAFE) recently announced the addition of Redbird Flight Simulations as a Gold-level Corporate Member. Simultaneously, Cessna has renewed its exclusive sponsorship of the SAFE website.
SAFE Executive Director Doug Stewart commented, "We have worked with both Redbird and Cessna on a number of projects over the years, and are excited that these outstanding organizations are continuing to invest in SAFE's mission." SAFE offers four levels of corporate/group membership. Using PC-Based Simulations to Complement Flight Training by Bruce Williams | |

Although PC-based flight simulations have been available for 30 years, many pilots, instructors, and flight schools don't understand how best to use these tools in real-world flight training and pilot proficiency programs. This presentation explains how PC-based simulations like X-Plane and Microsoft Flight Simulator can complement flight training and help pilots maintain proficiency. The discussion is based on the speaker's recently published book Scenario-Based Training with X-Plane and Microsoft Flight Simulator: Using PC-Based Flight Simulations Based on FAA-Industry Training Standards. As the title suggests, the talk explains and emphasizes the FITS concept and the use of scenarios.

New Book Goes Beyond Stick And Rudder Skills For Tailwheel Pilots

"Flying The Tail Wheel Airplane' A Detailed Course In Conventional Gear Flying"
Whether its the low, slow flight of a Cub or Champ, or the high-performance of a P-51, flying an airplane with conventional gear requires a different skill set. A new book "Flying the Tail Wheel Airplane", by Master CFI (and SAFE member) Jim Alsip, offers a detailed course on piloting aircraft with a conventional gear. Tail wheel airplanes present specific challenges that Alsip aims to address in this guide to better stick and rudder skills.
According to Alsip, there has been a resurgence in pilots flying tail wheel airplanes in recent years. In part that is due to the growing popularity and production of new light sport airplanes. Another factor in the popularity of tail wheel aircraft is safety and self-esteem. It is generally acknowledged that tail wheel pilots have better stick and rudder skills than pilots who have only flown tricycle gear aircraft. Better skills help tail wheel pilots fly more safely and ostensibly have more fun than their counterparts in tricycle gear airplanes.
The FAA requires that pilots must have a "tail wheel endorsement" from a certified flight instructor to fly an airplane with a tail wheel. To earn a tail wheel endorsement, a pilot must demonstrate proficiency in specific flying skills and be knowledgeable of tail wheel subjects. With this in mind, Alsip guides readers through the basics of tail wheel proficiency and aims to identify the causes of poor pilot performance. Alsip contends that the principles laid out in the book are applicable to all pilots flying all types of small airplanes and are prerequisite to learning to fly advanced maneuvers safely.
"Many pilots know what is required to perform a specific maneuver, but their low skill level is an impediment to being successful," Alsip says. "In a unique way, the book addresses those weaknesses with techniques and a practice regimen that will help any pilot become more skilled with the use of an airplane's controls."
Intended to educate and empower pilots of all backgrounds and training levels, the book offers step-by-step instructions that gradually build in complexity as the book progresses. The book also offers an abundance of photographs from the cockpit demonstrating key points and principles. The photographs emphasize stick and rudder skills from the pilot's perspective. "Emphasis on where to look, what to see and what to do about it makes this teaching style and book unique and effective," says Alsip.

2012 FAASTeam Safety Standdown to Debut during Sun-n-Funn | |
Loss of Control -- Don't be Surprised, Be Prepared!
The General Aviation Joint Steering Committee identified loss of control-inflight as the number one cause of fatal general aviation accidents over the last decade. Consequently, this year's FAASTeam Safety Standdown offers a multi-layered approach to help pilots reduce the risk of an inflight loss of control. The recently videotaped program is hosted by FAA Research Psychologist Dr. Katrina Avers and includes interviews with FAA Director of Flight Standards John Allen, accident survivor Barry Hyde, and three loss of control subject matter experts (SMEs).
The heart of the program looks at four actual scenarios from the perspectives of aircraft preflight, aeronautical decision-making, and stick and rudder skills. FAA Airworthiness expert Steve Keesey addresses aircraft preflight issues and introduces the FAA's new Advanced Preflight Program. Dr. Janeen Kochan and CFI Rich Stowell are SMEs representing the light airplane industry: Kochan, a Human Factors Research Scientist and Designated Pilot Examiner, discusses aeronautical decision-making issues; Stowell, a seven-time Master Instructor and the 2006 National Flight Instructor of the Year, talks about techniques for recovering from loss of control events. Both are members of the Society of Aviation and Flight Educators.
According to the FAASTeam's Kevin Clover, "This program is incredibly rich with practical information, and includes natural breaks where program participants can engage in discussion before moving on to the next scenario." He added, "This is the best Standdown program the FAA has produced to date."
The 2012 Safety Standdown will debut at Sun-n-Fun on March 31st followed by presentations at more than 90 locations across the country in April. Feature articles by the on-camera talent will also appear in the March/April edition of FAA Safety Briefing magazine, and additional resources will be made available on FAASafety.gov.

When Does Your Membership Expire? | |
I got a call from a SAFE member the other day who asked me that question. I started to tell him I was not at home, but I would look it up and send him an email later on. Then I thought, wait a minute, he can very easily check that for himself. I asked him, are you at your computer? He said he was. Logged into SAFE (www.safepilots.org)? Yes. I said OK, in the yellow box on the right, click on the choice Manage Your Account. In the page that comes up, scroll about halfway down. There you will find your Dues Paid Through date. That's it, that's when your current membership expires. You will need to renew your membership on or before that date. But don't worry, we'll send you a reminder in plenty of time. Just be sure to renew when you receive the renewal notice.
Our new automated membership system, adopted last September, allows SAFE members to look at their account at any time, through the Manage Your Account function, and make updates to their information as required. You can change your email address, indicate an added certificate or rating, and change your phone number or street address. After making changes be sure to click on the Update Profile button at the very bottom of the page. That will save the changes into the SAFE database.

SAFE Member Bill Castlen Contributes Runway Incursion Article to FAA Safety Briefing | |
SAFE Member Bill Castlen contributed a very good article titled "It Can Happen to Anyone - Lessons Learned from a Runway Incursion" to the FAA Safety Briefing Magazine. It appeared in the November/December 2011 issue. That article, along with several others from that issue, have now been added to the special FAA Safety Briefing library. If you think runway incursion can't happen to you, think again! Bill's article is an excellent example of how it can happen and it can serve as a very good training tool for use by instructors with their students.
The SAFE Library is an excellent source of materials for use by instructors. If you haven't been there recently, you should go see what has been contributed. The SAFE Library has three sections - Member-Contributed Material, FAA & Other Government Resources (where select articles from FAA Safety Briefing can be found), and Non-Government Resources.
There are many high quality items that can be used for training in a number of areas in the Member Contributed section. Remember - SAFE Members have contributed them for you to use, and they have passed the review of the Library Editorial Review Committee before being put into the SAFE Library. The SAFE Library also encourages members to contribute items that they have created to the library so that we can all benefit from the experience and expertise of our members!

Buddy is an airframe & powerplant technician (A&P) with inspection authorization (IA) who specializes in maintenance training and IA renewals.
