SAFE Meets with FAA, NTSB Representatives

by Doug Stewart, SAFE ChairBob Wright, Chairman of the Pilot Training Reform Symposium, and I recently travelled to Washington, DC for two days of meetings with members of the FAA and NTSB. Meeting with Mel Cintron, manager of AFS 800, and his assistant Jim Viola, we discussed a variety of ways to achieve and ensure meaningful cultural change in the world of General Aviation safety and education. Discussions with Tony Fazio, Jens Hennig, and Corey Stevens (co-chairs of the General Aviation Joint Steering Committee and Statistical Analysis Team) centered not only on their respective responses to the symposium preliminary report and the projects proposed therein, but also on ways that SAFE can assist by providing subject matter experts (SMEs) to populate working groups that are now being formed. The time spent with NTSB Board member Dr. Earl Weener (a GA pilot and instructor himself, who flies a Bonanza) was utilized looking at ways that SAFE can work with Dr. Weener to address two of the items on the NTSB's "Ten Most Wanted" list: General Aviation Safety and Pilot Professionalism. By the conclusion of these meetings it was evident that SAFE has gained significant recognition as a knowledgeable and passionate resource for improving the General Aviation accident rate. |
FAA Enacts New Certification Rule

"The FAA has enacted a pilot and flight school certification rule that permits concurrent applications for a private pilot certificate and instrument rating, and allows counting dual cross-country instructional flight time toward eligibility requirements for concurrent training. A proposal to eliminate the requirement for single-engine commercial pilot applicants to fly 10 hours in a complex aircraft and replace it with 10 hours of advanced instrument training was dropped from the final rule. The FAA said it might revisit the commercial-pilot certification issue in a future rulemaking effort. The rule was published Aug. 31 and becomes effective Oct. 31."

Deadline for 2012 GA Awards Looming
| | Submit Nominations to Local FSDOs by September 30th
The deadline for applications for the 2012 General Aviation Awards Program (GAAP) is September 30, 2011. Begun in 1963, the GA Awards program has evolved into a joint program between the aviation industry and the FAA to recognize excellence in four categories: Certificated Flight Instructor of the Year, Aviation Maintenance Technician of the Year, FAASTeam Representative of the Year, and Avionics Technician of the Year. Applicants are evaluated against at least four required metrics: professional involvement, pro bono service to the aviation community, continuing education, and the strength of three letters of recommendation. The annual awards process begins at local Flight Standards District Offices (FSDOs), where applications are collected and local FAA personnel select their FSDO winners. FSDO winners are forwarded to FAA Regional offices where FAA personnel then select their Regional winners. Regional winners are then forwarded to the GAAP committee, which passes that information on to four panels of judges (one panel for each awards category). These industry judges--themselves previous National GAAP winners--then select the year's National winners. Those wishing to nominate deserving individuals in any of the four awards categories must ensure that application packets are received by their local FSDOs no later than September 30, 2011. NPRM to Revise Parts 61.99 & 61.109

A Notice of Proposed Rulemaking (NPRM) from the FAA would revise 14 CFR Part 61.99 and 61.109 to permit dual-given hours received from an instructor with a sport pilot rating to be credited toward the instruction requirements of additional certificates and ratings.We want to know what SAFE members think:
Should training from a sport instructor count toward the private pilot certificate and other ratings?
