Larry SherwoodThe SWCC Board and Staff are busily assembling all the program elements needed to begin to accept certification applications.  SWCC will certify turbines to the AWEA Small Wind Turbine Safety and Performance Standard.  We expect that AWEA will formally adopt this standard by the end of the year.  Once the standard has been adopted, we will send an announcement to this list with information on how to obtain the standard, and post a link from the SWCC website.
 
In this e-mail, I will give you information on the Certification Policy and the Certification Process.

SWCC Certification Policy
SWCC will detail its procedures for certification in the SWCC Certification Policy.  The Policy defines the appropriate rules and procedures for the voluntary certification of eligible small wind turbines.  We expect the SWCC Board to adopt this policy in early January. After the policy is adopted, SWCC will host a Webinar for manufacturers to answer questions relating to the certification process.

SWCC Certification Process
The SWCC Certification process will include several steps.  The first step is that the manufacturer files a Notice of Intent to Submit an Application, together with an initial application fee.  This Notice will include the basic information about the turbine to be certified and the test plan.  Based on this information SWCC will prepare an agreement on how the remainder of the certification process will proceed. This initial notice and agreement will help all parties agree on the plan before testing begins.
 
If the turbine is to be tested a non-accredited test site, then SWCC will perform an on-site audit of the test facility to determine suitability and compliance with ISO/IEC 17025 and the AWEA Standard.
 
Once the testing is complete, the manufacturer will file the Certification Application with the test report.  SWCC will analyze that information and the SWCC Certification Commission, composed of three individuals, will vote on the final certification.  Once the turbine is certified, SWCC will publish performance information on the SWCC website.
