Larry SherwoodEvery day I hear from some of you wondering when certification of small wind turbines will begin.  Consumer demand for small wind turbines has never been greater and reputable manufacturers are looking for a third-party label showing their turbines have been tested and giving information for consumers to compare their turbines with others in the marketplace. 
 
I am pleased to report that the Small Wind Certification Council (SWCC) is moving forward with the launch of our certification program.  We have hired staff and are developing the policies and procedures necessary to certify small wind turbines.  In this e-mail, I will give you information on the certification launch schedule, announce a meeting where you can give input on the Certification Policy, and update you on the status of the AWEA turbine standard.

SWCC Plans January Launch
In January 2010, SWCC plans to begin accepting applications for certification of small wind turbines to the AWEA 9.1-2009 Small Wind Turbine Performance and Safety Standard. (This start date is dependent upon the timely adoption of the AWEA Standard). 
 
Applying for certification begins with a submission of a Letter of Intent to Submit an Application where the details of the wind turbine and proposed test plans are discussed. Applicants may apply for SWCC certification after the turbine has been tested and evaluated per the AWEA standard and reporting is complete.  We will soon provide an application packet that will include a form for the Letter of Intent to Submit an Application.

Meeting on SWCC Certification Policy
SWCC will host a Stakeholder Meeting on Tuesday, November 3 from 1pm - 3pm at the Cobo Center in Detroit.  At this meeting, you can review the draft Certification Policy, which will govern how manufacturers can participate in the certification program.  There is no charge to attend, but we request you register (click here). 
 
The Stakeholder Meeting is planned immediately before the start of the AWEA Small and Community Wind Conference and Exhibition on November 3-5 in Detroit.

AWEA Standard Nearing Adoption
The AWEA Small Wind Turbine Performance and Safety Standard is proceeding toward final adoption.  The AWEA Committee prepared a revised draft standard in response to the affected party review comments received earlier this year.  That new draft is now undergoing the final approval process.  The standard must be approved before SWCC will accept applications to certify turbines.

Introducing Our Technical Director
Brent Summerville Brent Summerville is the Technical Director of SWCC and will manage the development and implementation of the SWCC Certification Programs.  Previously, Brent served as the Small Wind Research and Demonstration Facility Coordinator and then the Renewable Energy Project Manager at Appalachian State University (ASU). His work there included management of the ASU Small Wind Test Site.  You can reach Brent at brent@smallwindcertification.org.
