Grant Support

Implementation of the CCPS in LA county was funded in part by a grant (#06-0117-04) from the Chancellor's Office, California Community Colleges for $95,000. This grant covers the 2008 & 2009 FCCC annual licensing fees for all RN schools in LA County who use CCPS. With the completion of the grant this year, RN Schools will begin to pay the annual licensing fees starting in 2110. 
 
Matching resources have been provided by CINHC and College of the Canyons for local project management support and coordination.
 
A grant from the UniHealth Foundation  supported the annual licensing fees for hospitals in 2008. 
 
Hospitals and LVN Schools will begin to pay annual site fees this year.

CCPS:  2008 Results & 2009 Goals
 
As we begin a new year, it seems appropriate to reflect on accomplishments from 2008, and to set a course for 2009. A special thank you to the LANRC Advisory Board members whose commitment to nursing and partnership in addressing shared challenges helped guide our first year of program development.
 
Accomplishments & Results:
  • Adopted the LANRC suite of services
  • Implemented the CCPS to support Nursing Schools and Clinical Facilities in LA County to streamline the clinical placement process and support a plan for sustainable growth in nursing
  • Achieved 85% RN School participation within the first year, and 40% participation of Acute Care Hospitals (on track to meet 2 year goal of 75% participation)
  • Provided CCPS training to 106 nursing education leaders and coordinators
  • Processed 133 Clinical courses in the most recent placement cycle with 1,052 Cohort groups and 3,861 RN students placed across all courses for the Spring/Summer 2009 period
  • Implemented the new Preceptor Placement process as part of the CCPS tool

Capacity for nursing growth:

  • Clinical capacity for nursing education (defined by each clinical facility) is now posted by participating facilities on CCPS  
  • Schools are able to view unused and available clinical placement options to facilitate placement requests with their affiliated hospitals
  • Clinical facilities can review and manage placement requests from their school affiliates on a single calendar to support placement decisions
  • Review of hospital defined availability with existing clinical placements indicates where unused and available space remains for growth

Moving Forward: Focus for 2009 

  • Expand CCPS to include LVN Schools supporting placement coordination for all nursing programs 
  • Assist Schools to utilize CCPS options for additional cohorts and provide information on available scheduling options
  • Increase the number of clinical facilities who utilize CCPS (35% growth target this year)
CCPS Coordinators Forum
 
The Los Angeles Nursing Resource Center hosted the second CCPS Clinical Placement Coordinators Forum on December 12th at Methodist Hospital.  Kathy DeGuerre, Technical Manager for the CCPS, was able to join us once again from FCCC in Sacramento. The purpose of the meeting was to:
  • evaluate the clinical placement process recently completed
  • review results from the Coordinators Survey conducted in November 
  • debrief the new Preceptor Placement process and network ideas to improve further adoption
  • discuss challenges and identify strategies for improvement in the CCPS tool and collaboration in the placement process                                             
A satisfaction survey was sent out via email to all CCPS school and hospital coordinators in mid November following completion of the last clinical placement cycle. Responses to questions relating to the effectiveness of using the CCPS tool, ability to identify available clinical space, results of saving time, and access to the support needed were analyzed. Survey results were distributed at the meeting and sent to coordinators not in attendance. We were pleased to see that all questions showed improved satisfaction from the first cycle (between 4%-19% improvement) indicating that schools and clinical facilities are using CCPS more effectively with increased experience. Key survey findings: 
  • Respondents agreed that CCPS is an effective planning and scheduling tool (71%).
  • Nursing schools reported an increase in their ability to request new units or shifts (34%) and hospitals reported CCPS facilitated their hospital to open more units or shifts (33%).
  • Placement Coordinators reported that the LA Nursing Resource Team valued their feedback (85%), and they have easy access to the ongoing support and information needed (88%).
  • Coordinators responded that they felt comfortable using CCPS (71%) and found that it reduces the time needed to schedule placements (54%).
  • With most hospitals and schools participating, coordinators indicated that CCPS will be their primary clinical placement, scheduling, and communication tool (76%).

System issues discussed included the need for hospitals to have an easier screen view of specific hours students are scheduled, and future programming options such as a 365 day calendar view.  Schools suggested further simplification in requesting schedules which bridge typical 8 hour or 12 hour shifts defined by hospitals.  Coordinators using CCPS for the second time acknowledged it became easier to use and appreciated the time saved using "historical schedules" features.  

Process issues and strategies for improvement were discussed and  included a reminder to schools to use the exact start/end dates that cohort groups would be on the clinical units (rather than the course dates).  The importance of both schools and hospitals including clear notes to each other to highlight unusual needs is helpful and always appreciated. The role of School coordinators has evolved using CCPS regarding the need to work closely with clinical faculty to identify and plan placements.   

Learning needs were identified and Coordinator Update Sessions will once again be scheduled as a refresher option just prior to the next placement cycle.

The Preceptor Placement Process was a new feature in CCPS this time and utilized by about 30% of the schools and hospitals. Ideas were shared on how the tool can be used flexibly to meet the unique needs and practices related to scheduling these experiences.  Sites with preceptor programs are encouraged to use CCPS going forward.

Welcome to New Schools and Clinical Facilities!
 
We know the benefits of CCPS to support nursing growth and the value of identifying available capacity as a region will be facilitated as more hospitals and schools utilize this approach. With the addition of more hospitals and RN schools last fall,  85% of RN schools and 40% of hospitals in the LA area now use CCPS as their clinical placement process.  We are looking forward to increasing participation with the addition of LVN schools this year and anticipate the benefits and results that are possible with a coordinated regional placement plan supporting sustainable growth in nursing. Registration for new sites is underway at this time.

Classes for new sites & new CCPS users are offered in February and August. (prior to each clinical placement cycle)
 
Classes are 3 hours long and conducted in a computer lab setting at Huntington Memorial Hospital in Pasadena. Morning (9 AM -12 Noon) and afternoon (1-4 PM) sessions are available.

Standardization of Student Requirements: Streamlining Documentation Prior to Clinical Placement

During the course of implementing CCPS, area schools and hospitals asked for assistance in streamlining the documentation process for student pre clinical requirements.  A subcommittee of the Los Angeles Nursing Resource Center Advisory Board met to tackle this issue with a goal to have a process and tools available early in 2009.
 
Nursing programs are directed to document completion of required elements for all students prior to each clinical rotation by the clinical facilities in compliance with regulatory standards, and submit evidence of completion to each clinical facility. The historical approach was a time consuming, repetitive process which created hours of work for schools and prompted clinical facilities to review multiple documents.
 
In an effort to streamline, the committee determined the required elements and the definition of those elements and developed a standardized process and single COURSE PROFILE FORM to document compliance for each student cohort group.  This was done through review of existing documents and requirements from clinical facilities across LA County.  The Committee then determined what was "required for all" and what was "facility specific". Example:  TB testing is required for all and allows the schools to use a standardized protocol and documents following a set definition; whereas HIPAA is facility specific as each facility has their own version of this requirement to be met.
 
It is the responsibility of the schools to verify that each student in the clinical course has supporting documentation on file in accordance with each Clinical Affiliation Agreement for access by the clinical facility if requested.  With this new process, the school will complete and submit a one page COURSE PROFILE for each cohort group as evidence of requirements met prior to the start of each clinical rotation.
 
The Hospital Association of Southern California, Nursing Leadership Council approved this process and all supporting documents in the fall of 2008.  The documents are posted on the LANRC.org website (under the Resources Tab) for nursing schools and clinical facilities to use.
