Upcoming Webinar Highlights e-Steward and R2 Standards Certifications required by E-Scrap Recyclers in PA
Pennsylvania's new law called the Covered Device Recycling Act (CDRA) or Act 108 of 2010 requires that manufacturers of computers, monitors and TV sets sold to consumers and small home based businesses must register the models of covered devices and pay a $5000 annual fee to the Department of Environmental Protection (DEP). The manufacturers must also submit a plan to DEP for approval that outlines how the manufacturer will provide a take back/recycling program at no cost to consumers for their share of covered devices sold in PA. Manufacturers must have registered their covered devices with DEP, fees paid and take back/recycling plan approved by January 1, 2012. Retailers may not sell unregistered models of covered devices to consumers in PA after January 1, 2012. The manufacturer's plan for recycling covered devices must show that the covered devices are recycled by E-Scrap Recyclers that are certified by independent third party Certification Bodies to either the e-Stewards or the R2 Standards for E-Scrap recycling. If the E-Scrap recycler is located in PA they must also have the WMGR081 Permit from DEP. Recyclers located in other states must meet all local, state and federal requirements in addition to being certified to either e-Stewards or R2 Standards. Retailers, waste haulers, disposal facilities, DEP and consumers also have specific responsibilities as outlined in the CDRA.
