For the second year in a row the Campion Foundation is supporting our general operations and advocacy work with a $10,000 grant. The Simmons Foundation is investing in Funders Together for the first time with a $15,000 grant. This grant will support our general operations, as well as our work with Funders Together Houston, our regional funders network.

Funders Together Goes to Washington
Funders Together Executive Director Anne Miskey blogs about philanthropy's responsibility to "call on government--both elected officials and non-elected staff on both sides of the political aisle--to work in ways that are just, effective, and efficient." In July, representatives from Funders Together and our partners from the National Alliance to End Homelessness met with senior staff from various federal agencies to discuss homelessness in America.
Homeless Youth to Be Included in 2012 Point In Time Count
Department of Housing and Urban Development (HUD) Secretary Sean Donovan recently announced that HUD Continiuums of Care will be required to count homeless youth as part of the 2013 Point-in-Time (PIT) Count. HUD will release guidance for the 2013 PIT Count soon.
We know that data is essential to creating solutions that work, and this is a vital step in focusing on our youth who experience homelessness.

Funders Together to Sponsor Connecticut Funders Forum
This October, Funders Together is partnering with the Connecticut Council for Philanthropy and Funders Together board member, the Melville Charitable Trust, to host How Catalytic Philanthropy is Aligning Resources to End Homelessness. The event will seek to answer the question: How can your grant dollars leverage the greatest benefits for Connecticut's most vulnerable citizens?
Funders Together board chair David Wertheimer of the Bill & Melinda Gates Foundation will provide the keynote on the catalytic role of philanthropy in aligning public and private resources to improve outcomes for vulnerable children, families, and individuals, with a focus on housing stability. Participants will hear from a panel of public and private funders, including Funders Together Executive Director, Anne Miskey, and Funders Together member, Janice Elliott of the Melville Charitable Trust, who have made a commitment to systems change that can end, rather than manage, homelessness in Connecticut. Participants will also learn more about Funders Together's commitment to best practices in ending homelessness in communities across the United States.

Funders Together Houston Participates in Charrette Week
The U.S. Interagency Council on Homelessness reported in their recent newsletter that Houston and Harris County are on the path to revitalizing their community plan to end homelessness. The Corporation for Supportive Housing (CSH) sponsored a charrette week for the Coalition for the Homeless in Houston/Harris County, which consisted of an intensive planning process intended to jumpstart and streamline how the community updates their plan to end homelessness. Funders Together Houston participated in this charrette. Stay tuned for details on the plan and Funders Together Houston's take on the event in our October bulletin.

Ending Family Homelessness Requires Change in the Ways We Do Business
Funders Together board chair David Wertheimer of the Bill & Melinda Gates Foundation blogs about his experience participating in a research symposium that convened experts to discuss ending homelessness for families who are involved in the child welfare system. He explains that one of the greatest challenges for these families may be the inadequate supply of affordable housing.

Hilton Foundation Awards Grant to Home for Good
Yesterday the Conrad N. Hilton Foundation announced a $7.8 million grant to the "Home for Good" action plan, a partnership between the public, private, and philanthropic sectors to end chronic and veterans homelessness in Los Angeles County by 2016. The Hilton Foundation's 2011 challenge grant was the integral to the bringing public and private funders to the Home for Good Funders Collaborative, an initiative of Funders Together member, the United Way of Greater Los Angeles, and the L.A. Area Chamber of Commerce, which now claims $105 million in resources.
"We know permanent supportive housing works," said Steven M. Hilton, chairman, president, and CEO of the Conrad N. Hilton Foundation. "Philanthropy can play a key role in bringing together very different players to address a complex issue such as ending homelessness. Home for Good demonstrates that funding partnerships can leverage and align funding, and increase coordination between public and private sectors."
Champions of Change Award Goes to Tricia Raikes
This July, Tricia Raikes of the Raikes Foundation, a Funders Together member, was honored by the White House and U.S. Interagency Council on Homelessness for making a significant difference in the way her community addresses homelessness among children and youth. She was one of 13 leaders recognized at the Champions of Change in the Fight Against Youth Homelessness event. Tricia Raikes is co-president of the Raikes Foundation where she oversees the foundation's grantmaking to address homelessness.

National Alliance to End Homelessness Offers Performance Improvement Clinics
This September, Massachusetts will partake in a National Alliance to End Homelessness Performance Improvement Clinic to help the community prepare for upcoming changes in shelter, prevention and re-housing programs resulting from the FY 13 state budget process as well as from the implementation of the HEARTH Act. Service providers, advocates, members of the public sector and private funders will participate. Scroll down to our Save the Date section for more information on the MA clinic.
The Alliance's Center for Capacity Building offers these 1.5 day clinics to help communities reduce homelessness and perform better on outcomes included in the HEARTH Act. Clinics include group discussions, system design and modification planning sessions, and presentations on best practices.
Medicaid Funding Proposal in NY Would Invest $750 million Toward Expanding Supportive Housing Over Five Years
In August, NY state submitted an application for a Medicaid waiver from the federal government that would allow the State to reinvest up to $10 billion in federal savings generated by the Medicaid Redesign Team. As part of the application, the State includes a $750 million investment in supportive housing, which would provide housing and centrally located health services to the most vulnerable people and as a result save money by preventing and shortening hospitalizations.

Toolkit for Counting Homeless Youth
The Los Angeles Homeless Services Authority and the California Homeless Youth Project recently released A Toolkit for Counting Homeless Youth, a resource meant to bolster the efforts of Continuums of Care to better count and survey homeless youth. The toolkit includes principles and best practices for finding and counting homeless youth, explains how to plan a youth count and how to mobilize support.

National Alliance to End Homelessness Provides Summary and Analysis of Interim Continuum of Care Regulations from the Department of Housing and Urban Development
The U.S. Department of Housing and Urban Development (HUD) released interim regulations for the new Continuum of Care (CoC) program under the HEARTH Act and a summary of these regulations. The Alliance issued a summary and analysis of the interim CoC rule, which explains in part that the regulations note that the purpose of the CoC is to:
- Promote community-wide goals to end homelessness;
- Provide funding to quickly re-house homeless people while minimizing trauma and dislocation; Promote access to and effective utilization of mainstream programs; and
- Optimize self-sufficiency among people experiencing homelessness.

Coordinated Assessment Webinar

The Alliance will host a webinar on implementing coordinated assessment under the new interim Continuum of Care (CoC) rule. The webinar will define coordinated assessment and discuss key aspects for communities to consider as they move toward implementation, including tips on remaining compliant with the regulation and general best practices. The Alliance will also highlight resources available to communities as they embark on the implementation process. The webinar will be recorded and made available through their website at a later date.

Massachusetts Performance Improvement Clinic
