CLEAN AS YOU GO:

As North American oil and gas basins mature there are more wells, pipelines and other energy assets that are coming to the end of their productive lives. The time is now for industry, governments, regulators and communities to adopt a 'clean-as-you-go' approach where energy infrastructure is retired responsibly and the land remediated for future public use.
According to Alberta Environment, there are now more than 150,000 abandoned oil and gas wells in the province. In Alberta there are a further 67,000 wells that are inactive but not yet abandoned. These are wells which have either exhausted their productive life and are no longer economically viable, have never produced oil or gas, or have been shut-in within the past 12 months. Each year, the number of inactive wells grows by about 3,000 - a sign of growing challenge and opportunity in the decade ahead.
But the retirement of oil and gas assets such as wells and pipelines is not just a challenge in Alberta - it is an issue across Western Canada and anywhere oil and gas activity occurs. Today, many provinces and states lack regulatory directives that limit the time a well can remain inactive. This allows society to postpone indefinitely the official retirement and thus reclamation of energy production sites.
However, there are solutions today to make asset retirement an essential part of the entire lifecycle management process for energy development. But it will take the collaboration of industry, government, regulators and communities to work.
Energy asset retirement is not just an environmental imperative, but is also an economic one. These non-productive assets continue to shrink in value, but their costs as environmental liabilities grow. These liabilities can become heavy on the balance sheet of a producer. If these assets are ultimately abandoned or orphaned, then that liability transfers to government - and the costs transfer to taxpayers.
So it is in the best interest of industry and governments to retire these assets in a steady and responsible manner on an ongoing basis. This avoids transferring today's financial and environmental liabilities to future generations.
Government, regulators and progressive industry producers have the opportunity to address issues that are not only important to today's development, but tomorrow's sustainability as well. A 'clean-as-you-go' approach makes sense - for governments, for industry, and for the environment.

Keynote speakers
The Summit is a platform to tackle a variety of policy issues, from transportation challenges and cross-border livestock health, to energy sustainability. Summit keynote speakers will bring new thought, fresh dialog, and in-depth expertise to the issues facing the region. They include:
Donald Atchison, Mayor of the City of Saskatoon (Opening Reception), was elected on Oct, 22, 2003. Prior to his post, Atchison was first elected to Saskatoon's city council as a councilor for Ward 10 in 1994, and then re-elected in 1997 and 2000.
Hon. Vic Toews, Minister of Public Safety (Monday breakfast) was first elected to the House of Commons in 2000 and re-elected in 2004, 2006, 2008 and 2011. In February 2006, Mr. Toews was appointed Minister of Justice and Attorney General of Canada and in January 2007, was named President of the Treasury Board. Mr. Toews practiced law with the Manitoba provincial Department of Justice from 1976 to 1991. In 1987, Mr. Toews was appointed Director of Constitutional Law for the Province of Manitoba. He acted as legal counsel to the Premier of Manitoba at the Meech Lake Accord discussions in 1990. He was appointed Queen's Counsel in 1991. Mr. Toews graduated from the University of Winnipeg and received his law degree from the University of Manitoba. In 2010 he was awarded an Honorary Doctor of Laws by the University of Winnipeg.
Hon. Brad Wall, Premier of Saskatchewan (Monday Lunch) was first elected Premier of Saskatchewan in the November 2007 provincial election. His government was re-elected in the 2011 provincial election with 64 per cent of the popular vote, the highest percentage of any political party in Saskatchewan history. Wall was first elected to the Legislative Assembly of Saskatchewan as the Member of the Legislative Assembly for Swift Current in 1999, and re-elected in 2003. He became leader of the Official Opposition Saskatchewan Party on March 15, 2004.
Ezra Levant, (Tuesday breakfast) is a TV anchor, newspaper columnist, author, and host of the new Sun TV daily talk show, The Source. After graduating from law school, he went to join the editorial board of The National Post newspaper where he covered the Supreme Court and the Middle East. In 2004, Levant became the founding publisher of the Western Standard magazine, the only Canadian media outlet to publish the Danish cartoons of Mohammed. That led to two charges of "hate speech" before the Alberta government's human rights commission. Levant wrote a book about the experience, called Shakedown, which exposed the illiberal nature of Canadian human rights commissions. His new book called, Ethical Oil: The Case for Canada's Oilsands, was published in September 2010 and won the National Business Book Award in Spring 2011.
Hon. Pamela Wallin, Order of Canadian Senate (Tuesday Lunch), is a former television journalist and diplomat. On Jan. 2, 2009, she was appointed to the Canadian Senate, where she sits as a Conservative. She is also Chair of the Senate's National Security & Defense Committee, serves on both the Veterans Affairs subcommittee and the Foreign Affairs and International Trade Committee.
Brenda Kenny, President & CEO of the Canadian Energy Pipeline Association (Tuesday Lunch), is President and CEO of the Canadian Energy Pipeline Association (CEPA) where she works with industry partners to develop industry positions and advocacy related to a wide range of issues including safety, climate change, regulatory efficiency and financial competitiveness. Dr. Kenny has extensive experience in energy regulation, sustainable development and strategy. Prior to joining CEPA, she spent a number of years with the National Energy Board where she provided executive leadership in policy, regulatory reviews and finance.
John Hofmeiser, Founder and Chief Executive for Citizens for Affordable Energy (Tuesday Lunch), created and directs the nonprofit, nation-wide membership association, Citizens for Affordable Energy. This Washington, D.C.-registered, public policy education firm promotes sound U.S. energy security solutions for the nation, including a range of affordable energy supplies, efficiency improvements, essential infrastructure, sustainable environmental policies and public education on energy issues. The former president of Shell Oil Company and veteran of multiple industries for over 35 years, Mr. Hofmeister has held key leadership positions at General Electric, Nortel and AlliedSignal (now Honeywell International).
Hon. Gerry Ritz, Agriculture Minister, (Wednesday Breakfast) was born on a farm near Rosetown, Saskatchewan, and is driven by a lifelong passion for agriculture. Ritz has worked to ensure a profitable farm gate by improving market access around the world and investing in research and development at home. He has led over 30 trade missions around the world in an effort to open, reopen and expand market access by promoting a rules and science-based approach to trade. At home, Minister Ritz works with industry, academia and other levels of government to strategically invest in science and innovation that will create new market opportunities for Canada's hardworking producers and processors.
Gary Doer, Canadian Ambassador to the U.S. (Wednesday Lunch),is a Canadian diplomat and politician from Manitoba, Canada. Since Oct. 19, 2009, he has served as Canada's Ambassador to the United States. Doer previously served as the 20th Premier of Manitoba from 1999 to 2009, leading a New Democratic Party government.
