The 2012 Summit: Engaging with the Beyond the Border Action Plan
The PNWER Summit offers a unique opportunity to engage with a variety of issues critical to refining and strengthening cooperation across the border. Last year's Beyond the Border and Regulatory Cooperation Council Action Plans will continue to impact many industries and border activities. Participants in the Border Issue Session, July 16th, will be able provide feedback on the plans' progress. The Disaster Resilience Session, July 17th, will explore strategies for improving regional cross border supply chain resilience and will discuss the steps needed to develop a bi-national commerce resumption strategy.
These sessions will provide in-depth expertise, the sharing of best practices, and networking opportunities. Session co-chairs and presenters will share their valuable perspectives on pertinent border issues facing the Pacific Northwest. Additionally, PNWER is excited to welcome the Honourable Vic Toews, Minister of Public Safety, as a keynote speaker.
Border Issues, Monday July 16th:
| The status and achievements of the Beyond the Border and Regulatory Cooperation Council Action Plans will be discussed by senior American and Canadian government officials. Co-chair Dr. Alper will lead a conversation on how to measure the success of the plans. This is a unique opportunity for participants to provide suggestions on the future of the initiatives.

Disaster Resilience, Tuesday July 17th
Our regional economy is highly interdependent and rests on the assurance of our ports, multi-modal transportation and critical service providers. This session will explore strategies for improving regional supply chain resilience in the context of the Beyond the Border Action Plan and will explore what needs to be done to develop bi-national information sharing protocols to help speed commerce resumption in the event of a disaster. Government and private industry leaders will discuss current models for regional disaster resilience cooperation. Maritime, transportation, and public sector representatives are especially welcomed to this session.

Keynote speakers
Summit keynote speakers will bring new thought, fresh dialog, and in-depth expertise to the issues facing the region. Speakers providing insightful comments on border issues include:
The Honourable Vic Toews, Minister of Public Safety, Representative of Provencher, Manitoba
was first elected to the House of Commons in 2000 and re-elected in 2004, 2006, 2008 and 2011. In February 2006, Mr. Toews was appointed Minister of Justice and Attorney General of Canada and in January 2007, was named President of the Treasury Board.
Prior to his election to the House of Commons, Mr. Toews was active in Manitoba provincial politics.
Gary Doer, Canadian Ambassador to the U.S., assumed his responsibilities in October 2009.
Prior to taking up his current position in Washington, Ambassador Doer served as Premier of Manitoba for ten years. During that time, he worked extensively with U.S. Governors to enhance Canada-U.S. cooperation on trade, agriculture, water protection, climate change and renewable energy.
bassador Doer won three consecutive elections as Premier of Manitoba with successive increased majorities. In 2005, he was named by Business Week magazine as one of the top 20 international leaders on climate change.
Pamela Wallin,Canadian Senate (Tuesday Lunch), is a former television journalist and diplomat. On Jan. 2, 2009, she was appointed to the Canadian Senate, where she sits as a Conservative. She is also Chair of the Senate's National Security & Defense Committee, serves on both the Veterans Affairs subcommittee and the Foreign Affairs and International Trade Committee.
Brenda Kenny, President & CEO of the Canadian Energy Pipeli ne Association (Tuesday Lunch), is President and CEO of the Canadian Energy Pipeline Association (CEPA) where she works with industry partners to develop industry positions and advocacy related to a wide range of issues including safety, climate change, regulatory efficiency and financial competitiveness. Dr. Kenny has extensive experience in energy regulation, sustainable development and strategy. Prior to joining CEPA, she spent a number of years with the National Energy Board where she provided executive leadership in policy, regulatory reviews and finance.
