OCTOBER CONFERENCE BUSINESS MEETING
The October Conference Business Meeting will feature DuPage County Board Chairman Dan Cronin, who will share highlights from his budget proposal for the upcoming fiscal year, details of the DuPage ACT (Accountability, Consolidation and Transparency) Initiative, and also will touch on regional transportation issues. DMMC MEMBERS ENJOY COFFEE BREAK WITH DUPAGE LEGISLATORS
The Conference held its second Coffee Break event on September 27, 2012 at the Naperville Municipal Center. Several area legislators attended the event including Representatives Bellock, Connelly, Fortner, McAsey, and Senger, and Senators Holmes, T. Johnson, Kotowski, and Sandack. During the informal open house, members spoke with the legislators about the upcoming veto session and other regional issues of importance. SAVE THE DATE FOR 2013 SPRINGFIELD DRIVE DOWN
The Conference has begun preparations for a large group Springfield Drive Down on May 14-15 with bus transportation available to bring members to and from Springfield. Plans include an evening reception on May 14, an overnight stay at the Abraham Lincoln Hotel, a breakfast briefing, a morning of lobbying and meetings with state officials, and a closing lunch with a featured speaker. Members, municipal staff, and other elected officials are encouraged to attend. Further details will be provided at a later date. |
DMMC PLANTS TREE IN MEMORY OF LOMBARD PRESIDENT WILLIAM "BILL" MUELLER
During the October Board of Directors meeting, members took a moment to remember longtime Conference member and former Lombard Village President William "Bill" Mueller. DMMC planted a tree on the southeast corner of the property, visible from both 31st Street and Jorie Boulevard.

EI2 RESOURCE FOR YOUR RESIDENTS
Municipalities have a new resource for citizens seeking to create more energy efficient homes and businesses. Homeowners are eligible for a program that helps pay for upgrades to cut heating and cooling costs by improving energy efficiency. Property owners pay $99 for an energy assessment to identify energy saving upgrades and then Energy Impact Illinois (EI2) will pay a portion of the cost for the upgrades - as much as $1,750. Officials say homeowners can save an average of $500 per year on their energy bills after upgrading through the program. For outreach assistance, contact Emily Plagman. SPC DEALS FOR DMMC
The SPC Governing Board has awarded a one-year contract extension to Landmark Ford, Springfield, IL, on the 2013 Ford Expedition XL 4x4 Special Services Vehicle Contract #117A through October 4, 2013. This is the first of three possible contract extensions and the SPC reserves the right to extend this contract for up to two additional one-year terms upon mutual agreement of both the vendor and the SPC on a negotiated basis. The SPC Governing Board has added a new program and selected a vendor to provide air filters and belts for heating, ventilation and air conditioning (HVAC). The one year contract was awarded to Tri-Dim Filter Corporation, Elgin, IL from September 19, 2012 through September 18, 2013. IMET UPDATE
The IMET Convenience Fund (CVF) continues to outperform other short-term Local Government Investment Pool (LGIP) returns. The average daily yield for August 2012 was .31 percent, outperforming other pools in Illinois by 22-30 bps. The CVF posted a one-year yield of .28 percent. The enhanced rate may change on a daily basis and is posted on IMET's website each day. The CVF has a minimum rate guarantee of the Federal Funds Target Rate through 12/31/12. The IMET CVF current rate is a blended rate consisting of the Federal Funds Target Rate and a fixed income rate. The IMET Convenience Fund protfolio is comprised of FDIC insured CDs and collateralized CDs and liquid deposits collateralized at 110% and is managed so as to maintain a stable $1.00 share price. It offers daily liquidity and remains a very good investment option for a diverse investment portfolio providing members with safety, liquidity and yield.
The IMET 1-3 Year Fund produced a positive net one-month return of .02 percent. However, the 1-3 Year Fund dipped to -.20% net of fees for the 12 month period as of August 31, 2012. Gross of fees, IMET's return was .04 percent for the month and .08 percent for the one-year return for the period ended August 31, 2012.
IMET was developed in 1996 as a cooperative endeavor to assist Illinois municipalities and public entities with the investment of their intermediate-term dollars. IMET was established as a not-for-profit investment fund under the Intergovernmental Cooperation Act of the Illinois Municipal Code and is sponsored by the DuPage Mayors and Managers Conference.
