Burke Engineering, Comcast, Ice Miller, Illinois American Water, IMET, Robinson Engineering, and Speer Financial. One highlight of the evening was the "passing of the gavel" from outgoing President, Mayor Gary Grasso (Burr Ridge), to incoming President, President Rodney Craig (Hanover Park). Other notable moments from the evening were the presentation of flags by the Hanover Park Honor Guard and the speeches given by former manager Greg Bielawski, Mayor David Brummel, Mayor Gayle Smolinski and Executive Director Mark Baloga. The master of ceremonies for the event was former city manager Peter Burchard.

During the induction ceremony, outgoing President Gary Grasso thanked the 2011-2012 Board of Directors for their hard work during the year and President Rodney Craig enthusiastically welcomed the incoming Board. A complete roster of the 2012-2013 Board of Directors can be found on the Conference website.

MAY SPRINGFIELD DRIVE DOWN

The Conference held its final Springfield Drive Down for the 2012 spring session on May 15-16. Participants were Presidents Craig and Pruyn, Mayors Hartwig, Saverino, and Smolinski, Administrator Teich, Councilman Scalzo, and Commissioner Durkin. During the two day Drive Down, members met with many legislators to advocate for issues of importance to DuPage municipalities and local governments. Thank you to those who participated in the spring session Drive Downs!

STP WORKSHOP

For all communities who will be submitting an application for STP funding for FY 13-18, the STP Workshop is mandatory. This year's workshop will be held June 20 at 8:30 a.m. at the Naperville Municipal Center. It will provide project sponsors with application forms and information on using DuPage Council STP funds. The cost for members or their representatives is $10. The cost for non-members is $20. Registration must be completed by Wednesday, June 13. Cancellations after June 13 will be billed in full. For more information, contact Mike Albin, Transportation Project Manager.

FIRE SERVICE STAKEHOLDERS REPORT

DMMC's Fire Service Stakeholders met on June 4, as the group continues to highlight successful models of collaboration. The meeting featured a presentation by Clarendon Hills Village Manager Randy Recklaus and Fire Chief Brian Leahy on a shared services agreement with the Village of Hinsdale. This unique agreement allows Hinsdale (which has a full-time department) to share fire services with Clarendon Hills (which has primarily a Paid On Call/Part-Time department). Since the execution of this agreement in 2010, average response times have fallen from 8 minutes and 50 seconds to 6 minutes and 18 seconds in Clarendon Hills. The Stakeholders also heard an update from the West Suburban Fire and Rescue Alliance, which launched a dispatch system in March 2012 that better coordinates emergency services and enhances the department's ability to share resources.

DMMC FEATURES IDOT NEW POLICIES FOR PAVEMENT PRESERVATION PROJECTS

At the May 25 meeting of the Transportation Technical Committee, DMMC featured a presentation by Kevin Burke, IDOT's Local Policy and Technology Engineer. Burke reviewed the agency's new pavement preservation policies, which changed following adoption of a new approach toward what constitutes "preservation" of pavement.  Former Local Agency Pavement Preservation (LAPP) projects are now classified as Local Agency Functional Overlay (LAFO) projects, with requirements for the type and thickness of overlay materials.  For roads considered for pavement preservation, municipalities will need a pavement management system, condition rating, and 10-year pavement preservation program. Mr. Burke's presentation can be found on the DMMC website. Click here for more information from the BLRS Manual Section 46-3.

COMMUNITIES FLIP FOR "FLIP"
Mayors and managers still have a chance to tell local high school student about CMAP's Future Leaders in Planning (FLIP) Program.  FLIP is a leadership development opportunity offered free of charge to high school students who can contribute ideas to help create a better future for the region. To meet the final deadline, applications must be postmarked or emailed by Monday, September 24, 2012. Click here for more information and the application for the program.
IMET UPDATE
IMET's 1-3 Year Fund produced a net one-month return of .13 percent as of April 30, 2012 (1.56 percent annualized), and a net one-year return of .27 percent as of April 30. Gross of fees, IMET's return since inception is performing on par to its benchmark, the Barclay's 1-3 Year Government Bond Index, with a gross since inception return of 4.47 percent compared to 4.47 percent for the benchmark. IMET's gross of fees one-year return was .56 percent as of April 30, 2012. IMET's 1-3 Year Fund invests exclusively in U.S. government-backed securities including Treasuries, Agencies, and Agency mortgage backed securities, only the safest investments permissible under the Illinois Public Funds Investment Act.

IMET's Convenience Fund continued to provide a strong and highly competitive rate to IMET members as the Convenience Fund posted an average daily yield for the month of .27 percent, and a one-year return of .29 percent as of April 30, 2012. IMET's Convenience Fund (CVF) is a fully collateralized (110%) or FDIC Insured, short-term money market instrument, which provides liquidity, yield, safety and diversification. IMET's CVF current rate is a blended rate consisting of the fed funds rate and a fixed income rate. The blended daily CVF rate is posted on IMET's website and is updated daily.

IMET members have access to investment in both the 1-3 Year Fund and the Convenience Fund, and a simple call to the IMET Operations Desk at (888) 288-IMET is all that's needed in order to transfer funds between investment options.
