SEPTEMBER CONFERENCE BUSINESS MEETING 
Join us in September as the editor of the Daily Herald will be presenting our topic for the month: How to Effectively Communicate with Editorial Boards. The meeting will be held at the Embassy Suites Hotel, Lombard on Wednesday, September 21 at 6:00 p.m. Registration will open the first week os September and reservations are required. For more information, contact Kim Sumner, Member Services and Communications Manager.

DMMC WELCOMES NEWEST STAFF MEMBER
The Conference welcomes Mike Albin, Transportation Project Manager. Mike previously worked for the Southwest Iowa Planning Council and joined the Conference staff in July. Mike will be staffing the Transportation Technical Committee, administering DMMC's Surface Transportation Program, and serving as the staff liaison for CMAP.
DMMC EVALUATES DRAFT DuPAGE COUNTY STORMWATER AND FLOODPLAIN ORDINANCE
DuPage County has reviewed over 200 pages of comments submitted by 45 stakeholders on the first draft of the DuPage County Stormwater and Floodplain Ordinance. The County issued a comment-response document on July 19, which is available online. DMMC was among the stakeholders who submitted comments on the first draft in March 2011. DMMC's comment letter and analysis is available on the DMMC website. DMMC's review was aided by the DMMC Stormwater Review Group. This Group has been meeting periodically since November 2010 to follow the County's process and to review the first and subsequent versions of the Ordinance. The Group is comprised of representatives from 12 municipalities and includes staff from planning and development, engineering and public works.

The Group is analyzing the County's comment-response document and preparing to evaluate the second draft of the Ordinance, expected to be released on September 6, with a 45-day comment period. It is anticipated that a secondary comment-response document could be released as early as November or December 2011. Adoption by the County Board is anticipated in December 2011, with an effective date of April 2012.

ST. CHARLES NAMED BEST CITY FOR FAMILIES
DMMC wishes to congratulate the City of St. Charles on being named #1 City in Family Circle's annual survey of best towns and cities for families. The list is featured in the magazine's August 2011 issue. Factors such as affordable homes, quality schools, access to health care, green space, low crime rates and financial stability contributed to St. Charles being selected.
CMAP INFORMATIONAL RESOURCES
Draft Municipal Directory: CMAP's updated draft Municipal Directory is available for download. The agency invites feedback from municipalities, including corrections if needed, and plans to post a final version later this summer. Please contact Sherry Kane with any feedback.   

Value Capture Analysis: A new report, "Transportation Value Capture Analysis for the CMAP Region" is now available online. Prepared by S.B. Friedman, the study applied existing analysis of the potential for utilizing value capture to fund transportation projects in the region to a broader set of transportation improvements. CMAP's Go To 2040 plan specifically recommends conducting detailed value capture studies as one method to find new innovative financing mechanisms for the transportation system.

MetroPulse 1.1: CMAP has updated its online indicators database wth several new tools. The Regional Indicators Project and the MetroPulse website are a joint project of CMAP and the Chicago Community Trust. To promote effective decision making and the implementation of Go To 2040, CMAP and the Trust have developed a comprehensive system of key indicators for measuring and tracking regional quality of life over time in the seven counties of metropolitan Chicago.
LEAD ILLINOIS ACCEPTING APPLICATIONS
Applications are being accepted for the LEAD Illinois program offered by the University of Illinois Institute of Government and Public Affairs. The classes have no more than 20 participants. There are six intensive two-day sessions that meet over eight months. For more information see the LEAD Illinois brochure and application.
NEW FUNDING SOURCE AVAILABLE
The U.S. Department of Housing and Urban Development (HUD) has announced this year's Community Challenge Planning Grant Program. The program will award approximately $28.6 million in grants to support local projects, which may include amending or replacing local master plans, zoning codes, and building codes to promote mixed-use development, affordable housing, the reuse of older buildings and structures for new purposes, and similar activities with the goal of promoting sustainability at the local or neighborhood level. Applications are due by September 9, 2011.  
TOLLWAY PROPOSES CAPITAL PLAN
The Illinois Tollway has proposed a 15-year, $12 billion capital plan for the maintenance, modernization, and expansion of the Tollway system. An $8 billion investment is planned for needs on the existing system, including construction of the Elgin O'Hare West Bypass; and reconstruction, modernization, and capacity building to the Jane Addams Memorial Tollway (I-90). The Tollway will host a series of public meetings in August to solicit public feedback. The DuPage meeting is Thursday, August 18, from 7-9 p.m., at the DuPage County Government Center in Wheaton. For more information visit the Illinois Tollway website.

IMET MONTHLY UPDATE
IMET's 1-3 Year Fund performance for the 12 month period ending June 30, 2011, provided a total return of 1.32% on a gross of fees basis. The total return was 4.70% since inception, outperforming the benchmark, Barclay's Capital 1-3 Year Government Index, which provided a 4.66% total return for the same period. IMET's net of fees return for the past 12 months was 1.04%.

IMET continues to provide a solid source for diversification with enhanced returns over time for operating and reserve portfolios of Illinois public agencies.

IMET's Convenience Fund (CVF) continues to lead the way in short-term LGIP returns. The average daily yield for June 2011 was .31%, outperforming other pools in Illinois by 26-29 bps. The CVF posted a one-year yield of .31%.

The Fed Funds target rate remains at 0 to 0.25%. The IMET CVF current rate is a blended rate consisting of the Fed Funds rate and a fixed income rate, with a minimum rate guarantee through December 31, 2012 equal to the Fed Funds rate. It offers daily liquidity and remains a very good investment option for a diverse investment portfolio providing members with safety, liquidity, and yield.
