HANOVER PARK POLICE DEPARTMENT AWARDED FOR INNOVATION

Congratulations to the Hanover Park Police Department on its IACP/iXP Excellence in Technology Award for the Community Policing and SharePoint program. Each year the International Association of Chiefs of Police and iXP Corporation host an awards program to recognize superior achievement and innovation in critical technology fields. Hanover Park won in the Innovation in Information category, for a department 51 to 200 officers in size for the use of integrating SharePoint Computer Technology and Community Policing. The department will be featured in an article in Police Chief magazine and the award will be presented at the IACP Law Enforcement Information Management Conference and Exposition in June.

RED FLAG RULES

The federal Red Flag Rules went into effect on December 31, 2010. These rules require creditors to implement identity-theft prevention programs. As originally adopted, these federal regulations potentially included many municipalities within the definition of "creditor." But Congress recently enacted a law that potentially limits municipal requirements under the Red Flag Rules. For more information, visit the IML website.

IMET MONTHLY REPORT
IMET continues to provide a solid source for diversification with enhanced returns over time for operating and reserve portfolios of Illinois public agencies.

IMET's 1-3 Year Fund performance for the 12-month period ending February 28, 2011 provided a total return of 1.62% on a gross of fees basis, outperforming the benchmark, Barclay's Capital 1-3 Year Government Index, which provided a 1.54% total return for the same period. IMET's net of fees return for the past 12 months was 1.34%.

IMET's Convenience Fund (CVF) continues as the top performer of the Local Government Investment Pools (LGIP's) available in Illinois to Illinois public agencies. The IMET Convenience Fund portfolio is comprised of FDIC insured CDs and liquid deposits collateralized at 110% and is managed so as to maintain a stable $1.00 share price. It offers daily liquidity and remains a very good investment option for a diverse investment portfolio providing members with safety, liquidity, and yield for meeting short-term cash management needs and the investment of bond proceeds. The Convenience Fund provided participants with a blended average daily yield of .33% for the month of February, outperforming the other LGIP's in Illinois by 24-31 bps.

IMET's Convenience Fund minimum rate guarantee through December 31, 2012, is equal to the fed funds rate. However, IMET's CVF current rate is a blended rate consisting of the fed funds rate and a fixed income rate. The blended daily CVF rate is posted on IMET's website and is updated daily.
