HOMELAND SECURITY AT MARCH BUSINESS MEETING
Registration is now open for the March 16 Conference Business Meeting. The DuPage County Office of Homeland Security and Emergency Management recently reorganized with an emphasis on planning, preparedness, and coordination. Director Norm Sturm will provide an overview of the new format and also give a hypothetical scenario of what communities could expect in the event of a disaster. Join us at the Hilton Lisle/Naperville at 6:00 p.m. For more information, contact Kim Sumner, Member Services and Communications Manager. 
SPRINGFIELD DRIVE DOWN 
The Springfield Drive Down will be a one-day event this year taking place on Wednesday, April 13. To view the complete itinerary and to register, visit the DMMC website. The cost to ride the bus and participate in all Conference activities is $140. The cost if you choose to provide your own transportation is $95. A small block of rooms is reserved at the President Abraham Lincoln Hotel. You are responsible for making your own reservation. FIRST MEETING OF DUPAGE CAUCUS A SUCCESS

Mayor Gayle Smolinski (Roselle) and Presidents Rod Craig (Hanover Park) and Bob Iden (Bloomingdale) participated in the first meeting of the DuPage Caucus, which includes the Representatives and Senators that represent DuPage municipalities. Legislators met the mayors and the Conference's lobbyists to discuss Conference priorities and keep strong communications. Our mayors stressed how important it was to use them as resources on municipal issues. Legislators expressed the importance of mayors participating in the process and spending time in Springfield when important bills are pending.


Whenever you are able to participate in the activities in the General Assembly, please let us know, and we will provide support, information, and assistance. Also, be alert for special emails from the Conference asking for mayors to go to Springfield for important committee meetings, testimony, and votes on priorities.

OPEN MEETINGS ACT AND FOIA WORKSHOP

The Conference is partnering with Holland and Knight to offer a workshop on recent changes to the Open Meetings Act and FOIA amendments on Friday, March 25 at 8:30 a.m. at the Addison Village Hall. AREA APWA AWARDS
Congratulations to the Village of Winfield! The UPRR Pedestrian Underpass located at the Winfield Metra station was recently recognized as the Transportation Project of the Year (less than $5 million) by the American Public Works Association - Chicago Metro Chapter. 

  

In addition, the Salt Creek Green Way Trail, North Zone Final Phase, was awarded the Outstanding Transportation Project for 2010 in the $0-5 Million Dollar Category. Ten DuPage municipal and county agencies participated in the design and construction of approximately 23 miles of new bicycle trail. The new route connects Busse Woods Forest Preserve in Elk Grove on the north to 47th Street in the Village of Lyons on the south. Due to the scope, size and funding of the project, it was split into five separate construction contracts. The North Zone was the last phase to be completed during the summer of 2010. A dream that began more than 20 years ago, and took 10 years to construct now provides a regional north-south trail where none existed. Funding was provided by federal and state highway authorities, local municipalities, park districts, forest preserve districts and the Illinois Department of Natural Resources.
CALL FOR CMAQ PROJECTS
The Chicago Metropolitan Agency for Planning (CMAP) is currently accepting applications from local sponsors for the Congestion Mitigation and Air Quality (CMAQ) program. Eligible projects include, but are not limited to, transit and traffic flow improvements, commuter parking facilities, bicycle-pedestrian projects, and diesel emission reduction projects. Applications must be submitted to the DMMC by March 18, 2011 to be reviewed and certified for completeness. CLEAN AIR COUNTS APPLICATIONS FOR MUNICIPALITIES
Applications for Clean Air Counts plaques are due April 15, 2011. Clean Air Counts is a northeastern Illinois regional initiative to reduce ozone-causing emissions, thereby improving air quality and enabling economic development. For more information, contact Eve Pytel at the Metropolitan Mayors Caucus.

IMET MONTHLY REPORT
IMET's 1-3 Year Fund produced an outstanding net one-month return of .12 percent as of January 31, 2011, and a net one-year return of 1.59 percent as of January 31. IMET has consistently served - and continues to serve - as a solid intermediate-term investment for its members. IMET has provided strong enhancement over time and a solid source of diversification to the operating and reserve portfolios of Illinois public agencies.
  
IMET is proud to maintain a triple A rating from Standard and Poor's rating service.
  
IMET's Convenience Fund continued to provide a strong, competitive rate to IMET members as the Convenience Fund posted a net one-month return of .03 percent as of January 31, 2011 with an average daily yield for the month of .34 percent. The net one-year return was .33 percent as of January 31, 2011. IMET's Convenience Fund continues to provide its investors with the Federal Funds rate guarantee through the end of 2012.
  
The IMET CVF current rate is a blended rate consisting of the Fed Funds rate and a fixed income rate. The IMET Convenience Fund portfolio is comprised of FDIC insured CDs and liquid deposits collateralized at 110% and is managed so as to maintain a stable $1.00 share price. It offers daily liquidity and remains a very good investment option for a diverse investment portfolio providing members with safety, liquidity, and yield.
