DMMC OCTOBER CONFERENCE BUSINESS MEETING
A new meeting format will be unveiled at the October Conference Business Meeting. DMMC has decided to alternate our normal business meeting format with this option to accommodate the schedules of our busy members. We will also be able to focus more attention on agenda items, since there will be no presentation given. The cost is $15 for members, $20 for non-profits and Corporate Partners, $25 for businesses. Please join us at the Glendale Lakes Golf Club, 1550 President Street, Glendale Heights, on Wednesday, October 20, 2010. 5:30 - 6:00 p.m. Reception 6:00 p.m. Business Meeting Hors d'oeuvres will be served and a cash bar will be open throughout the meeting. Business casual dress, please.

FALL VEHICLE AND EQUIPMENT AUCTION
The Conference coordinates a semi-annual Vehicle and Equipment Auction to help offset member dues. The fall auction will be Saturday, November 13, 2010 at the Cypress Cove Family Aquatic Center, 8301 S. Janes Ave., Woodridge. Registration and viewing begin at 9 a.m. Bidding begins at 10 a.m. A list of the items for sale can be found on Obenauf Auctions website. CONFERENCE TAKES LEGISLATIVE ACTION
The Conference sent letters to the Governor in support of signing six bills approved by the Legislature. The Governor signed all six.
HB 6151: Would prohibit judge from waiving traffic fines and imposing only court fees. SB 3616: Increases DUI penalties from $500 to $750. SB 580: The changes to the DuPage Water Commission. SB 935: Makes several changes to the procedures by which communities may use red light enforcement cameras. HB 4945: Permits more local governments to participate in the investment opportunities of the Illinois Metropolitan Investment Fund. SB 2804: Would allow local governments to set the maximum speed limit as low as 25 mph on roads under their jurisdiction in low density residential areas.
The Conference sent a letter to the Governor requesting he veto Senate Bill 2612. This bill would render franchise agreements impotent and cause local communities to lose millions of dollars in tax and fee revenue. The Governor disregarded our request.
In addition, the Conference sent a letter to the Governor requesting he use his authority to amendatory veto Senate Bill 3695. We requested he remove the provisions that would divert motor vehicle violation fines from municipalites to the State Police. The Governor disregarded this request. |
WARRENVILLE RECEIVES PLANNING AWARD
The City of Warrenville was presented with the Chaddick Institute's Development Control Award 2010 for the Cantera Special Development District. The Award recognizes a suburban unit of government that is demonstrating excellence in sign control, design review, zoning, subdivision regulation, and the development approval process over a period of five years or more. The Chaddick Institute, located at DePaul University in Chicago, advances the principles of effective land use, transportation and community planning. Congratulations to Warrenville! |
ECONOMIC UPDATE OFFERED THROUGH IGFOA
Illinois Governmental Finance Officers Association (IGFOA) is hosting a live video conference, IGFOA Economic Update, on Tuesday, November 2 from 10 a.m. to 2 p.m. The area location for the video conference is University of Illinois Business Innovation Services, 1100 W. Warrenville Road, Naperville. This is a state-wide seminar to examine how changes in the national, regional and state economies affect local government. PEDESTRIAN SAFETY WORKSHOPS
On October 26 and 27 and October 28 and 29, the Federal Highway Administration (FHWA) will be conducting two, two-day workshops, "Designing Streets for Pedestrian Safety," in the Chicago area. These IDOT- and CMAP-sponsored workshops will address pedestrian safety issues through design and engineering solutions. Instructors will cover the significance of land-use, sidewalk and walkway design, signs, signals, and crosswalks. Participants will also take part in a field exercise at a nearby intersection. These workshops, funded by FHWA, will be an opportunity for planners and engineers to learn about strategies for addressing pedestrian crashes and design-related barriers to pedestrian travel in our communities. Information about the workshops is on the CMAP website. The first will be hosted in Schaumburg, and the second will take place in CMAP's offices in the Willis Tower. PDH units are available for this course for the engineering community. |
SRTS WORKSHOPS UNDERWAY
CMAP is working with Active Trans and Ty Lin International to present the Safe Routes National Course in eight northeastern Illinois communities. The courses are community-based workshops bringing together schools, local agencies, and communities to plan for safe routes to school at the community level. CMAP is presenting these workshops to assist northeastern Illinois communities in the development of School Travel Plans, a requirement for applying for Safe Routes to School (SRTS) funding. Information about attending these workshops, scheduling a workshop for your community, and attending related "how to apply for safe routes funding" workshops is posted on the CMAP website. The Illinois SRTS program is a federally funded program, administered by IDOT, that supports projects and programs that enable and encourage walking and bicycling to and from school. |

IMET CONTINUES TO GROW AND ACHIEVES ANOTHER MILESTONE IN FUND BALANCES
IMET is pleased to share another exciting achievement for IMET members as IMET's balances surpass $800 million for the first time in its history. As of August 31, 2010, IMET assets totaled $811,790,305, with $438,725,177 in the IMET Convenience Fund and with $373,065,128 in the 1-3 Year Fund. IMET funds continue to hold strong in terms of providing safety, liquidity, and yield to its members.
The IMET Convenience Fund (CVF) continues to outperform other short-term Local Government Investment Pool (LGIP) returns. The average daily yield for August 2010 was .31 percent, outperforming other pools in Illinois by 12-29 bps. The CVF posted a one-year yield of .45 percent. The IMET CVF current rate is a blended rate consisting of the Fed Funds rate and a fixed income rate. The IMET Convenience Fund portfolio is comprised of FDIC insured CDs and liquid deposits collateralized at 110% and is managed so as to maintain a stable $1.00 share price. It offers daily liquidity and remains a very good investment option for a diverse investment portfolio providing members with safety, liquidity and yield.
The IMET 1-3 Year Fund produced a net one-month return of .14 percent and a net one-year return of 2.31 percent as of August 31, 2010. Gross of fees, IMET's return was .16 percent for the month and 2.59 percent for the one-year return for the period ended August 31, 2010. IMET has consistently served - and continues to serve - as a solid imtermediate-term investment for its members. IMET has provided strong enhancement over time and a solid source of diversification to the operating and reserve portfolios of Illinois public agencies.
The Illinois Metropolitan Investment Fund (IMET) was developed in July 1996 as a cooperative endeavor to assist Illinois municipalities and public entities with the investment of their intermediate-term dollars. IMET was established as a not-for-profit investment fund under the Intergovernmental Cooperation Act and the Illinois Municipal Code and is sponsoed by the DMMC.
