DMMC SEPTEMBER CONFERENCE BUSINESS MEETING
Republican Gubernatorial Candidate Senator Bill Brady has been invited to a discussion of municipal issues at the Conference's September Business Meeting. From Senator Brady's plans for the Illinois economy, to his positions on pension reform and protecting municipal revenues, please bring your questions to this informative discussion. Registration for monthly Conference Business Meetings is required. If you have any questions, please contact Kim Sumner, Member Services and Communications Manager.
FY11-16 PROGRAM DEVELOPMENT
The Conference received 50 applications, requesting a total of over $41 million in STP funding from 23 municipalities and DuPage County. A STP Methodologies Task Force meeting will be scheduled soon to evaluate the applications and develop a recommended program for the Conference's consideration in November.
DuPAGE OEM REORGANIZATION
The DuPage County Office of Homeland Security and Emergency Management (OEM) has been undergoing reorganization with an emphasis on planning, preparedness, and coordination. During a large-scale emergency, OEM will act as a resource for incident intelligence, logistical support, public information and outside agency coordination. DMMC MEMBERS RECEIVE PLANNING AWARDS
The 2010 APA IL Awards Jury presented the Village of Villa Park's Comprehensive Plan with the Daniel Burnham Award for a Comprehensive Plan. The Award honors a plan that advances the science and art of planning. In addition, the Downtown Naperville Pedestrian Gap Analysis was awarded the Best Practice Award, for a specific planning program, process or tool that emphasizes results and demonstrates innovative and state-of-the-art planning methods. Congratulations to our members.
MANDATORY COLLECTIVE BARGAINING DEAD, FOR NOW
Recent efforts to pass a mandatory collective bargaining legislation at the federal level (H.R. 413/S.1611/S. 3194) has failed. Last month, the House included the legislation in an amendment to its version of the supplemental appropriations bill (H.R. 4899). When the bill returned to the Senate for consideration, the Senate rejected the House's Collective Bargaining amendment and returned its original version back to the House for consideration. The House eventually passed the Senate version of the bill without the Collective Bargaining provision, which the President signed into law on July 29, 2010. 
NEW GAMING RULES FOR MUNICIPALITIES
The Illinois Gaming Board has issued rules concerning Video Gaming that affect municipalities. These rules provide that whenever the Board takes any action authorizing or prohibiting the licensing, operation, or use of video gaming terminals, it shall notify the police department; and any municipality or law enforcement agency that takes action relating to the operation or use of a video gaming terminal, whether licensed or unlicensed, shall notify the Board and specify the extent of the action taken and the reasons for such action. DEICING WORKSHOP
A Public Roads Deicing Workshop will be held on Wednesday, September 22 from 7:45 a.m. to 12 noon at the Arrowhead Golf Club in Wheaton. Municipal Public Works Managers and Staff and City/Village Managers are invited to attend. The cost is $45 ($35 for APWA and DRSCW members). ANNUAL TRANSIT CONFERENCE SCHEDULED
The 2010 John Noel Public Transit DuPage Discovery Conference, sponsored by the DMMC, the DuPage County Public Transit Committee and IDOT, will be held on Friday, October 8 from 8:30 a.m. to 1:30 p.m. at the Empress Banquets, 200 E. Lake St., Addison. Contact Nick Pappas to register.
RTA BUDGET HEARINGS
The RTA will be holding a series of 2011 budget hearings. The purpose of these hearings is to get input from elected officials, interested parties and the general public prior to board deliberations. Those deliberations will commence in September and culminate in a budget to fund the operation of transit service in northeastern Illinois in 2011. If you have information, issues or any suggestions regarding next year's budget, these hearings are the appropriate place to make that known. If you are unable to attend, you may submit comments via the RTA website.  
IML ANNUAL CONFERENCE
The Illinois Municipal League 97th Annual Conference will be held September 23-25 at the Hilton Chicago Hotel. Registration forms and program information can be found on the IML website.
PREVENT TRAGEDY ON THE TRACKS 2010
The DuPage Railroad Safety Council, Operation Lifesaver and the Illinois Commerce Commission are sponsoring a conference on Wednesday, September 29 in Oak Brook addressing New Frontiers in Rail Travel: Environmental and Safety Implications. DECLARE A CAR-FREE DAY
Join the car-free movement! On Wednesday, September 22, 2010, the Active Transportation Alliance will again partner with RTA, Pace, Metra, CTA and communities around the region for Chicagoland Car-Free Day. Active Trans encourages local cities, towns and villages to participate by passing resolutions declaring September 22 Car-Free Day. IMET MONTHLY REPORT
The IMET Convenience Fund (CVF) continues to provide very competitive short-term rates to IMET members. The average daily yield posted for July 2010, was .28 percent, with a one-year yield of .48 percent. The enhanced rate may change on a daily basis and is posted on IMET's website each day. The CVF has a minimum rate guarantee of the Federal Funds rate through 12/31/10. The IMET CVF current rate is a blended rate consisting of the Fed Funds rate and a fixed income rate. The IMET Convenience Fund portfolio is comprised of FDIC insured CDs and liquid deposits collateralized at 110% and is managed so as to maintain a stable $1.00 share price. It offers daily liquidity and remains a very good investment option for a diverse investment portfolio providing members with safety, liquidity, and yield. IMET's 1-3 Year Fund produced an outstanding net one-month return of .24 percent as of July 31, 2010 (2.88 percent annualized), and a net one-year return of 2.50 percent as of July 31. IMET has consistently served - and continues to serve - as a solid intermediate-term investment for its members. IMET has provided strong enhancement over time and a solid source of diversification to the operating and reserve portfolios of Illinois public agencies. The Illinois Metropolitan Investment Fund (IMET) was developed in July 1996 as a cooperative endeavor to assist Illinois municipalities and public entities with the investment of their intermediate-term dollars. IMET was established as a not-for-profit investment fund under the Intergovernmental Cooperation Act and the Illinois Municipal Code and is sponsored by the DuPage Mayors and Managers Conference.
