JUNE CONFERENCE BUSINESS MEETING
DMMC is now taking registrations for the next Conference Business meeting, which will be held on Wednesday, June 16, 2010 at the Katherine Legge Memorial Lodge in Hinsdale. The reception begins at 6:00 p.m. Please note that the event will be casual dress. Tom Jefferies of the Federal Mediation and Conciliation Service will be presenting on the services available to local government entities. KUDOS GIVEN AT DMMC ANNUAL DINNER
The DMMC Annual Dinner and Recognition Ceremony was held on Friday, May 21, 2010 in Warrenville. The Classics of Wheaton Warrenville South High School entertained the guests with their lively song and dance performance. 
 
At the event, the Conference presented the Intergovernmental Cooperation Award to Lincolnwood Mayor Jerry Turry and NWMC Executive Director Mark Fowler for their work on the Pension Fairness Coalition.
 
Also recognized with Resolutions of Commendation were IDOT and DuPage County for their collaborative work on the Western Bypass.
 
Conference President and Bloomingdale Mayor Bob Iden thanked the 2009-2010 Board of Directors for their hard work during the year. President-Elect and Warrenville Mayor David Brummel welcomed the incoming Board and exclaimed how much he is looking forward to working with everyone this year.

DMMC MEMBERS RECEIVE IAMMA HONORS
Each year the Illinois Association of Municipal Management Assistants (IAMMA) Board of Directors recognizes individuals who go above and beyond the call of duty in their commitment to the development and further success of the profession. This year three award winners were DMMC members. Jennifer McMahon from Warrenville was awarded Outstanding Senior Professional, Oakbrook Terrace's Marty Bourke was awarded Outstanding Manager, and Downers Grove received the award for Outstanding New Program - Long Range Financial Planning Process. We congratulate them on this honor.
SPRING VEHICLE AND EQUIPMENT AUCTION

REBATES FOR ENERGY EFFICIENT APPLIANCES
The Nicor Gas Energy Efficiency Program provides Nicor Gas customers with energy education, resources and financial rebates to make energy use in building and homes more efficient and affordable. Rebates are available for the purchase and installation of qualifying energy efficient furnaces, water heaters, and boilers in single-family homes and multi-family homes that are three units or less. VIDEO GAMING TO GO LIVE ON JAN. 1, 2011
Although video gaming is expected to go live January 1, 2011, a central computer system that will link every gaming terminal in the state will need to be in operation. In addition, licenses for distributors, operators and retailers must be approved and issued. Rules for these requirements were approved earlier this year.
 
While the rules for licenses were changed slightly to recognize the local liquor license, there was no provision for information sharing between the Gaming Board and the local jurisdiction. In addition, no procedures are in place to address issues of enforcement of the Act other than the rules for licensees. The Gaming Board assured local governments that they were aware of the issues but have not had the opportunity to address the concerns yet. Two other bills related to Video Gaming passed the Legislature and are awaiting the Governor's signature.  
 
House Bill 4927 allows truck stops to operate video gaming terminals around the clock. The bill also removes certain restrictions on the location of video gaming establishments. Senate Bill 744 includes restaurants and bars at off-track betting parlors as a legal establishment that may have video gaming terminals.
CASE STUDY OF NAPERVILLE'S SMART GRID
The Galvin Electricity Initiative has developed a case study of the Naperville implementation of smart grid technology. Naperville demonstrates that grid reliability can be improved dramatically without increasing rates. They embarked on a program to improve grid reliability, esthetics, and cost performance more than 15 years ago. This new approach revolutionalized the way they distribute power including:
  • Moving the system underground to protect it from recurring storm damage 
  • Looping - the concept of providing redundant feeds to all customers
  • Smart sectionalizing switches that provide the ability to identify and isolate faults to minimize customer outages
  • Self healing and smart monitoring to pinpoint problems and mitigate impacts

IML PUBLISHES INFORMATION ON PENSION REFORM
The Illinois Municipal League has published an article about pension reform to inform municipal officials about what has happened over the last few months and why. In addition to this article, the League is making available some of the key documents upon which the negotiation team relied to explain the pension issue to the legislators involved in the negotiations. The documents are available on the IML website.
TEAMWORK SEMINAR OFFERED BY NIU
The Civic Leadership Academy at NIU Naperville is offering a Teamwork and Team Building seminar. This session will explore the nature of teams, the importance and value of teamwork, the pitfalls of trying times and the cost to the organization of "going it alone." The session will include participative exercises and short case studies. Greg Kuhn, Assistant Director and Senior Research Associate at NIU-Center for Governmental Studies will be facilitating. The workshop is Thursday, June 24 from 9:00 a.m. to 3:30 p.m. at the NIU Naperville Campus and the cost is $139 for a single attendee. IMET MONTHLY REPORT
IMET's 1-3 Year Fund produced a net one-month return of .25 percent as of April 30, 2010 (3.00 percent annualized), and a net one-year return of 1.89 percent as of April 30. Gross of fees, IMET's return for the month out-performed its benchmark, the Barclay's 1-3 Year Government Bond Index, with a gross one-month return of .28 percent compared to .26 percent for the benchmark. IMET's gross of fees one-year return was 2.17 percent as of April 30, 2010.
 
IMET's Convenience Fund continued to provide a strong and highly competitive rate to IMET members as the Convenience Fund posted an average daily yield for the month of .27 percent, and a one-year return of .55 percent as of April 30, 2010.
 
IMET's Convenience Fund (CVF) is a fully collateralized (110%), short-term money market instrument, which provides liquidity, yield, safety and diversification. IMET's CVF current rate is a blended rate consisting of the fed funds rate and a fixed income rate. The blended daily CVF rate is posted on IMET's website www.investIMET.com and is updated daily.
 
The Illinois Metropolitan Investment Fund was developed in July 1996 as a cooperative endeavor to assist Illinois municipalities and public entities with the investment of their intermediate-term dollars. IMET was established as a not-for-profit investment fund under the Intergovernmental Cooperation Act of the Illinois Municipal Code and is sponsored by DuPage Mayors and Managers Conference.
