CALL FOR PROJECTS
The DuPage Mayors and Managers Conference has issued a Call for Projects to be funded with potential additional federal transportation stimulus funding. It is anticipated that if Congress enacts an additional transportation stimulus bill, the eligibility requirements and funding levels would be similar to those included in the American Recovery and Reinvestment Act (ARRA) of 2009. Projects may be submitted by local governments and transportation agencies within DuPage County by 4:45 p.m. on Thursday, May 13, 2010. CENSUS TAKERS VISITING YOUR NEIGHBORHOOD
On May 1, census takers began going door-to-door to the roughly 48 million households that did not mail back their census forms. The census takers will be verifying that housing units indicated as "unoccupied" by the postal service or others are indeed unoccupied and vacant. Municipalities can help make this last stage of the 2010 census go smoothly by raising awareness of the need for census takers. The US Census is promoting this message: Open the door to a census taker and open the doors for your community. OPPORTUNITY FOR INTEROPERABLE COMMUNICATIONS NETWORK ON THE LINE The National League of Cities has joined with other state and local government groups in asking Congress to oppose the commercial auction of the 700 MHZ D block of spectrum proposed by the Federal Communication Commission (FCC) in the National Broadband Plan (NBP) and to support legislation reallocating the spectrum to public safety. The 700 MHZ D block of spectrum provides a unique opportunity for state and local governments to create a modern, reliable nationwide interoperable communications network that can handle both voice and data communications. The network would allow for quick exchange of pictures, video, and text, enhancing the ability to save lives by quickly passing information to first responders, public institutions, and private citizens. Under the FCC's proposal, private interests provide priority access to public safety on commercial networks for a fee. This would require technology that does not yet exist and the creation, implementation, and enforcement of a new regulatory structure. State and local public safety groups have been vocal in their opposition to the plan, and some private industry interests have questioned its technical feasibility. NLC is encouraging Congress to allocate the D block directly to public safety.

RFA FOR ENERGY EFFICIENCY AND CONSERVATION BLOCK GRANT FUNDS The Metropolitan Mayors Caucus is administering an Energy Efficiency and Conservation Block Grant Request for Applications for non-entitlement municipalities and counties. Eligible activities under this grant include: Energy efficiency retrofits in buildings and facilities; Small commercial building energy audits and building retrofits; Building code development and enforcement; Traffic signals and street lights. RTA CALL FOR PROJECTS RTA issued a Funding Programs call for projects on April 7. These programs provide financial support for planning, operating, and capital transit projects. Applicants are invited to pitch innovative project ideas that will increase transit usage, improve the efficiency and effectiveness of the region's current transit system, provide for better mobility for seniors and people with disabilities, or improve job access. IMET MONTHLY REPORT
IMET's 1-3 Year Fund performance for the 12-month period ending March 31, 2010, provided a total return of 1.96% on a gross of fees basis, outperforming the benchmark, Barclay's Capital 1-3 Year Government Index, which provided a 1.81% total return for the same period. IMET's net of fees return for the past 12 months was 1.68%.
The Convenience Fund provided participants with a blended average daily yield of .50% for the month of March.
IMET's 1-3 Year Fund is a triple A rated government bond fund invested exclusively in US Government Securities with redemptions settling within 5 business days. The Convenience Fund is fully collateralized at 110% with US Government Securities and provides for same day or next day liquidity. IMET's Funds are approved for both operating and pension funds.
The Illinois Metropolitan Investment Fund (IMET) was developed in July 1996 as a cooperative endeavor to assist Illinois municipalities and public entities with th einvestment of their intermediate-term dollars. IMET was established as a not-for-profit investment fund under the Intergovernmental Cooperation Act of the Illinois Municipal Code and is sponsored by DuPage Mayors and Managers Conference. Founded in 1962, the DuPage Mayors and Managers Conference is a council of municipal governments representing over 1,000,000 people. A coalition of cities and villages, the Conference works to voice municipal concerns on local, regional, state, and national issues. It also serves its members and the region by fostering intergovernmental cooperation. The Conference is a not-for-profit organization supported by membership dues and grants.
