NOVEMBER CONFERENCE BUSINESS MEETING
The DuPage Metropolitan Enforcement Group (DuMEG) will present the benefits of having a narcotics task force serving our communities as well as current drug trends in the DuPage County area. DuMEG is a county-wide management approach to linking local, county and state police agencies to proactively combat illicit drug trafficking within DuPage County. The meeting is Wednesday, November 18, 2009 from 6:00 to 9:00 p.m. at Luigi's Pasta House in Aurora. To register, contact Mary Ann Jurevich, Events Planner, or download a registration form from the DMMC website.

PLANNING AND ZONING WORKSHOP
Twenty-five people attended A Training Workshop on Planning and Zoning, on Friday, October 16, 2009 at the Addison Village Hall. The Conference sponsored the workshop, which was facilitated by local government consultant Pete Pointner. CENSUS OUTREACH DVD AVAILABLE FOR LOAN
The Census Outreach Video for 2010 Census Partnerships shown at the October Conference Business Meeting is available to Conference members to view. The DVD includes a clip of Chicago area examples, as well as other information on the Census. NAPERVILLE AWARDED SMART GRID FUNDS
The city of Naperville was one of 100 recipients to receive part of the $3.4 billion stimulus funds for smart grid projects. Naperville will use the funds to deploy more than 57,000 smart meters and install the infrastructure and software necessary to support and integrate various smart grid functions, including the 2-way flow of information between the utility and customers. Naperville will receive $10,994,000 for the project, estimated to total $21,988,000.  
ENVIRONMENTAL PROJECTS COURTESY OF ARRA
The state has announced grants and loans for environmental projects under the American Recovery and Reinvestment Act of 2009 (ARRA). Aurora will receive a $1,137,278 loan for three water main replacement projects for 50-60 year-old water lines. In addition, Aurora will use a $4,373,880 ARRA loan for a major combined sewer separation project. Both of these projects are 20-year loans without interest. St. Charles received an ARRA loan of $2,405,960 for improvements to the city's wastewater lift stations. These improvements will address odor problems and overflows. 
DuPAGE COMMUNITIES RECEIVE GOVERNOR'S HOME TOWN AWARDS
Governor Quinn has recognized contributions by community volunteers with this year's Governor's Home Town Awards. Two DuPage communities received recognition. The village of Lisle (in the 17,501 - 25,500 population category) received a Second Place award for its Rain Barrels project; and another Second Place award for the Donate Life Community program. In the population category of 25,501 - 50,000, the city of St. Charles received a First Place award for the community's 15th Annual Kick-A-Thon. Each of the award-winning communities receives a road sign and plaque recognizing its efforts. Congratulations to Lisle and St. Charles!
FALL VEHICLE AND EQUIPMENT AUCTION 
The Conference coordinates a semi-annual Vehicle and Public Works Equipment Auction. The Fall 2009 auction will be Saturday, November 7, 2009 at the Cypress Cove Family Aquatic Center, 8301 S. Janes Ave., Woodridge. Registration and viewing begin at 9 a.m. Bidding begins at 10 a.m. A list of the items for sale can be found at www.obenaufauctions.com. LEGISLATION PROPOSES EQUITY FOR PEG TELEVISION PROGRAMMING
Earlier this month, Rep. Tammy Baldwin (D-WI) introduced legislation requiring cable providers to increase visibility for public, educational, or governmental (PEG) channels within their systems.  Typically these channels carry programming that may not have the high viewership enjoyed by other paid programming.

In the past, funding for and broadcast of PEG channels have been negotiated as part of local franchise agreements. However, recent telecommunications laws establishing statewide agreements in a number of regions have since resulted in many new funding and programming obstacles for these stations. The Baldwin-sponsored Community Access Preservation (CAP) Act of 2009 (H.R. 3745) addresses these challenges by requiring PEG channels to be carried in the same manner as local broadcast channels and requiring the FCC to study impact of state franchise laws on the channels. To date, no action has been scheduled for H.R. 3745 in the House Committee on Energy and Commerce. 
CONFERENCE OFFICE CLOSED FOR HOLIDAYS
The DMMC office will be closed on Thursday, November 26 and Friday, November 27 for the Thanksgiving holiday and Thursday, December 24 and Friday, December 25 for the Christmas holiday.
DRAFT PREFERRED REGIONAL SCENARIO
This fall, CMAP is developing the "Preferred Regional Scenario" that describes key policy directions that the GO TO 2040 plan will address. The current draft is being presented and discussed at all of CMAP's working committees, as well as with partners around the region. At a joint meeting of the Conference's Planning and Transportation Committees, Randy Blankenhorn will describe the Preferred Scenario development process, how this product fits into the overall plan, and some of the major policy issues that the Preferred Scenario is expected to cover. The meeting will be held at 2:00 pm on Tuesday, December 1 at the Addison Village Hall. Comments on the draft Preferred Scenario can also be submitted to CMAP, prior to the CMAP Board and MPO Policy Committee considering it for endorsement at their January 2010 meetings. 
NIU CIVIC LEADERSHIP ACADEMY WORKSHOPS
Two upcoming workshops are being offered by the Northern Illinois University Center for Governmental Studies. Government Cooperation, Collaboration, and Consolidation in the New Economy will be offered on November 17, 2009 and Evaluating Financial Condition - Looking at Last Year's Budget Isn't Enough, will be offered on December 15. The workshops are a part of the University's Civic Leadership Academy. A listing of all the workshops for the year can be found in their brochure. The cost of a single workshop is $139.
