October 2009
Greetings!

Please enjoy the October edition of In Brief.

OCTOBER CONFERENCE BUSINESS MEETING
As the nation gears up for Census Day on April 1, 2010, municipalities will have a key role in the outreach effort. At the October Conference Business Meeting, Diana Almanza, Partnership Specialist with the US Census Bureau, will discuss efforts municipalities may want to undertake to ensure a full counting of their residents and how the US Census can support them in promoting the campaign. The meeting is Wednesday, October 21, 2009 from 6:00 to 9:00 p.m. at the Hilton Garden Inn in Oakbrook Terrace. To register, contact Mary Ann Jurevich, Events Planner, or download a registration form from the DMMC website.
PLANNING AND ZONING WORKSHOP
Local government consultant Pete Pointner will facilitate A Training Workshop on Planning and Zoning, on Friday, October 16, 2009 at the Addison Village Hall from 8:30 a.m. to 12 noon. Topics covered will include: Why plan in a down economy; Who is responsible for planning; What are the tools for shaping development; How do you introduce sustainability and economic development into the comprehensive plan; How do we shape private development; and How can you expedite the development review process. The cost of the workshop is $75, which includes Mr. Pointner's book, Planning Connections: Human, Natural and Man Made. Contact Kim Sumner at ksumner@dmmc-cog.org for more information or download a registration form from the DMMC website.
DMMC REQUESTING PENSION INFORMATION
As part of our effort to address public safety pension costs during the 2010 legislative session, we need to make legislators and the general public more aware of the scope of the problem. In order to best express the problem, we need to use the actual numbers that will affect municipalities and taxpayers in 2010. To that end, we need the most up-to-date actuarial calculations that your municipality will be using for the 2009 tax levy and for the municipal contributions to your police and firefighter pension funds.

We understand this will take a significant effort by municipal staff, but when compiled we believe it will be extremely helpful in our efforts during the Veto Session in October and the Legislative Session beginning in January.

Please be sure your community has participated in this data collection effort. Contact Rick Curneal, rcurneal@dmmc-cog.org if you have any questions.

FALL VEHICLE AND EQUIPMENT AUCTION
The Conference coordinates a semi-annual Vehicle and Public Works Equipment Auction. The Fall 2009 auction will be Saturday, November 7, 2009 at the Cypress Cove Family Aquatic Center, 8301 S. Janes Ave., Woodridge. Registration and viewing begin at 9 a.m. Bidding begins at 10 a.m. A list of the items for sale can be found at www.obenaufauctions.com. CMAP ECONOMIC RECOVERY MESSAGES
Every other Wednesday starting on September 30, CMAP will send an email, produced in partnership with the Regional ARRA Coordinating Council , with updates and analyses of select ARRA programs. These emails (which will also be posted at this Recovery blog ) are meant to provide useful information on funding announcements, collaboration efforts, and tracking of where and how stimulus funds are being spent in the region. ARRA Coordinating Council member experts on energy, weatherization, job training, and housing programs will contribute to these updates, providing unique and timely information. In addition, the updates will cover important developments and news on stimulus spending in other areas, such as transportation, broadband, and education. Please note that if you receive CMAP's regular weekly email, you will automatically receive these updates, or click here to sign up for CMAP email updates.

E-GOVERNMENT ADVANCEMENTS
A new study finds that governments need to move beyond traditional e-government initiatives, like simple websites, email lists, and other one-way communication tools, in order to meet the growing expectations of government services. An ongoing research study by Accenture, From e-Government to e-Governance, demonstrates how public service organizations have invested successfully in technologies for the last decade to improve service delivery and realize cost efficiencies.
