DMMC MEMBERS AND FRIENDS TEE 'EM UP

On Wednesday, July 15 the DMMC Annual Golf Outing was held at Seven Bridges Golf Club in Woodridge. The outing was a great networking opportunity for members, corporate partners and other local business leaders. In addition to golf, attendees participated in a raffle. We'd like to thank the following municipalities for helping to make the raffle outstanding by donating items: Bloomingdale, Bolingbrook, Glendale Heights, Lisle, Lombard, Oak Brook, Roselle and Woodridge.

REMINDER: STP APPLICATIONS DUE AUGUST 14
DMMC announced a call for FY 2010-2015 Surface Transportation Program (STP) projects on June 29, 2009. Applications sponsored or co-sponsored by a DuPage municipality will be accepted until Friday, August 14, 2009. Project requests for up to 70% federal construction funding for highway projects and up to 75% federal construction funding for Transportation Control Measure (TCM) projects will be accepted. PHASE ONE OF NATURAL GAS MODEL FRANCHISE UNDERWAY
Municipalities that want to participate in the development of a model franchise for natural gas utilities still have time to join this project. The first phase, formalizing the structure with an intergovernmental agreement, is underway. After that phase is complete, only those communities that adopt the intergovernmental agreement can participate in the development of the actual franchise and the negotiations with the utilities. ARRA BOND INFORMATION
The American Recovery and Reinvestment Act of 2009 (ARRA) created several new provisions affecting debt issuance. Highlighted below are two that may be the most useful to municipalities: Build America Bonds (BABs): are taxable bonds with federal subsidies that lower borrowing costs for issuers. BABs may be issued for typical tax-exempt purposes (not for private activity). There is no "volume cap" or limitation as to the amount of BABs that may be issued. Further, the issuance of BABs does not diminish the issuers ability to sell bank qualified bonds. Recovery Zone Bonds: ARRA created new types of bonds to promote economic development within "recovery zones". Recovery zones are areas designated by the issuer as having the following: significant poverty, unemployment, rate of home foreclosures, or general distress; economic distress by reason of the closure or realignment of a military installation; or designation as an empowerment zone or renewal community. Registration is now open for "Bringing Green Down to Earth" the 2009 Environmental Leadership Conference being held on Wednesday, September 30, 2009 at the Hyatt Lodge in Oak Brook. Local officials, business leaders and others can learn how to get environmental initiatives off the ground. Full of practical, useful ideas and advice, the conference is hosted by teh University of Illinois Extension. Registration closes September 23, 2009.
