COUNCIL TESTIFIES BEFORE CONGRESS ON HOMELAND SECURITY PROCUREMENT POLICIES AND PROCEDURES | |
The Council testified before Congress on July 15, 2011, regarding the Department of Homeland Security's procurement policies and procedures, proposing recommendations for improvement and calling for greater communication between industry and government. Marc Pearl, President & CEO of the Council, testified before the U.S. House Committee on Homeland Security's Subcommittee on Oversight, Investigations, and Management, at a hearing entitled "Homeland Security Contracting: Does the Department Effectively Leverage Emerging Technologies."
While the challenges associated with contracting and procurement are complex, the Council called for focus in three areas to improve the process:
1) A long term acquisition strategy;
2) Open and transparent process, practices, and procedures that facilitate well-defined contract requirements, generate competition, and provide incentives for the private sector to participate in the process; and
3) A strong organization with a standardized and centralized procurement process and a workforce capable of planning and executing the process.

As you know, our workgroups are actively involved in reaching out to DHS officials to exchange ideas and to discuss how best to develop a collaborative approach to the Council's mission. We are encouraging involvement in the full committee by all of our member companies, and are desirous of getting SME support/involvement in one of the workgroups:

THE 9/10/11 PROJECT | |

CBRNE MONOGRAPH TO BE RELEASED ON AUGUST 10
The Council's 12th monograph focuses on CBRNE and will be released on August 10th. The nature and challenges associated with CBRNE threats changed dramatically on 9/11 when terrorists used fully fueled commercial aircraft as explosive weapons. As a result of 9/11 and the Anthrax
Attacks that followed a week later, the federal government has invested substantial time, funding, and resources to make our nation safer.This monograph looks at how the private and public sectors have recognized the CBRNE threat, and through collaboration, have developed creative solutions to counter it.
We will continue to publish these monthly monographs through October. Upcoming topics will include the Standup/Creation of the Department and Public/Private Partnerships. Each monograph features interviews with Council members on the private sector's perspective and solutions provided, and we hope that you will volunteer yourself or an SME colleague to be interviewed. Each monograph also includes a timeline (interactive on our website) illustrating the events, incidents, and critical government responses and industry solutions pertinent to that month's topic. EXECUTIVE ROUNDTABLE WITH CHAIRMAN ADERHOLT | U.S. Rep. Robert Aderholt (AL-04), Chairman of the House Appropriations Subcommittee on Homeland Security, spoke to senior executive Council members at our July Executive Roundtable. Chairman Aderholt discussed his priorities as Chairman and how his subcommittee examined and prioritized homeland security funding during the current budgetary environment. The Council thanks Michelle Mrdeza, Senior Advisor to the Council, for moderating the discussion. |
ASPEN SECURITY FORUM | |
More than 20 senior executives from Council member companies attended the Aspen Institute's 2nd Security Forum in late July. At the forum, Marc Pearl participated in a panel on innovation in national security. Marc's remarks focused on the importance of an open dialogue between the public and private sectors when developing innovative technologies that secure our nation.
The Council also hosted a special breakfast briefing for our members in Aspen with General Guy C. Swan III, Commanding General of U.S. Army North. The discussion focused on helping us gain a better understanding of the challenges DoD and DHS are facing on our SW Border. The Council is planning an Executive/Fact Finding Tour of the border later this year. |
