COUNCIL TESTIFIES BEFORE CONGRESS ON THE SAFETY ACT

On May 26, Marc Pearl, President & CEO of the Council, testified before the U.S. House of Representatives Subcommittee on Cybersecurity, Infrastructure Protection, and Security Technologies on the SAFETY Act - the first hearing on this issue in more than five years. Marc encouraged Congress to make the Act a higher priority of the administration and to better promote its use within the government and to the business community. THE 9/10/11 PROJECT | |

PUBLIC & MASS TRANSPORTATION MONOGRAPH TO BE RELEASED NEXT WEEK
The Council's newest monograph focusing on the security measures placed on Public/Mass Transit Systems will be released next Friday, June 10. This is a particularly timely document, given the news surrounding the plans of al Qaeda following the death of Osama bin Laden - potentially targeting such systems.
We will continue to publish these monthly monographs through October, and are still interested in getting your input on particular topic areas going forward. Upcoming topics will include Privacy, CBRNE, the Standup/Creation of the Department, and Public/Private Partnerships. Each monograph features interviews with Council members on the private sector's perspective and solutions provided, and we hope that you will volunteer yourself or an SME colleague to be interviewed. Each monograph also includes a timeline (interactive on our website) illustrating the events, incidents, and critical government responses and industry solutions pertinent to that month's topic. If you are interested in being interviewed for a monograph, or for sponsorship information, please contact Melissa.

THOUGHT LEADERSHIP COMMITTEE | |
Our workgroups are actively involved in reaching out to DHS officials to exchange ideas and to discuss how best to develop a collaborative approach to the Council's mission. We are encouraging involvement in the full Committee by all of our member companies, and are desirous of getting SME support/involvement in one of the four workgroups:
- Advanced Security Technologies - Co-Chairs: Jill Cohen/DuPont and Mike Kelly/TASC
- Cyber/IT Infrastructure - Co-Chairs: Scott Price/GDIT and Marty Mackes/Unisys
- DHS Enterprise - Co-Chairs: Rick Saunders/Booz Allen Hamilton and Donald Thomas/Ernst & Young
- Protection, Preparedness and Resilience - Co-Chairs: Barbara Rosenbaum/Capgemini and Joel Griffin/Unisys

PUBLIC POLICY ACTIVITIES | |
The Council held our second Congressional Meet & Greet Policy Discussion this morning, with U.S. Reps. Ben Quayle (AZ-03) and Tim Walberg (MI-07), both members of the House Committee on Homeland Security. Council members educated the congressmen on our industry's points of view and the solutions we bring to the homeland security space. U.S. Reps. Quayle and Walberg discussed their priorities and the areas they plan to take a closer look at to ensure we are protecting the homeland as efficiently and effectively as possible, especially with the current tight budget constraints.
Our next Public Policy Luncheon will be held on Friday, June 10 (please note this has been rescheduled from Monday, June 6). Mike Russell, Majority Staff Director of the U.S. House Committee on Homeland Security will meet with our members to discuss the Committee's agenda and priorities. This event is almost at full capacity, so please contact Melissa if you are interested in attending. |
FEMA PRIVATE SECTOR SEAT AVAILABLE TO A COUNCIL MEMBER | FEMA has created a private sector seat in the National Response Coordination Center (NRCC) and would be very interested in having a Council member be part of the rotation. They are looking at the next 90-Day tour to start August 1st, but are also prepared to plan, schedule and commit to future rotations. The NRCC monitors potential or developing incidents, supports the efforts of regional and field components of the agency, provides overall emergency management coordination of the federal incident response, maintains situational awareness, conducts operational planning, deploys national-level teams and assets, and collects and disseminates incident information as it builds and maintains a common operating picture. Through the NRCC, FEMA and other federal agencies coordinate closely with and support state and local emergency management partners that have primary responsibility for coordinating local response efforts. When not activated for disaster response, representatives will work as part of the FEMA Private Sector Division, Office of External Affairs, to seek and share information with the private sector on planning, training, exercising, and mitigation activities.
The NRCC private sector seat will be one of coordination, communication, and collaboration with industry and retailers to fulfill the following objectives: - Leverage private sector coordination and collaboration capabilities to contribute to the overall response and recovery during an event;
- Maintain visibility over the status of private sector facilities in impacted areas in terms of inventory levels and facility damage reports, etc.; and
- Maintain visibility over private sector requirements, e.g. emergency power, security, access (road clearance) in terms of what it will take to get them up and running.
This could be a unique opportunity not only for FEMA, but also for the participating Council member - both for the individual and the company. EXCUTIVE ROUNDTABLE WITH DOD ASSISTANT SECRETARY PAUL STOCKTON | |
Dr. Paul Stockton, the Assistant Secretary for Homeland Defense and America's Security Affairs at DOD, spoke to Council members at our May Executive Roundtable. The conversation focused on DOD's role in responding to potential terrorist attacks and natural disasters in the United States, and the issues surrounding the partnerships between DOD and state governments during emergencies. Additionally, Assistant Secretary Stockton discussed avenues for private sector participation in defining a long-term strategy and a concept of operations for combating domestic terrorism. The Council thanks Steve Bucci from IBM for moderating this discussion!
