| COUNCIL HOLDS AVIATION SECURITY EXECUTIVE BRIEF | |
Executive Brief: Strategies Surrounding an Effective Aviation Security Policy - A Holistic Solutions Approach: Technology, Intelligence & Personnel
The Council held an Executive Brief program focusing on the lessons learned and the development of a strategic vision for the application of appropriate technologies in coordination with the human, intel and information capital necessary to establish a comprehensive aviation security model for our nation. Council members and guests heard from Rob Rottman, Director, International Operations, Transportation Security Administration, U.S. Department of Homeland Security; Pat Schambach, Vice President & General Manager, CSC (former Associate Under Secretary for Information Technology and CIO, Transportation Security Administration); Dr. Starnes E. Walker, Director of Research, Science & Technology Directorate, U.S. Department of Homeland Security; and Jason Yanussi, Professional Staff Member, U.S. Senate Committee on Homeland Security and Governmental Affairs; discuss the critical issues needed to successfully move our country's aviation security process forward.

James C. May, President and CEO, Air Transport Association of America, Inc. delivered the capstone keynote, and discussed aviation security from the airline industry's perspective.

| SENATE STAFFER MEETS WITH GOVERNMENT AFFAIRS COMMITTEE | |
Accenture hosted the Council's Government Affairs Committee luncheon on July 16. Devin O'Brien, Professional Staff Member with the U.S. Senate Homeland Security and Government Affairs Committee for Ranking Member Senator Collins, spoke to Council members about current issues in homeland security legislation. The conversation at the luncheon focused on chemical security, cybersecurity, the SAFE Port Act, and supply chain risks. In regard to cybersecurity, a potential change to DHS's organizational structure was a major point of dialogue. Key topics in the SAFE Port Act conversation included caps on company liability, how regulators should determine liability caps, and what types of incentives could make businesses more receptive to regulatory compliance. Additionally, the discussion at the luncheon addressed challenges related to DHS's continually changing technology requirements and the difficulties the issue presents to private sector companies.

| THOUGHT LEADERSHIP CHANGES | |
Thank you to Tom Ragland of CACI for hosting our July Thought Leadership Committee meeting. The Full Committee heard from our workgroup chairs and discussed how the Council would pursue our members interests in each topic area. At our next meeting, Scott Price will present his group's assessment of cybersecurity and the Committee will consider how to consolidate some of the workgroups.
 We've also learned that Gerald Buckwalter has been tasked with other responsibilities at Northrop Grumman and will be stepping down from Co-Chairing the Committee. David Patterson of Optelecom-NKF, Inc. will continue as Co-Chair of the Committee and we welcome Anne Petera of Lockheed Martin as our other Co-Chair. Congratulations Anne!

| DELOITTE WINS DHS NATIONAL CYBERSECURITY AWARENESS CHALLENGE |

Deloitte was presented with the Best Iconic and Overall Structure for DHS's 2010 Cyber Challenge for their Cybersecurity call-to-action and "Think Before You Click" campaign. Congratulations to Deloitte!

"In addition to proposing creative messaging and tag lines, innovative marketing strategies and calls to action, Deloitte proposed a symbolic icon to help drive awareness and recognition of the campaign for adults and young adults, as well as a character to drive cyber awareness with kids." | FIRST EVER BOTTOM-UP REVIEW RELEASED | | The U.S. Department of Homeland Security released its first ever Bottom-Up Review last month. View the report here.
In February 2010, DHS published the Quadrennial Homeland Security Review
(QHSR). The QHSR was a major step in establishing a strategy to coordinate the
missions of the department's various components. As a follow-up to the QHSR, DHS
produced a bottom-up review (BUR). The BUR addresses the functionality of the department's organization, determines
areas for enhanced mission performance, prioritizes plans to strengthen
existing programs and organization, and establishes a foundation for the innovation
and advancement of DHS initiatives.
