As part of our new website, the Council has started to compile and develop a Digital Library that features your white papers and thought leadership pieces.  The Council invites you to submit papers you'd like included in this comprehensive resource of private sector thought leadership (and/or forward this to your marketing division) to assure we have represented your company and your views.  Please contact Kristina Tanasichuk with questions or to submit papers for consideration.

After working at the Council as our Graduate Fellow for the past two years, Emily Becker has finished her graduate program at Georgetown University and will be starting her career at the U.S. Secret Service in the fall. The Council thanks Emily for her dedication and work throughout the years, and looks forward to hearing about her success at the USSS!  The Council welcomes our newest addition, William Hakala, a graduate student at George Washington University. CHAIRMAN JACK MAYER MODERATES DISCUSSION WITH DHS CIO RICHARD SPIRES

Council Chairman Jack Mayer, Executive Vice President, Booz Allen Hamilton, moderated a discussion with Richard Spires, Chief Information Officer, U.S. Department of Homeland Security, at our May Executive Roundtable. CIO Spires talked to Council members about his role at the Department, the integration of the initiative "One DHS" and his work with other CIOs within the Department to improve effectiveness and efficiencies, thus ensuring mission success.  The Council thanks Jack Mayer for moderating the discussion and for asking questions on behalf of our members.
AVIATION SECURITY TECHNOLOGY DEMONSTRATION ON CAPITOL HILL
Thirteen member companies demonstrated their aviation security technologies at the Council's first ever technology demonstration on Capitol Hill, on May 27, 2010.   Robin Kane, Assistant Administrator and Chief Technology Officer at the Transportation Security Administration met with each of the companies and delivered brief remarks on the importance of continuous innovation to keep up with our dynamic aviation security needs.  Members of Congress, congressional staff, representatives from the U.S. Department of Homeland Security, and other guests attended the event that was held in coordination with the U.S. House Committee on Homeland Security.  The event highlighted aviation security solutions from Accenture; Avaya Government Solutions, Inc.; Battelle; Capgemini; DRS Technologies; ENSCO; FLIR; General Dynamics; Optelecom-NKF, Inc.; Raytheon; Telcordia; Thales and Tyco International Ltd. 
 
As a follow-up to the event, the Council is in the process of planning an Executive Brief focusing on the Strategies Surrounding Aviation Security, tentatively scheduled for mid-July.  Keep an eye out for upcoming information on this Executive Brief.

Together with our Strategic Partner: The Civitas Group, the Council held a successful and insightful Executive Brief on the Challenges & Opportunities in the Homeland Security Market: The Imperatives of Building an Effective & Efficient Process, last week at Lockheed Martin's Global Vision Center in Arlington, Virginia. Our panelists and discussants offered critical perspective on how to improve the homeland security market and we look forward to the white paper that will be issued as a result of this important discussion. THOUGHT LEADERSHIP WORKING GROUPS 
The Thought Leadership Committee has finalized the Council's platform on federal contracting, and has formed numerous workgroups to develop vehicles to highlight members' points of view on critical topic areas.
 
The workgroups are continuing to hold their first individual meetings, led by their respective chairs and co-chairs, and are beginning to develop their concept papers for a full meeting of the Committee at the end of the month.  If you are interested in signing up for a thought leadership work group and shaping the Council's perspective on any of the following topics, please contact Kristina Tanasichuk.

COUNCIL COMMENTS ON DEFINITION OF INHERENTLY GOVERNMENTAL FUNCTIONS
The Council submitted comments on the draft guidelines regarding the definition of inherently governmental functions, published in the Federal Register by the Office of Federal Procurement Policy in the Office of Management and Budget. The comments were the result of a number of interviews with Council members and were reviewed by interviewees and our Thought Leadership Committee.  A copy of the letter is attached here.
