COUNCIL HOSTS FEDERAL CONTRACTING EXECUTIVE BRIEF
The Council May 28th hosted its second executive brief event featuring the paper, "Executive Brief on Federal Contracting and Procurement: The Impact of Laws, Regulations and Initiatives on the Homeland Security & Defense Industry."
Concurrent with the release of its white paper, the Council hosted a half-day program in order to facilitate an open a dialogue between industry and government on how to best move forward to achieve programmatic goals, rather than assign blame in the federal contracting arena.Chris Nolan of Lockheed Martin provides the Private Sector's Perspective on Contracting Changes
 
"We're all in this together," said Chris Nolan of Lockheed Martin. "We want and we must find ways to achieve the mission and goals of the public sector," Nolan offered during his keynote, A View from the Private Sector. 

Over one hundred high-level government and
industry leaders gathered at the briefing to hear from both public and private sector experts.  "As we undertook this project and looked at the various efforts to reform and improve the contracting and procurement system, we found more a perception of gaps than true holes that lead to waste, fraud and abuse," said Marc Pearl, President & CEO of the Council.  "Adding new and potentially Former FEMA Admin Paulison, Pearl & IG Skinner at the Council's Briefunnecessary hurdles to the acquisition process and losing sight of programmatic goals will not necessarily result in successful completion of programs.  We need quality contracting, quality acquisition management and quality people in both government and industry to achieve the mission that will most effectively protect our nation.   Most of all, however, we need an open and transparent dialogue between the parties that will lead to successful results."

Both speakers and the paper warned of the shift to enforcement and compliance and how that may affect programatic goals and mission success. 
 
The Council has partnered with Homeland Security Television (HSTV) to offer the event via their conference feature to allow non-members access to our programming and continues to offer the video proceedings to our members for free on our website (available June 19th).

For the second year, the Council will participate in the Coast Guard Foundation's annual Tribute Dinner benefitting the men and women of the Coast Guard Academy.  The Tribute to the Coast Guard will be held June 18, 2009 at the National Building Museum.  Please make your commitment for a table today.

COUNCIL ACTIVE AT AMERICAN SECURITY CHALLENGE  
The Council wishes to congratulate Admiral James Loy former Commandant of the U.S. Coast Guard for his 2009 Patriot Award, given to him by the National Security Initiative at the American Security Challenge.
 
As platinum sponsor of the Challenge, the Council had a significant presence at the 2009 American Security Challenge; many thanks to members Northrop Pearl & Patriot Award Winner Adm. James LoyGrumman and Deloitte who sponsored the event.  This year over $2.5 million was awarded to Hi G Tek ($2 million) and MindCo ($500,000) in addition to an award of three contracts with the Challenge's Industry Partner Alion Science and Technology, two of which were awarded to finalists and one to semi-finalist 20/20.  In just one year the Challenge has grown to receive over 225 submissions and the awards have grown from an initial $100,000 to over $2.5 million.  Admiral James Loy was awarded the prestigious Patriot Award by Governor Tom Ridge before viewing presentations from some of the best emerging security technology companies in America.  Join the Challenge mailing list here or visit the website for more information www.AmericanSecurityChallenge.com
COUNCIL KEYNOTES FOR SRA; SPEAKS AT ISC2 WITH IBM
SAPIBMMarc Pearl was the keynote speaker at Member Company SRA's Public Security Forum June 4.  Pearl discussed how technology can help achieve programmatic and mission goals for the Department of Homeland Security and that the emphasis should be on solutions that use technology as an enabler rather than a driver.  Also on June 4th, Marc Pearl and Steve Bucci, Associate Partner, Cyber Security Lead, Global Leadership Initiative; IBM Public Sector, Global Business Services presented to the ISC2 Secure Americas conference on "The Private Sector's Role in Cyber Security."  The session drew more than 40 people and was the catalyst for a robust exchange about the role of industry and government in light of the President's recent creation of a cyber security coordinator.
CHAIRMAN PRICE ADDRESSES MAY EXECUTIVE ROUNDTABLE 
Homeland Security Appropriations Subcommittee Chairman David PriceChairman of the Homeland Security Subcommittee on Appropriations spoke with members at the May Executive Roundtable.  The Chairman discussed the stimulus bill and the mood in Congress under new leadership. 
On June 8th, the Subcommittee passed its mark up of the FY 2010 Homeland Security Appropriations Act.  Price's statement is here.  The bill includes:
Discretionary total for Homeland Security $42.625 billion
o    $2.6 billion or 6.5% above the comparable fiscal year 2009 amount 
Southwest Border
o    $692 million for investments for border infrastructure and technology
o    This will bring total funding for Southwest Border infrastructure and technology to $4.3 billion since 2006
o    $97.8 million ($27.8 million more than requested) for ICE programs that support the Southwestern Border Initiative
Immigration
o    $5.4 billion appropriated to ICE of which it is mandated that $1.5 billion be targeted to identifying dangerous criminal aliens and prioritizing these individuals removal one an immigration judge orders them deported
o    Fully funds the Administration's request to maintain an annual detention capacity for 33,400 individuals
Transportation and Maritime Security Initiatives
o    $800 million for the purchase and installation of explosive detection systems so that these machines can be moves in-line with baggage handling and out of congested airport lobbies
o    $122.8 million for air cargo security activities so that we meet the 100-percent screening mandate for air cargo by August 2010
Maritime Security
o    $804 million to fund the work at CBP and the Domestic Nuclear Detection Office to develop systems to screen cargo for weapons or nuclear materials
o    $162 million to ensure there is no diminution of the effort to strengthen overseas operations to monitor and target cargo, and to develop better technology to accomplish this
Coast GuardKimberly Purlia and Sean Morrison at the Executive Roundtable
o    $9.4 billion for the Coast Guard
§  $241.5 million for overseas contingencies, including operations in the Persian Gulf and against pirates off the coast of Somalia
State and Local Emergency Managers and Responders
o    $3.96 billion for grants
FEMA
o    $844 million for FEMA's Management and Administration
o    $2 billion for disaster relief activities
Policy
o    Clarify fee authorities for temporary protected status, fraud investigations, and conferences
o    Extend E-Verify and the chemical security program
o    Continue a longstanding provision related to imported prescription drugs
o    Provide benefits for DHS personnel overseas consistent with the Foreign Service Act
Earmarks
o    Cut member earmarks an additional 5% from last year's earmark level
