The Government Affairs Committee hosted Mike Alexander, Staff Director of the U.S. Senate Committee on Homeland Security and Governmental Affairs, on January 30th. We discussed the Stimulus, the upcoming confirmations and the Chairman's priorities during the 111th Congress.  
 
The Council submitted questions for comment for Napolitano's confirmation hearing. We will be submitting questions for the highest level confirmations.
COUNCIL SUPPORTS 2009 Tribute to the Coast Guard 6.18.09
COAST GUARD FOUNDATION
For the second year, the Council will participate in the Coast Guard Foundation's annual Tribute Dinner benefitting the men and women of the Coast Guard Academy.  The Tribute to the Coast Guard will be held June 18, 2009 at the National Building Museum.  Please make your commitment for a table today.  Contact Joe Carden for more information.

The Homeland Security & Defense Business Council:  Forging a greater sense of partnership between the public and the private sector for homeland security
 
The brief period between Governor Napolitano's confirmation hearing as Secretary for the Department of Homeland Security and the historic inauguration of President-elect Obama offers one last chance to distinguish what should happen from what will happen.  The broad sense of optimism the American public feels for the next administration is also shared by industry through our own role in helping continue to secure our economy and ensure the safety of our families.  After all, strengthening the relationship with DHS partners in state and local government and in commercial industry is one of Governor Napolitano's stated priorities for DHS and she has a track record of demonstrated results.
 
Communications interoperability, the important role of first-responders, and federal-state-local information sharing became areas where Arizona advanced under Governor Napolitano's leadership.   As a technology-aware leader of a border state, she has developed a reputation for seeking out and deploying technological solutions that enhance mission effectiveness for law enforcement, border security, and first responders throughout the state.

The perspectives and lessons learned from these firsthand experiences can only elevate the effectiveness of the partnership between the public and the private sector in achieving the homeland security mission.   Whether it is because industry owns nearly all of our economic assets, is the source of technology and innovative security products, or itself is often on the front-lines of emergency response and ensuring lawful immigration - the new leadership at DHS should seek to  strengthen the relationship with the private sector while also holding industry accountable for delivering results.

This is what industry wants too.  Our Council was conceived on the premise that industry would only be able to raise our effectiveness once we know more about the needs.  The transparency achieved by sharing DHS strategies, programs, plans, budgets - coupled with strengthening the contracting corps - helped move the ball forward but there is still a long way to the goal line.  Likewise, industry has sought out ways to become better aligned both in terms of our own preparedness but also through our investments in R&D and expertise across both the threat spectrum and the mission domains.  Today, our Council and our aligned members are more engaged with small business - both in terms of collaboration, but more importantly, by helping them better prepare themselves through our partnership with the American Red Cross.

The opportunity and optimism we share with the new Administration will only be fulfilled through a greater sense of partnership and mutual accountability.  The same old fear and loathing often directed by both sides at the other, combined with misunderstood or poorly conceived rules of engagement between the sectors and a skeptical media, can only be overcome through accountable leadership and delivery of results by both sides.

Change is good.

I have had the honor to serve as Chairman of the Board of Directors for the Homeland Security and Defense Business Council now for four consecutive terms.  I can't express enough how much I have enjoyed working with our members and our important partners in the government.  Thank you for your support in helping make this organization successful.

I especially thank the men and women in DHS and the other federal agencies that serve in this vital mission.  I have witnessed many of your sacrifices on our behalf as citizens and we owe you a debt of gratitude.  Thank you to Secretary Michael Chertoff for your leadership in strengthening DHS across many of its roles.  Madam Secretary, you have a tough act to follow and we extend our sincere best wishes and our determination to help you achieve success in your new role.

Frank PuglieseCouncil Names New Chair, Board 
The Council yesterday elected Frank P. Pugliese, Jr Chair of the Council's Board of Directors for 2009.  Chairman Pugliese, Managing Director of DuPont Government Business Development, is the former commissioner for the General Services Administration (GSA) where he spent his career focused on performance and operations improvement. During his 28-year tenure with the GSA, his efforts received numerous citations for contributing to better government through deficit reduction and cost-effectiveness. In1998, he received GSA's Distinguished Service Award, the agency's most prestigious award, followed by the 1999 Presidential Rank Award for Distinguished Executive. He retired from the GSA in 2000.
 
The Council is fortunate to have Frank elected to the Chairmanship -- he was a founding member of the Council and represents a member company that produces numerous products and services in the homeland security market.  His vision and commitment to the Council has played a large part in the HS&DBC's continued growth and success.

New to the board is Deloitte Touche Tohmatsu's Linda Solomon, a Principal at the firm who provides technology and management consulting services to the U.S. Federal Government.  In her role as Account Partner for the Department of Homeland Security, Linda has been directly responsible for delivering a number of security-related technology solutions to the Department.  Ms. Solomon is also the Managing Director for office operations, including human resources, of Deloitte's Federal Practice.

Secretary NapolitanoCouncil Responds to Napolitano Requests; Asking Members for more information on procurement and acquisition for Transition Paper
 
Many thanks to the Members who submitted information in resonse to the Council's effort to provide substantive responses to Secretary Napolitano's calls for information.  The Council submitted the final response on critical infrastructure, risk analysis and transportation to her office February 4.  The final letter is available here.  
CYBER RESPONSE 
The Council is also preparing a response to her second request for information on cyber security and the northern border strategy.  If members still have input, please contact Kristina Tanasichuk as soon as possible -- we intend to submit the next set of comments to the Secretary on Monday, February 9.
TRANSITION DOCUMENT
The Council is also finalizing its Transition document and is expected to release it in late February.  Any member who'd like to add to the document, particularly on acquisition and procurement is asked to contact Kristina as soon as possible.
Council Begins Branding Campaign with Fortune, HS Today and GSN

Many of you may have seen one or more of the Council's new efforts to elevate brand recognition and understanding of the Council's role as the leading voice of the private sector in homeland security.  In January, the Council published an insert in Fortune magazine, an editorial entitled the Transition & Homeland Security on page 9 of HS Today, and launched a special Council newsletter entitled "The Industry Advisor" that will appear bimonthly in Government Security News GSN (January was GSN's Top 100 Contractor's issue).
