BCBS offers limited enrollment child only health insurance. 

Since the Affordable Care Act (ACA) eliminated pre-existing conditions for children under 19 years of age, the standard insurance markets have been unable to offer individual health insurance for children only. The one exception is a limited catastrophic health insurance plan offered by BCBS of Texas. The plan called Blue Pathway is available for individuals age 1 through 18.

If you have employees who do not qualify for the Children's Health Insurance Program (CHIP) due to income qualification limits, but cannot afford to insure their children on your group insurance, Blue Pathway may be a good option.
