A Christmas Message From the Chamber
2009 has been a year of challenges and a changing profile for our City. The Cornwall crossing issue and H1N1 were both cause for concern amongst the business community and the community at large.
At the same time, our economy continued to grow and many businesses expressed positive optimism, an optimism that continues to pervade the community as the year draws to a close. All over the City there are signs of progress with new construction and upgrades clearly evident.
It is with a sense of optimism that the Chamber looks forward to 2010 with its promise of continuing economic growth. For now, as the business sector and the entire community await the pause that only the Holiday Season can bring, the Chamber Board of Directors and its entire staff extend the warmest of wishes to its members and to the entire City for a season that is full of joy, of family, and of togetherness.

President's Message
It has been a year of interest, incident and activity for the Chamber and as 2009 draws to a close, I'd like to reflect on some of its more notable events and then to take a look ahead to 2010.
To say your Chamber addressed some key issues would be an understatement and principal among them was the Cornwall crossing and the concern about both the economic impact and the City's image. The Chamber was most vocal in its lobbying efforts on Parliament Hill and in bringing MPs to the City to get a first hand look at the situation and to gain a better understanding of the implications created by the closure and the subsequent temporary customs operations.
As most of you know, the spectre of the H1N1 virus was on the horizon last summer. The Chamber, realizing the potential impact on area business immediately responded by presenting a Pandemic Planning Seminar. It was well attended and judged to be an outstanding information session with three experts in the field offering informed perspectives. In light of the subsequent outbreak of the virus across the community, the Chamber's seminar was indeed a timely one.
The Chamber's recently created 'blog' is proving to be an increasingly effective means by which members can offer their views. We try to update the issue in question on a regular basis and the responses are proving to be most useful to the Chamber in getting the pulse of its members.
With these issues and others, the Chamber's role as an advocate for the business community increased and along with it, a greater profile of relevance. As it looks ahead to 2010, it sees that role increasing with the long term objective of a continual burgeoning of our economy.
I firmly believe Cornwall will experience a positive year as I look ahead. While 2009 was not without challenges, it experienced growth as well. The value of building permits was outstanding and a drive down Brookdale or Pitt Street will quickly reveal where many of those permit dollars have gone.
We will see escalating progress at both Cornwall Community Hospital and the Shoppers Drug Mart massive distribution centre and no doubt the annual Team Cornwall - Economic Development Year in Review will summarize many other good-news stories.
My message to the Cornwall and areas business community and indeed, to the community at large is this. We need positive thinking and we need everyone to be a Cornwall ambassador. Our City is a good place to live and it has thousands of good people within its boundaries and beyond. Let's get the word out and when visitors come to call, let's do what we do best - roll out the welcome mat.
From time to time, our members have suggestions, questions and comments and I am pleased that you take the time to contact us. To that end, I extend an open invitation to the entire membership to let us know what's on your mind. It's that dialogue and open communication that allows your Chamber to optimize its effectiveness as your advocate. |

| Optimism continues to rise among Canadian small businesses
Roughly half of Canada's small businesses think conditions are good and will get even better as the year draws to a close. That according to a report published by STAPLES.
As 2009 comes to an end, the future is starting to look a bit brighter according to small business owners and entrepreneurs across the country. The Canada Small Business National Quarterly Index reveals that Canadian small business owners are more optimistic about the economy and their own businesses than they were three to six months ago.
Results from the survey, conducted by Angus Reid Strategies, seem to confirm the Bank of Canada's recent declaration of the end of the recession and the return of growth to the economy. The survey also reveals a rise in optimism that economic conditions in Canada will continue to improve over the next three months as well.
"While we aren't out of the woods yet, we are beginning to see positive changes in our country's economy, a shift that many entrepreneurs recognize as well," says Citi Economist Dana Peterson. "Confidence is strengthening but at a measured pace; however, it is a long, slow and steady rise, as we've anticipated for some time. Small business owners will likely continue to modify their businesses as structural adjustments in key sectors unfold. Nonetheless, the nascent recovery presents strategic opportunities for growth near-term."
Findings of the survey include:
∙ Nearly half (45%) of Canadian small business owners now believe that current economic conditions are 'good' or 'very good', up from 31% who felt that way in the first quarter of 2009.
∙ Atlantic Canada has been a bright spot in actual business growth over the past three months, with significantly more (about 20%) small businesses in the Maritimes reporting gains than those in Ontario and the West.
∙ Optimism for further improvement in the economy over the next three months is very strong, with almost half (47%) expecting things to get better before the year is out.
Despite the optimism, roughly half of Canada's small businesses (52%) say they are still cutting costs and/or payroll to cope with current pressures.
"We are pleased to know that small business owners continue to remain confident about their operations as well as the economy overall," declares Steve Matyas, President of STAPLES Canada. "We recognize how hard entrepreneurs work to keep their businesses running, particularly in such difficult economic times. These survey findings are a good omen for the entire supply chain - there is faith in a rising tide to float all boats."

Budget bill welcome change: Smart Taxation Alliance
The Smart Taxation Alliance, a non-partisan coalition of business leaders and organizations, is pleased to see legislation introduced in the provincial legislature that will put into place the tax reform measures announced in the 2009 Ontario budget.
"The changes introduced in Ontario Tax Plan for More Jobs and Growth Act, 2009 today will fuel a stronger business investment climate in Ontario, create much needed jobs and accelerate Ontario's recovery," says Doug Brooks, FCGA, CEO, Certified General Accountants of Ontario, and member of the Smart Taxation Alliance.
The tax reform package includes personal, small business and corporate income tax rate reductions, sales tax harmonization, and a sales tax rebate for the most vulnerable in society. A recent study by Jack Mintz of the School of Public Policy at the University of Calgary, calculates the impact of the tax reform package as $47 billion dollars in investment and almost 600,000 jobs -- this largely as a result of reducing the Marginal Effective Tax Rate (METR) on new investment by half.
"The reduction in the METR rate by half makes this one of the most ambitious tax reforms in Canadian history," says alliance member Len Crispino, President & CEO, Ontario Chamber of Commerce. "Call it the 'smart METR' for Ontario -- it's intelligent tax reform that will make companies more competitive by reducing layers upon layers of taxation, stimulating a more robust economy that benefits all Ontarians."
The Smart Taxation Alliance includes AGS Automotive, the Canadian Chamber of Commerce, the Canadian Council of Grocery Distributors, Canadian Manufacturers & Exporters, Certified General Accountants of Ontario, Deloitte, Information Technology Association of Canada, Ontario Chamber of Commerce, Ontario Trucking Association, Ontario Road Builders Association, Railway Association of Canada, Retail Council of Canada, TD Bank Financial Group, TELUS, Toronto Board of Trade.
Export Market Access Program Receives Boost in Funding
The OCC's Export Market Access (EMA) program has received additional funding from the Federal Economic Development Agency for Southern Ontario (FedDev Ontario). Export Market Access (EMA) can help Cornwall Chamber members expand their exports into new and existing markets.
Through the program, the OCC can provide 50% cost sharing grants and is hoping to triple the volume of activity with this new federal stimulus money. While program details are forthcoming, the Chamber has been advised it will be receiving notice of a conference call to in order to learn more about the program. Once that happens, the Chamber will be positioned to inform its members.

Dream Big Ontario
The Ontario Chamber of Commerce along with its sponsors, HP Canada and Certified Management Accountants of Ontario, has launched the Dream Big Ontario Contest for students. There is so much to celebrate about this province, but our triumphs are sometimes lost in the doom and gloom that dominate the news.
We want to celebrate Ontario and the youth who live here. In today's competitive global marketplace, students have opportunities to study anywhere in the world. And yet, many recognize the world class nature of Ontario's own post-secondary education system. In fact, students come from around the globe to study in Ontario.
Through our interactive website, www.dreambigontario.ca, and an exciting contest, we will give students an opportunity to share their reasons for studying in Ontario, and to express why they think Ontario has a reason to celebrate.
The Dream Big Ontario contest is a two-part contest allowing students to submit entries in one of two categories: a video/multimedia and, a written submission. Students are encouraged to be creative and get excited about Ontario because they are not only the leaders of tomorrow, but are the work force and sustainable future of this province. Please share this opportunity with students you know......not only because it is a positive initiative for the province, but they might also win something to help them pursue their dreams.

Chamber Names 2010 Board of Directors
The Cornwall & Area
Chamber of Commerce is about to enter its 120th year of continuous
service to the community as it announces its 2010 Board. Six new Directors will
join current Board members officially taking office at the Chamber's transition
meeting on December 15.
Joining incumbents Jeff Bethune,
Janice Eastman, Gabriel Gratton, Paul Lefebvre Rick Shaver and Linda Wilson are
the newly elected Directors Judy Auger, Kevin Hargreaves and Jason Jesmer along
with Scott Armstrong, Doug Randlett and Guy Willis, re-elected for a second
term.
"As we celebrate the Chamber's 120th
year, we have a solid group of Directors bringing a broad range of expertise to
the Board table. It will be an effective team in carrying out the Chamber's
mandate as an advocate for the business community," states current President,
Scott Armstrong.
The Chamber has been a strong voice
on behalf of the business community and addressed a number of issues in 2009,
notably, the closure of the Cornwall crossing and the challenges posed by the
temporary toll and customs operations. It was also prominent in spearheading an
important seminar focused on preparing the business community for the H1N1
outbreak.
As his current term winds down,
Armstrong pointed to a number of issues facing the City over the coming year.
"There is the ongoing matter of the Cornwall crossing which must be
resolved. Then, there is the continuing
redevelopment of both the City's urban core through Heart of the City as well as the former Domtar property, and
continuing to raise the City's profile as a desirable place to work and to
live."
The Chamber's Executive Committee
will be appointed the December 1 meeting. The Executive Committee will consist
of the President, 1st and 2nd Vice Presidents, the
Secretary-Treasurer and the Past President who sits as the Chair of the Board.
The Cornwall & Area Chamber of
Commerce is one of Ontario's oldest business organizations and this year
celebrates 120 years in the community as Cornwall's strongest business
advocate.

Breakfast Connections shines light on Identity Theft-It Can Happen To You
It won't happen to you? Think again. In an alarmingly short time frame, three staff members from Economic Development along with the Chamber's Executive Manager had their credit cards compromised.
The issue is real and it is happening here.
Identity theft is the fastest growing crime and members of Cornwall's professional business community and the community at large need to take steps to protect themselves. Business also must be increasingly vigilant and proactive in protecting customer information. By doing so, you safeguard your reputation and avoid potential financial damages.

10 Tips for Staff Retention in 2010Employers may have a common resolution in mind as the new year approaches: keeping top performers on board. As Canada begins to come out of a difficult recession, many companies recognize that their most valued employees will be presented with other opportunities. This national survey was developed by Robert Half Technology, a leading provider of IT professionals on a project and full-time basis, and conducted by an independent research firm. The survey is based on more than 270 telephone interviews with Chief Information Officers (CIO) from a random sample of Canadian companies with 100 or more employees It is clear that potential employee turnover is a concern for many CIOs heading into the new year and 44% of 270 CIOs recently interviewed for the survey said retaining existing workers will be their number-one staffing priority in 2010. "Technology professionals, in particular, are under increased pressure as companies proceed with previously postponed initiatives," said Geoff Thompson, Vice President of Robert Half Technology. "Preventing burnout amongst top employees is essential to maintain productivity and gain momentum as the economy improves. Prior downsizings and reduced benefits have left many workers feeling overburdened and unappreciated." Thompson added that retention efforts will be critical to evading turnover in the coming year. "Companies need to re-engage and entice existing employees as if they were prospective hires or possibly yield to competitor threats." Thompson offers the following 10 tips for retaining your top performers: ∙ Re-recruit your best workers. Talk with employees about what might enhance their job satisfaction and remind them of the unique benefits provided by your company. Emphasize what your firm has to offer, whether it's a great corporate culture, solid financial standing or, strong industry reputation. ∙ Evaluate workloads. One in four CIOs polled said they plan on redistributing staff workloads to meet project demands. While every project may seem like a priority, there are likely some that can take a backseat to more pressing matters. ∙ Provide project support. Employees who have lost co-workers to layoffs are, in many cases, now doubling down. If hiring is not an option, consider bringing in project professionals to help alleviate workloads. ∙ Invest in professional development. Offering more training and professional development benefits both the employee and the company. Online learning opportunities, mentoring programs and tuition reimbursement are all good options. ∙ Provide opportunities for career advancement. Structure positions so employees can grow their careers without leaving your firm. Offer promotions to workers who have demonstrated they can succeed at the next level. ∙ Recognize excellence. While it would appear obvious, but a simple 'thank you' and public acknowledgement of your staff's contributions will strengthen their loyalty. ∙ Communicate regularly with staff (don't just say it - do it). Maintain an open-door policy year-round. Workers want to hear about company news, in good times and bad. ∙ Encourage more team-building activities. No doubt, many companies have cut back on employee perks, but an occasional group activity, such as a trip to the movies or an offsite lunch, can make them feel more appreciated. ∙ Consider compensation. While not all firms can offer employees increased salaries, there may be potential for spot bonuses at the end of a major project or team accomplishment. ∙ Promote work/life balance. Give staff members the option to follow a flexible schedule or tele-commute one day a week. It doesn't cost anything to implement these changes and workers will appreciate the leeway. |
Shop At Home for the Holidays
The Cornwall & Area Chamber of Commerce is proud of
the people who shop in Cornwall. So much so it wants to thank them and to do so,
it has come up with a unique program sponsored by the Chamber and StarTek ~
Community Matters.
A series of feature ads in local media will identify
participating merchants and will include a coupon that shoppers clip and take
with them when they shop. After they complete their purchase, they fill out the
coupon and place it in a special box at the store. There will be weekly draws
with some lucky shoppers winning one of a number of $50 gift certificates. At
the end of the campaign, there will be a grand prize draw and two lucky shoppers
will each win a $1,000 local shopping spree.
