President's Message
Dear Fellow Member,
The GWSPCA's mission is to promote and support its members and the CPA profession through education, advocacy and community. Our vision is to be the premier membership organization for the CPA profession in the greater Washington area. So as you prepare to renew your dues for the upcoming year, how do we work together towards fulfilling this mission and realizing this vision?
First, we want the Society to continue to expand and diversity. We have grown to 2,700+ members now, and we have the potential to grow even more. Our growth must be based on our being relevant to more and more members of our community - to CPAs, to soon-to-be CPAs and to others in the financial community who are eligible to join our ranks - in an ever more rapidly changing world. In the near future, the Board is going review the strategic plan and reaffirm objectives for the coming year. But as strong as our volunteer leadership is, we need to hear from members like you to know what you need from your Society. We need your help to make sure we get it right - so please take the time to contact staff or Board members to give us the benefit of your thinking.
We want to advocate for issues of concern to our profession. It is our goal to be the first stop for our members looking for updates on professional and regulatory issues facing the profession globally, as well as those local issues that impact us here in the greater Washington area. To that end, you will be seeing a greater focus on advocacy and news updates in the coming year in a number of areas.
We want to enhance educational and networking activities. As we continue to develop programs where we already have strengths, such as the Not-for-Profit Symposium and the Government Contracting Conference, and hold other CPE programs that our members want, we need to hold interesting programs that allow us to meet and get to know each other in a non-business setting. We plan a particular focus on our CPAs who are just starting their careers, where the benefits of networking and the right kind of mentoring are even more important.
Finally, we want to promote the value and visibility of the profession and of each of our individual members and member firms, to enhance the value of that CPA certificate that we worked so hard for and all hold so dear.
With your help, with the quality of the board and officers that you've elected and with our outstanding staff, I look forward to a year where we build on the sound foundation that we've been given to create an even better Society. I hope you'll show your support by renewing your membership today, and by getting more involved and connected in the coming year.

GWSCPA Presents Awards During the 88th Annual Meeting
The GWSCPA celebrated their 88th year at The Mayflower Hotel in DC on June 14, 2011, with special guest speaker, Jim Dinegar from the Greater Washington Board of Trade.
The Greater Washington Society of CPAs was pleased to present awards this year to members who go above and beyond to help make the GWSCPA the premier membership organization for the CPA profession in the greater Washington DC area. KPMG was recognized as the Firm Member of the Year, Daniel Murrin, Ernst & Young, received the 2011 President's Award. Robert Aceituno, Councilor, Buchanan & Mitchell recieved the 2011 Impact Award.

AICPA Releases report on CFO Compensation
This report examines executive compensation and incentive practices in the post-recessionary economic environment and focuses in particular on the choice of performance targets in CFO annual bonus plans. The data comes from a survey of AICPA members conducted March-April 2011. About 1,000 CEOs, CFOs, controllers, and other executives participated in the survey and shared detailed information about their compensation and incentive plans in 2010 and 2011. (AICPA)

Regulatory and Legislative News
DC Mobility Update
The CPA Mobility Bill (B 19-80) currently pending in the District finally saw some movement this week, when it passed out of the Committee on Public Services and Consumer Affairs following a unanimous vote on July 7th. This is a very important step closer to mobility being adopted in DC and one which we have been waiting for since the successful public hearing on June 1st.
The next step is for the bill to be taken up by the Committee of the Whole and that vote is scheduled for Tuesday July 12th at 10 AM. Please let us know if you're interested in attending and we can certainly send more details.
GASB Provides Recommendation for Government Pension Accounting
Among the recommendations to be proposed by the Governmental Accounting Standards Board is a new way to calculate today's value of pensions that will be paid in the future, in response to complaints that the current method drastically understates what governments owe. (Via NYT)
IRS Makes Dodd-Frank Mandated Language Changes to Regulations
To comply with requirements of the Dodd-Frank Wall Street Reform and Consumer Protection Act (PL 111-203), the IRS has issued temporary and proposed regulations that remove all references to "credit ratings" from the Treasury regulations (TD 9533 and REG-118809-11). The regulations provide substitute standards of credit-worthiness.

IFRS Debate Continues
The world was supposed to be moving to a single set of high quality accounting standards, ones that would make financial statements comparable around the world.
That is not going to happen.
Instead, it appears increasingly likely that for a substantial period of time there will be two sets of accounting rules in the United States, with companies able to choose between American or global rules (Via
