| Planned retail construction signals improving market

While San Diego County's retail market is still feeling the recession's impact, there is enough confidence in the market that new projects will get off the ground this year and in 2013.
Bill Thaxton, Flocke & Avoyer senior vice president, said retail vacancies are low enough and rental rates are sufficiently stabilized that a few new projects are either under way, or expected to emerge from the soil either later this year or next year.
Sudberry Properties, developer of the Civita project at the northwestern edge of Mission Valley, is planning to break ground on a 185,000-square-foot Lowe's (NYSE: LOW)-anchored center called Palomar Airport Commons later this year at Palomar Airport Road and El Camino Real in Carlsbad.
