Local Government Update

Sangamon County

Jen Dillman, Sangamon County Board member, was present and discussed the MacArthur Redevelopment plan. See below for details.
 

City of Springfield
There were no representatives from the City of Springfield, but 3 Aldermanic candidates were in attendance: Cory Jobe for Ward 6 and John Laurenzana and Joe McMenamin for Ward 7. 


The MBBA will host a candidates' forum early in 2011 for Ward 6 and 7 Aldermanic and the Mayoral candidates.

MacArthur Redevelopment Plan


Chairman Jen Dillman said that a draft of the final plan was being reviewed and tweaked.  Several MBBA board members have provided feedback on the plan, and the committee wants to be sure the plan is ready before finalizing it.  An announcement is expected early in January, 2011.

Michelle Higginbotham, Coldwell Banker & Enos Park Neighborhood Improvement Association Vice Presidentp
Michelle discussed the recently announced Master Plan for the Enos Park area. Enos Park has issues different from MacArthur: there is a strong commercial district providing stability with weaker residential neighborhoods having boarded buildings and vacant lots.  Michelle said the estimated price of investments to the area will be borne by private investors, grants, fundraising, property donations and TIF funds.  Public money will be used primarily to remove obstacles to private development by providing clean buildable lots, appropriate zoning, design standards and infrastructure (lighting, sidewalks, street overlays, landscaping.)  Michelle said the Enos Park TIF district generates about $400,000 per year. 

Enos Park has already begun implementation of their plan, including lighting and sidewalk improvements, planting over 250 trees, creating a land bank development company to receive donated properties and manage the transition back to responsible private ownership, and purchasing 7 vacant lots at a recent city auction.  The Association is partnering with the Art Association and Springfield School District 186 to further develop key resources in the area.

Nominations for the MBBA Board of Directors

The Annual Meeting of the MBBA will be held December 9, 2010 at 7:30am at the Red Cross Building.  We will vote on Board members and on a bylaws change.


The following current board members have agreed to serve again if elected: Cory Jobe, David Farrell, Dave Saner, Carol Kneedler, Beth Zink, Fred Combe and Mark Roberts.  The following nominees will join the board if elected: Nancy Bahre from Town & Country Bank and Bridget Lamont.


We will also vote in December to change the MBBA bylaws to add 2 additional members to the Board of Directors.
MacArthur Area News
Joe McMcMeniman said 45 volunteers worked for 20 minutes at the old Kmart property cleaning up and pulling weeds.  The group hauled 2 pickup truck loads of trash off the property.

A variance to allow a sky balloon has been approved for the First Currency Exchange (corner MacArthur & Outer Park.)
