A Message From The Chapter  

Happy New Year!

 

Every January, Orange Coast Magazine lists the recipients of Orange County's Physicians of Excellence. This program was started by the Orange County Medical Association in 2004 to recognize outstanding physicians in the community. This year the Chapter is pleased to recognize several of our members who have received this prestigious award. Congratulations to these remarkable physicians who serve the needs of children in our community.


In the next two weeks you will receive a request from National AAP, in collaboration with the Chapter to complete a Member's Survey. This survey will help the Chapter identify your needs and how we can work to provide improved membership benefits. Clarification of the Billing Code 96110 for Developmental Services
The Centers for Medicaid and Medicare Services has released a bulletin that addresses Medicaid implications for a recent change to Medicare billing code CPT 96110 (Developmental screening, with interpretation and report, per standardized instrument form).

AAP-CA Statewide Update January 2012:
The State Budget Process and Proposed Cuts to Children's Health Services

California Chapter 4 actively and aggressively advocates in the state budget process on behalf of children and pediatricians in collaboration with the other California AAP Chapters across the state. This year will be particularly challenging since the cuts to children's health services proposed by the Governor together represent the most significant change to the public sector delivery of health care to children in California in over a decade.

These include:
  • The elimination of the Healthy Families Program (HF) and movement of one million HF children into Medi-Cal managed care over the next 9 months.
  • Reduction of state payment to Healthy Families plans by 25%.
  • Expansion of Medi-Cal managed care to all counties in California, including rural counties that are currently only fee-for-service.
  • Creation of a process to streamline the ability of the state to reduce Medi-Cal benefits, with a goal of saving the state $75 million this year.
  • New stringent income restrictions on eligibility for the Medical Therapy Program for children and families.
  • $200 million in General Fund cuts to the Department of Developmental Disabilities.

Influenza Activity

Influenza activity is still low in Orange County although increases in influenza-like illness have been reported recently from some areas of the United States, Europe, and Canada. Both influenza A and influenza B strains have been reported. It's not too late to vaccinate your patients and ensure household contacts and caregivers, especially of high risk patients, are vaccinated. Influenza vaccine is available throughout the County. For publicly funded vaccine clinics, see www.ochealthinfo.com/flu. For retail locations, see the Flu Vaccine Finder at www.flu.gov.

 

Orange County Public Health initiated enhanced surveillance for A(H3N2)v [novel "variant" swine-origin H3N2 in humans] in mid-December. No cases have been reported thus far in Orange County. For more information on the enhanced surveillance, see www.ochealthinfo.com/epi/flu/surv.    

Norovirus/Viral Gastroenteritis:

Several norovirus outbreaks have been reported in the community and in long-term care facilities over the past weeks. Norovirus is very contagious and is easily spread from person-person or through items, food or surfaces contaminated by infected persons. ACTION ALERT

Contact your California State Assembly and Senate Members this Week
 
Ask Them to Sign-On to a California Letter to Senator Boxer Urging Her to Protect SRTS and Bike/Ped Funding in the Federal Transportation Bill
 
 
As you've probably heard, the federal draft of the Senate Transportation Bill which passed out of Senator Boxer's committee last November is not good for Safe Routes to School, bicycling or walkingIt reduces funding for the programs and combines them all into an "additional activities" program that includes many new eligible uses including big ticket items such as wetland mitigation, NEPA mitigation and roadway uses. This could destroy California funding streams for bicycling and walking.
 
State Senator Mark Leno has agreed to circulate a sign-on letter from California State Legislators to Senator Boxer (see copy below), asking for her leadership to protect bicycle and pedestrian funding.  
 
We need you to contact your California Senate and Assembly members ASAP to ask them to sign-on.  It's easy following these three steps: 
1)    Find the contact information for your members here by entering your zip code: 
http://www.legislature.ca.gov/port-zipsearch.html

2)    Call the Sacramento (916) numbers for both your Senate and Assembly members. If you know someone on staff, ask to speak to that person, if you don't know someone on staff ask to be connected to the transportation staffer and say, "My name is XXX and I'm from NAME OF CITY.  I'm calling to ask NAME OF LEGISLATOR to sign-on to a letter to Senator Boxer which is being circulated by Senate Leno. The letter urges Senator Boxer to protect bicycle and pedestrian funding in the federal transportation bill.  Will NAME OF LEGISLATOR sign-on?" 
 
3)    Ask the staffer who you speak with if they could please get back to you to tell you if the member signs-on. 
If they ask for the staff lead for Senator Leno's office, you can let them know that it's Barry Steinhart.  
 
The deadline for sign-ons is Tuesday, January 17, so please make the calls today.  A strong message from the state of California will help Senator Boxer to stay strong when the Senate transportation bill reaches the floor soon. 
 

Teen Driving Study

 

A message from a study through the Pediatric Research in the Office Settings (PROS) and  funded by the CDC:    

 

"Motor vehicle crashes are the leading cause of death for adolescents, in fact, nearly 100 California teens die in motor vehicle crashes each year (FARS, 2011).  Pediatricians often bring up the risks associated with driving or parents and caregivers may ask their advice helping their teens be safe drivers.  While the AAP has resources available, the busy pediatrician may not have the time to go into this issue in-depth.  [The] Pediatric Research in the Office Settings (PROS) study (funded by the CDC) promote(s) parent's supervision of young teen drivers.  Fortunately, California has been chosen as a study state so our pediatricians can access this fantastic tool to help parents navigate and supervise one of the most challenging developmental milestone for teens-driving a car.  This is a very simple to use intervention with minimal intrusion into the pediatric practice or office visit.  The practitioner would be asked to recruit 35 parent-teen dyads.  The intervention involves a very brief question on teen driving with a referral to a website that helps the parent develop a parent-teen driving agreement.   All supporting materials, information, and training are provided.  The parent-teen driving agreement has been shown to help parents navigate this stressful time and has resulted in less risk taking behavior by teen drivers.  The practitioner will have to keep track of who is referred to the web site so we can understand how this intervention translates into positive action by a parent and teen.  For the duration of the study the practitioner (and office) will be enrolled into the PROS network and after the study can choose to stay as a PROS practice.  This is a fantastic opportunity to provide parents and caregivers a tool to help keep their young drivers safe!"

Chapter Receives Allstate Foundation Grant to Tackle Teen Driving
Orange County AAP was one of eight chapters to receive a Teen Safe Driving Grant, supported by the Allstate Foundation, to address local issues related to teens learning to drive and driving legally and safely. HealthyChildren.org Update
HealthyChildren.org is a website for parents, sponsored by AAP.  The website offers many resources to parents in regards to safety updates, the latest news in vaccinations, and other resources to keep children safe and healthy.

Preteen Vaccine Week



The goal of 2012's Preteen Vaccine Week campaign is to raise awareness about California's new Tdap requirement for incoming 7thgrade students, immunization recommendations for 11- and 12-year-olds,  and promote the preteen doctor visit through multiple avenues such as schools, providers, and the media.

 

ACIP currently recommends that 11- and 12-year-olds receive these vaccines:

  • Tdap (tetanus, diphtheria, whooping cough): For the 2012-13 school year and beyond, all students entering 7th  grade will need proof of a Tdap booster shot before starting school
  • Meningococcal
  • Annual flu vaccine
  • HPV (human papillomavirus) 3-shot series
  • A total of 2 vaccines against chickenpox (varicella)
