CALIFORNIA CONSULTING HOSTS STATE SUPERINTENDENT TOUR OF CLOVIS UNIFIED SCHOOL DISTRICT

 

On Friday, September 16, California Consulting hosted State Superintendent of Public Instruction Tom Torlakson on a tour at the Clovis Unified School District. Clovis USD Superintendent Janet

Young, members of her administrative team, and school board members, along with California Consulting owner Steve Samuelian and Superintendent Torlakson, toured the Temperance-Kutner Elementary School. State Superintendent Torlakson visited several classrooms, visited the District's After School Education and Safety Program (ASES), and answered questions from the District's leaders. State Superintendent Torlakson also named Superintendent Young to his Central Valley Education Task Force, comprised of Central Valley education leaders who will work directly with Superintendent Torlakson on education issues here in the Valley. California Consulting has worked closely with State Superintendent Torlakson and has hosted him here in the Valley on several occasions in order to ensure that they Valley's concerns and issues regarding education are heard and addressed at the highest levels of State government.

Lobbying Update

  • SB 325: After much long and hard work since January, SB 325 is now State law. In the weeks and days leading up to the bill signature deadline Steve communicated frequently with the Governor's senior staff in Sacramento answering questions and advocating for the Governor to sign the bill. California Consulting also organized a letter writing campaign that included many cities sending letters and resolutions to the Governor urging him to sign SB 325. Thank you to all of the cities that sent letters and resolutions. We owe Senator Rubio a debt of gratitude for his hard work on this bill and we should all thank Governor Brown for signing the bill. SB 325 was a major under taking for our team and a major victory for the entire San Joaquin Valley.

 

  • Enterprise Zone: California Consulting helped lead the fight once again this year to preserve the EZ program. This vital program assists cities with economic growth and job creation. After much debate and a hard fight the program remains intact. Thank you to all of the cities that helped us fight this important battle.

 

  • MOE Issue: ABx1 16 had language at the end of session that would have forced cities to restore 2020-11 funding levels for their PD's or they would not be eligible for COPS funding. This maintenance of effort (MOE) language was unreasonable and opposed by cities all across the State. SBx1 4 was amended late in the session to change the MOE language in ABx1 16. SBx1 4 is a bill that cities can and should support.

 

  • Legislative Meetings: During the last month of the session Steve continued meetings and communications with Legislators, legislative staff, Malcolm Dougherty from Cal-TRANS, CTC staff and others. Chief Operating Officer Juan Garza II also spent considerable time in Sacramento including two days earlier this week meeting with State Agencies regarding various issues.

 

  • SB 89 VLF:   The legislature (through SB 89) and AB 118 diverted VLF revenues. The diverting of VLF revenues resulted in a loss of city general fund dollars. When the legislature passed the 2011-12 state budget the resulting action was a diversion of $130 million of local VLF funds to finance state public safety programs previously funded by the no expired special 0.15 percent VLF. This money funded municipal public safety and other vital services. The League of California Cities filed a petition in Sacramento County Superior Court on Sept. 28, 2011 challenging the constitutionality of SB 89.

 

  • Realignment: California's new Corrections realignment program is set to be rolled out on October 1. Cities all over the State are supporting constitutional protection for funding of realignment costs by the state due to concern about further financial burdens on county governments. The realignment funding can be protected by the State or it could provide some sort of alternative funding in its place
 

 

CALIFORNIA CONSULTING AT LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE

California Consulting owners Steve and Houry Samuelian, and Chief Operating Officer Juan Garza II, recently participated in the League of California Cities Annual Conference in San Francisco on September 21 - 23. California Consulting sponsored a booth in the exhibit hall, as well as participated in various activities like the South San Joaquin Valley Division League of California Cities breakfast, the Latino Caucus' annual reception, and several other activities. We also used the opportunity to update current clients on recent activity and introduce new cities to the services offered by California Consulting. We look forward to participating in this excellent event next year and we hope to see you there. 

 

STAFF SPOTLIGHT: AMANDEEP MATHARU 

 

 

      California Consulting announced that Amandeep Kaur Matharu has joined the firm as a Senior Associate. Amandeep is an attorney with a wide breadth of experience in government, the law, health care, and budget financing.  Ms. Matharu was raised in Fresno, California. She attended Clovis High School, where she was a high school debate champion and editor of the school newspaper. She received her Bachelor of Arts degree from the University of California, Berkeley in 1996, where she double majored in Political Science and Molecular and Cell Biology. Her passion for public service was sparked at Berkeley, where she volunteered at a student clinic that provided pre-trial services for low-income defendants and served as an intern at the non-profit Physicians for Human Rights where she worked on health care and immigration issues. She was also a student activist in the Bay Area Sikh-American community.

 

     After Berkeley, Ms. Matharu attended Harvard University's John F. Kennedy School of Government, where she received her Master's in Public Policy in 1998 with concentrations in Strategic Management and Health Care Policy. At Harvard, Ms. Matharu was active in student affairs as a member of the Dean's Committee on Diversity. Upon graduation, Ms. Matharu was selected as a Presidential Management Intern and accepted a position at the White House Office of Management and Budget (OMB) in Washington, D.C. as a Program Examiner.

 

     At OMB, Ms. Matharu developed federal health policy and budget proposals for a number of agencies of the U.S. Department of Health and Human Services (HHS). Related to those agencies, she assisted with the development of the President's annual budget proposal, advised on appropriations negotiations with Congress, coordinated Administration policy within the Executive Branch, prepared briefing materials for policy officials, reviewed legislation and Congressional testimony, and served as a representative in Executive Branch interagency working groups, among other duties.

 

     Having acquired broad training on the federal budget process and federal policymaking at OMB, Ms. Matharu moved to HHS in order to gain an understanding of these issues from a federal agency perspective. At HHS, she served as a Health Policy Advisor in the Office of the Assistant Secretary for Health and Surgeon General, where she developed and analyzed federal health policies and designed and coordinated studies and special projects on a wide range of issues, including racial and ethnic health disparities, health promotion and disease prevention, and performance measurement and reporting for the program offices of HHS's Office of Public Health and Science. She was one of the lead staff members who helped to organize the White House Conference on Health Disparities led by HHS and the American Public Health Association. She also served as the project officer for a $1.1 million microgrant program of the HHS Office of Disease Prevention and Health Promotion, designed to stimulate community-based initiatives in health promotion and disease prevention activities. For this program, she wrote the Request for Proposals, managed the grant review and selection process, and oversaw implementation of project activities.

 

     Ms. Matharu left HHS to join The Henry J. Kaiser Family Foundation at the request of outgoing Surgeon General Dr. David Satcher, who joined the Foundation as a Senior Visiting Fellow after his term as Surgeon General expired. As the Senior Advisor for Policy and Research to the Senior Visiting Fellow, Ms. Matharu helped to draft Dr. Satcher's book proposal on his time as the nation's top doctor, wrote speeches and academic papers for publication, and otherwise directed Dr. Satcher's projects and research agenda.

 

     Following her years as a public servant, Ms. Matharu returned to school and obtained her law degree from the Georgetown University Law Center in 2005. After law school, she worked as a commercial litigation associate with Quinn Emanuel LLP, working on a variety of legal matters ranging from intellectual property to contract disputes. She most recently served as a law clerk to U.S. District Judge Oliver W. Wanger of the Eastern District of California in Fresno.  Amandeep's parents are both practicing physicians in Fresno.

 

     Ms. Matharu will assist owner Steve Samuelian with management of California Consulting's grant-writing program, as well as assisting with client relations, governmental affairs, office operations and other duties.   In announcing her appointment, Mr. Samuelian said, "We are pleased to have someone of Amandeep's caliber join our team. As the firm grows, it is important to add experienced and talented team members and Amandeep is a great fit for California Consulting."
