Assemblyman Torlakson Visits Fresno Area Fresno--California Consulting, LLC organized a round table meeting
with California State Assemblyman Tom Torlakson (D-Antioch) on Thursday
July 29, 2010. The private invitation only event was attended by
approximately 30 leaders from across the region including several
Mayors, City Council Members, School Superintendents, School Board
Members, and others. The luncheon was held at Jon's Bear Club in
Reedley. Torlakson is a longtime leader having served as a City Councilman,
County Supervisor, State Senator, and now State Assemblyman. Torlakson
has served as Chairman of various key Legislative Committees including
the Education Committee and the Housing Committee among others.
Recognized as a leading expert on local government and education issues
Torlakson commented on the state budget, the status of education
funding and other important issues at the luncheon. An informative
discussion took place involving Torlakson, several Superintendents,
Mayors, and others about a variety of issues facing California. Torlakson was introduced by his longtime friend Orange Cove Mayor
Victor Lopez. The welcoming at the luncheon was given by California
Consulting owner Steve Samuelian. After the event Mayor Lopez commented, "This was a fantastic
opportunity for local elected officials and education leaders to meet
with one of California's top lawmakers. We are very grateful to
Assemblyman Torlakson for his commitment to our schools, our children
and to the hard working people of the San Joaquin Valley. Tom Torlakson
has been an outstanding leader for us and he should be recognized for

California Consulting presents EZ update at Five Cities Meeting Steve Samuelian and Juan Garza II provided an update on California Consulting's work to preserve the Enterprize Zone funding at the Five Cities Economic Development Authority meeting, which was held at Fowler City Hall on August 9th.

EZ Conference Call Summary Recently California Consulting held a conference call with Salinas Valley area Enterprise Zone stakeholders. We have been actively engaged in the EZ issue for several months meeting with Legislators, Staff, Committee Staff, testifying at a hearing, etc. There have been numerous new developments over the last few days relative to the EZ program.

California Consulting attends Modesto Sustainable Communities Workshop California Consulting grant writers attended the Sustainable Communities Grant Workshop in Modesto.
The Workshop was attended by various city staff and consultants representing cities from across the Central Valley. It included a powerpoint presentation that explained the grant and was followed by a general Q&A session. Various SGC staff were present at the workshop, including Heather Fargo, Exec. Policy Officer and Brian Leahy, Asst. Director DLRP The Strategic Growth Council's Sustainable Communities Planning Grant and Incentive Program is designed to help local governments meet the challenges of adopting land use plans and integrating strategies in order to transform communities and create long term prosperity. The primary goal of this grant program is to develop and implement plans that reduce greenhouse gas emissions and achieve the following objectives: improve air and water quality, promote public health, promote equity, increase housing affordability, increase infill and compact development, revitalize urban and community centers, protect natural resources and agricultural lands, reduce automobile usage and fuel consumption, improve infrastructure systems, promote water conservation, promote energy efficiency and conservation, and strengthen the economy. Cities, counties, Metropolitan Planning Organizations (MPOs), Joint Powers Authorities (JPAs), Regional Transportation Planning Agencies (RTPAs), Councils of Governments (COGs), or combination thereof, are eligible to apply.

California Consulting Staff Attends EDA Workshop California Consulting, LLC Senior Associate Dr. Jim Ritchie recently attended the Federal EDA grants workshop in Sacramento. EDA has recently changed several of their grant requirements, timing, and structure. Dr. Ritchie is working on a number of EDA applications for California Consulting clients and he also recently met with the Central Valley EDA representative during a visit to Fresno.

* Up to $1500 * Irrigation Kit courtesy of John Deere Water * Seeds * Teacher Resources * Local contacts to assist you in the planning, planting and sustaining of your garden * Local retail contacts that will work with you stretch your funds
Grantee Requirements
Schools awarded funding through Western Growers Foundation must:
* Submit at least three (3) photos in digital format to WGF by the end of the school year * Photo releases (supplied by WGF) must be signed by guardian for any students in the photos * Complete a brief online survey by the end of the school year

Grant Application Criteria
The following are a few criteria from the evaluation form that can mean the difference between an application that gets a school a School Garden Program grant, and an application that is not considered:
Detailed sketch of garden area including cement, walkways, shade and water sources
* Students heavily involved in planning, planting, harvesting, etc. * Garden will be primarily fruits and vegetables * List the uses of the garden * Letter(s) of recommendation

California Consulting Presents at Latino Local Elected Officials Meeting Juan Garza II, C.O.O. of California Consulting presented an update at the August meeting of the Valley Latino Mayors and Local Elected Officials meeting held at the Fresno COG office. Garza presented an update on the EZ funding as well as detailing California Consulting's lobbying efforts to advocate for Senate confirmation for valley leaders such as Darius Assemi to the CTC and Sheriff Mims to the Lottery Commission.
