| Chamber Thanks Members for Helping With 814 Area Code Issue | | |
On April 26, the Pennsylvania Public Utility Commission (PUC) voted to dismiss the relief plan and implementation schedule of the geographic split for the 814 area code. In March 2012, the PUC was informed that the projected exhaust date for the 814 area code has been extended over five years or until second quarter 2018. The Commission voted 5-0 to dismiss the 2009 petition filed by Neustar.
Several Members of the Chamber's Government Affairs Committee testified at the hearing held in Mount Union and are happy to have played a role in this decision. Yvonne Martin testified using results of the 814 Area Code Survey completed by members. Thank you for helping us represent you.

| ON THE JOB TRAINING (OJT) PROGRAM | | |
ADVANTAGES TO USING THE OJT PROGRAM
- Cuts the cost of wages for employers up to 50% during the training time.
- Reduces the employer's costs for advertising and recruitment.
- Allows employers to make all hiring and firing decisions.
- Guarantees a quick referral process.
- Requires minimal paperwork.
- May involve a single placement, a number of people for one type of job, or a variety of jobs.
GUIDELINES OF THE OJT PROGRAM
Position must be a permanent full-time position that guarantees at least 30 hours per week. The minimum hourly rate must be equal to or exceed the region's self-sufficiency level, as determined by the Commonwealth. This equates to $12.53 per hour for a 40-hour position. (The NEG OJT program is for individuals 22 weeks or more unemployed. The wage must be at least $9.63 per hour for 40 hours and employer reimbursement could be higher... 50 or less employees = 90%). This program is available until June 2012!
Eligible clients who are hired must be treated in the same manner as all other employees (same wages, opportunity for advancement, company policies/procedures, etc.) OJT employees can be fired for justifiable reasons just like any other employee with no penalty to the employer.
Employers are reimbursed for 50% of the base hourly wage rate for up to 960 hours of training (regular OJT). Training hours are assigned during the contract negotiation based on the complexity of the training required.

| Right to Know Law Information Session | | |
The Pennsylvania Office of Open Records (OOR) will offer a seminar on the state's Right To Know Law (RTKL):
Date: Thursday, June 7, 2012
Time: 7:00 PM
Location: Hollidaysburg Borough Council Chambers
401 Blair Street
Hollidaysburg, PA
(Street parking and county parking garage are available)
Pennsylvania's recent RTKL (Act 3 of 2008) became effective on January 1, 2009. Whereas the old law put the burden on a requester to establish why a record was a public record, the new law states that agencies now have the burden to establish why a record should not be released.
Agencies and citizens who attend an RTKL training seminar will be provided an overview of the law and how the law works. The OOR representative will discuss OOR procedures and time frames set forth by the RTKL. The OOR will discuss the variousexemptions to the presumption that governmental records are public and what agencies and citizens can expect during the appeal process before the OOR. An overview of recent Commonwealth Court cases will ensure that agency open records officers are kept informed of the current trends and decisions impacting the RTKL and access to records. Finally, training seminars provide ample opportunity for attendees to ask, and have answered, questions regarding the RTKL.
If you are interested in attending this seminar, please RSVP to Michele Ivory at Senator John H. Eichelberger's office by phone at 814-696-6038 or 1-866-509-EICH(3424) or by e-mail at mivory@pasen.gov.
