Governor Signs Fair Share

PA Chamber members' No. 1 legal reform priority now law

Flanked by state lawmakers and representatives of the business, health-care and local government communities, Gov. Tom Corbett signed into law legislation (S.B. 1131) to re-enact the Fair Share Act.

The official bill-signing ceremony took place before hundreds of supporters and onlookers in the Capitol Rotunda and before a large media contingent.

Repealing the unfair legal doctrine of joint and several liability was one of PA Chamber members' top legislative priorities this session, and was a priority for the governor and legislative leaders as well.

Speaking at the ceremony, Corbett called it a historic day for Pennsylvania, and stressed the importance of the Fair Share Act to Pennsylvania's overall job creation efforts and economic competitiveness.

PA Chamber Vice President Gene Barr was asked by the Corbett administration to speak at the event. Barr stressed the benefits to consumers, job creators, doctors, hospitals and local communities of the Fair Share Act, and thanked the coalition of business, health-care, and local government organizations, and chambers.

Watch it now!

We thank Senator Eichelberger and Representative Fleck for supporting the Fair Share Act.

2011-12 State Budget Highlights: DCED

Among the changes included in the 2011-12 state budget was a 60 percent reduction in spending for so-called "walking around money," money allocated to lawmakers for special projects in their legislative districts. The significant reduction in funding will save taxpayers about $70 million.

Changes within the Department of Community and Economic Development were made to focus on targeted economic investments. A more streamlined DCED is designed to offer easier access to funding programs and respond more efficiently to the needs of business.

"We are creating a department that is a partner, not an adversary of business and will help businesses identify the financial and technical support they may need locally, regionally and at the state level," DCED Press Secretary Steve Kratz said. "We will continue evaluating our programs to become even more efficient and customer focused."

Kratz said DCED plans to move forward with the Liberty Financing Authority in the fall. The department will continue meeting with members of the business community, economic development organizations and legislators to successfully create a one-stop-shop for businesses looking to invest in Pennsylvania.

"Allowing businesses to navigate state government in a timely fashion brings more jobs and increased economic growth to the Commonwealth now, when we need it most," he said.

Under the new budget, the Research and Development Tax Credit is capped at $55 million, an increase of $15 million; the Film Tax Credit is capped at $60 million, a $15 million cut; and the Job Creation Tax Credit is capped at $10.1 million, a $12. 4 million reduction.
